2 DECEMBER 2011 REFERENCE SOURCES This review of reference sources is categorized into two groups, namely general sources and country sources. The general sources include the regional or global documents, such as the Report on the Global AIDS Epidemic, Towards Universal Access Progress Report, The World Health Report, World Health Statistics, State of World Population, The Human Development Report, and data from the UN Population Division, and The World Bank Database. The country sources are classified into two: 1) surveys 2) others and 3) recent Journal Articles. The others include studies, key presentations and reports. Most reference documents utilized for are available in electronic format and can be accessed through the internet. GENERAL SOURCES All the general sources of data on are available. The socio-economic and demographic information/indicators are drawn from these sources. An overall picture of the HIV epidemic in can be presented with the help of these general sources. National HIV sentinel surveillance system was established in 1995 and since then sex workers, IDUs, long-distance truck drivers, and STD clinic attendees have been included in the sentinel populations. 42 sentinel sites were established in 23 of 31 provinces in 1995 and by 2009 there was a total of 1,318 sentinel sites were operational in 31 provinces. ANC clinic attendees have been included since 1997 and plasma donors were included in the sentinel populations from 1998 to MSM population has been included as a sentinel population since By 2009, sentinel groups comprised of sex workers, men who have sex with men, IDUs, ANC attendees, STD clinic attendees, long-distance truck drivers, TB patients, young students, and migrants. Though surveillance system is in place since 1995, prevalence data by sentinel sites and provinces are not available. Most of the information is not available in the public domain apart from the data cited in UNGASS country progress reports. Data on HIV estimates are available for 2001 and 2009 from the reports on Global AIDS Epidemic. On a related note, HIV and AIDS estimation exercise was conducted in 2003 to assess and estimate the national level of HIV epidemic and 3 more rounds of HIV estimation exercises were conducted in 2005, 2007, and The data from these estimation 1 Jia, Y., Lu, F., Sun, X., et al. Concerning reported cases, total number of reported cases up to 2010 is available from some of the key presentations from UNAIDS website. Vulnerability and HIV knowledge: There are several journal articles available regarding the HIV knowledge among different sub-populations (key affected populations, migrants, young people, clients of sex workers, etc.) in different cities/provinces. In fact, comprehensive surveillance systems also collect knowledge related data but limited data is available through UNGASS country progress reports and Universal Access reports. National data on comprehensive HIV knowledge among young people is cited in the UNGASS report as the data from Population based indicator survey, but the full report is not available. One of a few publications related to HIV knowledge is AIDS-Related Knowledge, Attitudes, Behavior, and Practices: A Survey of 6 Chinese Cities in Other population based and household surveys such as DHS and MICS have not been conducted in. Risk behaviours: Similar to knowledge data, the data on risk behaviour among different subpopulations in different cities/provinces are widely available through journal articles. However, the data from the behaviour surveillance system is not available apart from the reported national data in the UNGASS and the Universal Access reports. Nationally representative data on risk behaviour among general population and young people is also lacking. Socio-economic impact of the epidemic: Data on domestic and international expenditure and financing sources are available for 2008 and However, expenditure breakdown by spending categories are not available. National response: Concerning key affected populations, data on HIV testing and prevention coverage are available from reported data in the UNGASS reports and Universal Access reports. ART and PPTCT coverage are also available through the same source. Data on HIV testing among general population is quite limited. Data related to prevention of transmission through injecting drug use such as number of syringes/needles distributed per injecting drug use per year by NSP is available for 2009 from the Universal Access report. OVERALL IMPRESSION AFTER THE DATA REVIEW Strengths A comprehensive surveillance system has been in place since 1999 and also introduced unified data collection techniques and systems since The process of unification and standardization of data and indicator is to avoid geographic and programmatic overlap in data collection and also to overcome inconsistency in data collection, measurement and reliability. 2 Remark: Though surveillance and a good national monitoring system is in place, the accessibility of data is very limited. 2 Zunyou Wu, Yu Wang, Yurong Mao, et al. 11 Weaknesses The reports of annual HSS as well as National Comprehensive Surveillance are not accessible. Several journal articles on HIV prevalence, knowledge, and risk behavior among FSW, MSM, IDU, and clients of sex workers are available and these surveys are conducted in different provinces, regions, or cities across the country. However, due to heterogeneity of sample size and sampling methods, there is a limitation to compare the data across the regions or to compare overtime to capture the changes or trends. Data on standard indicators for knowledge, risk behavior, and national response is limited. 11
