1 HIV/AIDS s Country Report Bangladesh 1996/ /2000 This report is generated from the HIV/AIDS Survey s Database (
2 Preface The country reports produced by the HIV/AIDS Survey s Database are designed to be concise, accessible sources of HIV/AIDS data, which can be reported cross sectionally and on a time line. The HIV/AIDS Survey s Database uses as a foundation the set of indicators jointly adopted with minor variations by UNAIDS and USAID in 2000, and indicators identified to monitor the goals set at the UN General Assembly Special Session (UNGASS) on HIV/AIDS, and the Millennium Development Goals (MDG). The UNAIDS indicators have been published in the 'UNAIDS National AIDS Programmes: A Guide to Monitoring and Evaluation' (2000). The list of indicators included is based on this UNAIDS guide, which represented a first attempt to make HIV/AIDS indicators consistent across countries and over time. Most of the information from the UNAIDS Guide has been included in the s section of the HIV/AIDS Survey s Database web site: Recently, Program Areas and s' sections of the HIV/AIDS Survey s Database was amended with indicators from 'The President's Emergency Plan for AIDS Relief s, Reporting Requirements, and Guidelines' and the 'National AIDS Programmes: A Guide to s for Monitoring and Evaluating HIV/AIDS Prevention Programmes for Young People.' While the UNAIDS, the President's Emergency Plan and other indicators have been designed primarily for measuring national and international trends, many of them are also useful for measuring knowledge, behavior, and service delivery at the sub-national level, and, in some cases, the project level. However, the indicators are not intended to fit all monitoring and evaluation contexts. In most cases, country-specific and especially program-specific indicators will also be required. As more surveys are done using the standard indicators adopted by UNAIDS, US Government, and other agencies, additional data and more points in time will be available for these country reports. This report is organized according to the UNAIDS and US Government Monitoring & Evaluation standards, mentioned above. Due to the unavailability of data, certain country specific indicators may be missing. A numbering system is used for the indicators as follows: The first level indicates the program area according to UNAIDS guidelines: - e. g. 3 - Stigma and discrimination The second level represents a UNAIDS, a President's Emergency Plan or a Youth indicator: - e. g Accepting attitudes towards those living with HIV-Composite of 4 components - e. g Forced sex among young people The third level represents either components of a composite indicator (sub-indicators), a closely related President's Emergency Plan or Youth indicator, or a closely related indicator available in the Demographic and Health Surveys (DHS) and/or Multiple Cluster Surveys (MICS): - e. g. The President's Emergency Plan (Population receiving a test and receiving test results in the last 12 months) is closely related to UNAIDS indicator 5.1 (Population requesting an HIV test, receiving a test and receiving test results). - e. g (Condom use at last sex with anyone) is closely related to UNAIDS indicator 8.2 (Condom use at last higher risk sex). 1
3 Introduction Population-based surveys are those in which respondents have a known probability of being chosen for interview because they have been selected by stratified, probability-based sampling designs. Because every respondent has a known probability of being selected, population-based surveys can produce estimates of parameters (means, medians, or percentages for indicators of knowledge and behavior) in populations of entire countries or regions within countries. Standard errors can be calculated for these estimates. DHS surveys are part of the worldwide Demographic and Health Surveys (DHS) project, which is designed to collect, analyze, and disseminate data on fertility and mortality, family planning, maternal and child health and nutrition, and HIV/AIDS. DHS surveys are population-based, nationally representative surveys. 2

Numerator: The number of respondents who, in response to an unprompted question, correctly identify limiting the number of sexual partners or having only one sexual partner as a means of protection against HIV infection.
