1 COORDINATING PROGRAMMES FOR HIV AND AIDS IN THE LOCAL GOVERNMENT- EXPERIENCES OF UGU DISTRICT MUNICIPALITY DATE : 2 SEPTEMBER 2010 VENUE : LERIBA LODGE PRETORIA PRESENTER : MABUYI MNGUNI UGU DIST.-KZN MANAGER : HIV, AIDS AND SPECIAL PROGRAMMES INTRODUCTION Situated in the lower coast of KZN, covers an area of 5866sq km, with an approximate population of 750, people Geographic area include 100km of coastal corridor and a vast inland area Comprised of mixed rural and urban (84% rural and 16% urban) Tourism and agriculture are the main sources of commercial activities Communities experience a high degree of unemployment and poverty District wide 47,7 of potentially, economically active people are unemployed women and male 45,1% 1

2 UGU DISTRICT MAP HIV AND AIDS Legal Mandates DPLG has developed a Framework for an Integrated Local Government response to HIV and AIDS Framework was launched in Bloemfontein on 11 April 2007 Millennium Development Goals (MDG) Combat HIV and AIDS, malaria, and other diseases Key issues :NSP -3 ones principle State of the Nation, Province and District Addresses Municipal Systems Act mandate White paper On LG Section 153 of the SA constitution 2

3 BACKGROUND Prior 2004 Programmes and activities tended to predominate in the public as opposed dto the private sector. Cabinet resolution : MECs and political leaders include HIV in budgets &public speeches and mainstream in sectoral mandates and core businesses -not followed through. Political commitment was only limited to public speeches,programmes not linked to HIV, AIDS and performance management systems Absence of coordinated plans of action with no facilitating agency Lack of role clarification,no standardized reporting systems Poor monitoring and evaluation strategies resulting in sectors developing own plans and responding to their core mandates and crisis situations. Fragmented activities, lack of support for community based programmes PROCESS Baseline surveys /Local and district summits Priority areas identified sectoral mandates Focus on comprehensive management Pledge of commitment focal persons Role clarification Dedicated office in the Office of the Municipal Manager Mayoralty SP Unit 3

10 RECOMMENDATIONS Enhance Mainstreaming in all municipality departments- with dedicated di d champions Enhance compliance to national policies and guidelines Three Ones Principle Strategy, Coordination & M& E HIV and AIDS being a permanent item in the IDP and agenda e.g. include in the main schedule of meetings Dedicated service delivery implementation plans (SDBIP), Dedicated office MMs office /Mayoralty Programme managed at a Senior Management level,e.g. reporting directly to the Municipal Manager or a delegated relevant senior manager Must be included in the performance management system of S57 Senior Managers and the Municipal Manager FUTURE GENERATIONS WILL JUDGE US BY THE ADEQUACY OF OUR RESPONSE NR MANDELA, DAVOS-1996 THANK YOU 10
