2 In a world of global challenges, continued poverty, inequity, and increasing vulnerability to disasters and disease, the International Federation with its global network, works to accomplish its Global Agenda, partnering with local community and civil society to prevent and alleviate human suffering from disasters, diseases and public health emergencies. In brief Programme Summary: Baphalali Swaziland Red Cross Society (BSRCS) scaled-up activities under the new HIV and AIDS programme, which has a holistic integrated service delivery approach. The programme focuses mainly on prevention, care, support, and treatment. BSRCS works closely with other partners supporting the implementation of community-based first aid (CBFA), HIV prevention, care and support and organizational development activities. The disaster preparedness and response programme ensures timely response to all natural and manmade disasters including storms, drought and political violence. BSRCS established disaster emergency response teams in all five operational divisions to increase capacity for rapid disaster response. Most of the financial support to carry out relief operations comes from the Federation, through the regional delegation in Harare. In 2006, the Federation allocated Disaster Relief Emergency Fund of CHF 74,251 in response to a storm that occurred in August. Goal: BSRCS aims to improve the lives of the most vulnerable communities by being a well functioning national society. Current context The decline in the country s economic performance mainly due to erratic climatic patterns (a combination of heavy storms and drought) as well as the HIV and AIDS pandemic, has resulted in about half (47%) of the population living below the poverty line. Swaziland has been experiencing recurrent storms, which caused excessive damage to property and infrastructure. Strong winds hit many parts of Swaziland in August 2006 in Lubombo and Manzini regions leaving trails of devastation on houses, roads, telephone lines, crop fields, and electricity. Also affected were schools, health facilities including BSRCS clinic in Sigombeni. Approximately 100 houses were destroyed and 6 people were trapped, while several others were injured and one person was killed. Baphalali Swaziland Red Cross Society (BSRCS) has shifted its focus from general food distribution to empowering communities to run sustainable income generating projects. The government and other local corporate entities continuously lobbied and pledged significant annual grants in an effort to empower BSRCS preparedness to disaster response. However, the National Society has limited capacity in terms of human resources, capital and funding, which affects programme implementation. 2

3 Lack of a warehouse for relief stock affected effective stocking of emergency items. In collaboration with the National Disaster Task Force (NDTF), the Federation regional delegation in Harare and other local and international humanitarian partners, the National Society managed to satisfactorily mitigate and bring the much needed relief to the most vulnerable people during emergencies. A disaster management bill was also introduced to regulate activities of all stakeholders in order to curb unnecessary competition and duplication of efforts. BSRCS is viewed as a partner in humanitarian services as opposed to being a competitor by other local and international relief organizations. Progress towards objectives Health and Care Goal: The lives and general health condition for vulnerable communities in Swaziland are improved. Objective: BSRCS s capacity to enable communities to reduce vulnerability to disease; care for people suffering from infectious diseases; prepare for and respond to public health crises is strengthened. BSRCS continued the provision of preventive and promotive health services through health education, immunization and child welfare for children aged under five years, antenatal care, family planning and treatment of minor ailments, of its clinics in Silele, Sigombeni and Mahwalala. The Red Cross clinics cover at least eight projects areas, although more clients filter in from outside the catchment areas. A need to scale up voluntary counselling and testing (VCT) services has been identified, with the possible addition of antiretroviral treatment (ART) services. Sigombeni Clinic has a maternity building that is presently being used as a VCT/ART centre, while the VCT unit is under construction. Once completed, the maternity unit will commence the parent-to-child prevention (PPTCT) programme. Sigombeni provides a structured VCT service while Silele and Mahwalala provide random services to pregnant women. Sigombeni Clinic registered more than 500 clients by the last quarter of More than 11,500 condoms were distributed n Sigombeni, Silele, Piggs Peak and Mahwalala project sites Disaster Management Goal: The vulnerability of the people affected by natural disasters is reduced. Objective: The capacity of BSRCS to provide appropriate and timely support to people threatened or affected by disasters is increased. Through collaboration with local and international partners, BSRCS assisted a significant number of people affected by storms, drought as well as HIV and AIDS in 2006, including the construction of permanent housing structures for those affected by storms as well as provision of clothing and financial support for sustainable income generating projects. The food security programme aims to build capacity towards ensuring sustainable food provision through the distribution of nutritious food and agricultural inputs. To this effect, 280 backyard gardens were established: 30 in Mndobandoba and 70 in Silele; 60 in Mbabane Division; 60 Manzini Region and 60 in Piggs Peak Division. 280 beneficiaries were trained on backyard gardening and fencing material was procured and distributed to all beneficiaries. In addition, three motorbikes for BRCS site officers were purchased, and the officers were trained and licensed to use the motorbikes. Information and Promotion of Humanitarian Values Goal: The Movement s Fundamental Principles and Red Cross Humanitarian Values are known and respected in Swaziland. 3

4 Objective: BSRCS has a positive image, the knowledge of the Movement is known and the Red Cross has increased media visibility. The information and promotion of Humanitarian Values department is responsible for the production and distribution of all publications, promotion of positive public image and management of the information technology (IT) system. The department serves as a public relations tool in disseminating news and events on the Red Cross and the humanitarian situation in the country. This is done in close collaboration and coordination with all BSRCS core programmes, and in line with Strategy 2010 and ARCHI 2010, advocacy being the driving force. BSRCS engaged the prison services, the military and police to improve the understanding of International Humanitarian Law (IHL), Fundamental Principles and Humanitarian Values. A dissemination workshop was held with the International Federation for BSRCS s new staff and the board members. The National Society lobbied for better use of the emblem through legal and government institutions. The information department supported programmes in the production of printed materials, with the help of the International Committee for the Red Cross (ICRC) and providing technical assistance to other programmes on running advocacy campaigns. The following information dissemination activities were also conducted: 2,000 copies of the First and Second Editions of the Umphalali Newsletter were produced and distributed; 500 copies of BSRCS Annual Report 2006 were produced and distributed to all local stakeholders; Information on Humanitarian Values was disseminated to 600 community leaders country-wide; The World Red Cross Day was commemorated jointly with the Sigombeni Health Care Services Official Opening in May. Relevant information, education and communication (IEC) materials were produced and distributed to more than 3,000 people; During the World Aids Day commemoration IEC materials on orphans and vulnerable children (OVC) were produced and distributed to more than 5,000 members of the public. Organizational Development Goal: The lives of the most vulnerable in Swaziland are improved as BSRCS moves towards a wellfunctioning national society. Objective: BSRCS becomes a well-governed and functional National Society by BSRCS continued receiving support in organizational development from a delegate deployed by the Federation regional delegation. The delegate is currently positioned in Lesotho. There is improved understanding of the roles and responsibilities from the management and board of directors, and an absence of interference by board members into administrative operations of the organization. There is notable improvement in the finance department after recruitment of a new finance and administration manager. The major challenge for the National Society is limited funding to support its organizational development activities. Working in partnerships The Federation regional delegation in Harare has been giving technical support in organizational development and implementation of community-based projects. BSRCS has welcomed the support and positive results are evidenced by consistence in calling upon the Federation for field support. Partner national societies (PNSs) such as the Finnish and the Swiss Red Cross societies have been providing financial and material support for programmes. BRSCS also collaborates with the government, particularly in health and care and disaster response activities. ICRC provides technical support in the provision of correctional services as well as in the dissemination of Fundamental Principles and Humanitarian Values. The Ministry of Health (MoH) continues to provide support in term of salaries and medical supplies for the Red Cross clinics. 4

5 Contributing to longer-term impact Good governance is a requirement, and BRCS will strive to achieve the highest standard. For the first time since its inception in the country, BSRCS managed to lobby for nomination and subsequent election of a lady president, an indication of gender sensitivity. The Southern Africa regional HIV and AIDS Programme Appeal (MAA63003) was launched on 1 November 2006 to scale up the region s response to HIV and contribute to reducing vulnerability to HIV through preventing further infections, expanding care, treatment and support as well as through reducing stigma and discrimination. BSRCS s HIV and AIDS programme targets to reach 500,000 people with HIV prevention and 6,150 people living with HIV (PLHIV) and 6,300 OVC with care, treatment and support by The integrated HIV and AIDS programme for Swaziland (MAA63003SW) is seeking a total of CHF 23,085,831 for a period of five years ( ). Looking Ahead BRCS plans to escalate the rolling out of income generating projects to reach all districts.
