To contribute to enhanced level of awareness, information, knowledge, and attitude of youths by provision of training and individual and group counseling to youths including those with high risk behaviors 4. To support the work of existing youth oriented Drug and HIV prevention projects/programs in the country by capacity building, provision of technical backstopping, and documentation and dissemination of emerging best practices in the country 5. To strengthen the networking and actively advocate for enhanced prevention of Drug Use and HIV/AIDS among youths in Tajikistan 2

3 References from previous work (if appropriate): In regards to the prevention of especially dangerous diseases, including HIV/AIDS, drug use and STIs among young people, the Committee of youth sport and tourism under the Government of the Republic of Tajikistan implements the Project of Youth Friendly Initiatives (YFI). YFI is a national project focused on the creation and development of youth movements (groups, organizations) in Tajikistan and aimed at provision of a set of youth friendly social services. The project in Tajikistan is implemented since YFI services covers youth at the age from 10 till 30 years and contains of: 1. Creation of youth initiative groups (volunteers) by a training principle «Peer to peer»; 2. Provision of services on healthy life style issues; 3. Provision of prevention services on HIV/AIDS and drug use, development and implementation of life skills on the sphere of healthy lifestyle; 4. Provision of educational services for social and economic development of youth. Principles of YFI are: 1. Service accessibility; 2. Voluntariness; 3. Confidentiality of information; 4. Trust of associates. Within the YFI Project framework the following structures were created: - Thirty Information-Educational Centers (IEC) in Dushanbe, Vahdat and Yovon. Each of IEC has not less than 30м 2 of the premises, provided by necessary furniture and computer equipment. IECs personnel consists of 180 employees, the representatives of youth, trained on providing youth friendly services; - Eight Medical Youth Centers (MYC) in Dushanbe, Vahdat and Yovon. Each of MVC has not less than 30м 2 of the premises, provided by necessary furniture and computer equipment. Personnel of MVC consist of 24 medical workers trained on providing youth friendly services; - Fifty Youth Volunteer Clubs (YVC) are established in rural areas of republic. Personnel of YVC consist of 1000 trained volunteers and 150 trainers. There are 7YVC in GBAO, 11 - in Rayons of Republican Subordination, 14- in Sogd and 18- in Khatlon. - Forty five Youth Cultural Centers (YCC) established in cities and rayons. Each of YCC has not less than 100м 2 of the premises. Most of them do not functioning, as there is a need for material support for equipping and reconstruction (reparation) of buildings. Public and international partners of Committee of youth sport and tourism under the Government of the Republic of Tajikistan in implementation of YFI project are: World Bank; Global Fund to fight HIV/ AIDS, Tuberculosis and Malaria; CARE, Tajikistan; UNFPA; UNISEF; The Tajik Alliance «Family Planning». 3

4 DETAILED PROJECT/ACTIVITY DESCRIPTION Project/activity title: Establishment and operation of the first national youth recourse centre in Dushanbe for prevention of drug use and HIV/AIDS in the republic of Tajikistan Goal/purpose of project/activity: Formation of the important conditions (mechanisms) for the establishment of complex and qualified, methodological, standardized and friendly services to young people and organizations working with youth on prevention of HIV/AIDS and drug use, and development and implementation of healthy life skills Specific objectives: 1. To establish the National Youths Resource Centre on Drug Use and HIV/AIDS Prevention in the republic of Tajikistan 2. To strengthen the networking and actively advocate for enhanced prevention of Drug Use and HIV/AIDS among youths in Tajikistan Project Outputs A. Establishment of RC and training of staff: 1) The National Youths Resource Centre on Drug Use and HIV/AIDS Prevention () in Tajikistan is established in the Youths Culture Centre of Dushanbe by end of December ) Part of the Youths Culture Centre of Dushanbe allocated for the have been rehabilitated, furnished, and equipped 3) Job descriptions have been developed and qualified staffs have been recruited in close collaboration with GTZ by end of November 2010 including one Project Coordinator, one IT specialist, one M&E and Documentation specialist, one Drug and HIV counselor, one art and culture specialists and four trainers. 4) All technical staffs of the RC have been trained on program management, M&E, finance management, and documentation. 5) All technical staff of the RC have been trained on basic principles of Drug and HIV Prevention among youths, healthy life skills, gender, effective interpersonal communication skills, Advocacy, and Social Mobilization; initial training (including the above bullet) will be provided by December 2010 and January 2011; 4

Advocacy, Communication, and Social Mobilization materials (ACSM) 6) An Information Center has been established at including establishment and regular updating of a Information Server with video, audio, text and photographic material on Drug Use and HIV/AIDS by end of Dec ) The RC internet site has been created and is regularly updated with relevant information, databases, news, etc, as well as brand book, logos and other promotional tools, and a databases of Association of Youth Organizations of Tajikistan (AYOT) working on prevention of HIV / AIDS and drug abuse and healthy life skills in TJ. The internet site will be in place by end of January ) all available materials (audio, video, visual, and print) already produced in Tajikistan and in the region about prevention of HIV/AIDS, drug abuse, and healthy lifestyle as it concerns with youths have been collected, and made available for public access. 9) The following batches of new, or upgraded/adjusted Advocacy, Communication, and Social Mobilization materials (ACSM) for youths are in place by end of the first quarter of ) A total number of 3000 A1 size posters in three different kinds (HIV/AIDS, Drug Use, and relation between IDU and HIV) (1000 each)are available by end of the first quarter of ) A total number of Gender Specific (in two types) brochures about risk and protective factors related to HIV/AIDS and drugs use have been developed and produced by end of the first quarter of ) 500 number of calendar of 2011 is available by end of December 2010, 13) 500 number of calendar for 2012 is available by end of Dec ) A Musical and Art Club has been established at the, the club has conducted at least three music competitions in pilot areas. 7 Monthly Technical and financial reports will be provided by the Committee of youth, sport and tourism under the Government of the Republic of Tajikistan to the HIV and Drug Abuse Prevention Project of GTZ in Tajikistan no later than two weeks of the subsequent month. The reports will be prepared according to the rule and regulation of GTZ. Specific Implementation strategies (including implementation of activities as well as project Organization and Management) Objective 1: The National Youths Resource Centre on Drug Use and HIV/AIDS Prevention () in Tajikistan is established in the Youths Culture Centre of Dushanbe by end of December 2010 (a) Determination and rehabilitation of building for The Committee of youth sport and tourism under the Government of the Republic of Tajikistan allocates circa 600м2 space in the premises of the Youths Culture Centre in Dushanbe for establishment of the to. Cost of the rehabilitation, equipment, furniture, activities as well as running costs, including costs for electricity and telephone releated to the work of the on Drug Use and HIV/AIDS Prevention, will be provided by GTZ. Following rooms will be allocated for the work of on Drug Use and HIV/AIDS Prevention in the above mentioned building: 1. Meeting room for 50 person with the necessary computer, technical equipment and furniture 2. Administration office, with the necessary computer, technical equipment and furniture for Manager/Administrator 3. Computer room/library, with the necessary computer, technical equipment and furniture for specialist on Information Technology, including Monitoring and Evaluation, and Coordination of Library, Documentation of best practices, development of an annual review of YRC activities 4. Room for Hotline, with the necessary computer, technical equipment and furniture for consultant, experts advisors (a psychologist and lawyer) 5. Trainer s Room, with the necessary computer, technical equipment and furniture for four master trainers and specialist on Information and Communications components of the Project 6. Music and art studio for young people for specialist in cultural and creative activities and five volunteers. Cleaner does not need a special room. (б) Formation of the personnel To ensure the effectiveness of on Drug Use and HIV/AIDS Prevention, One Project Coordinator, one IT specialist, one M&E and Documentation specialist, one Drug and HIV counselor, one art and culture specialists will be recruited. Also will use the service of external advisers and four master trainers of a corresponding profile. In order to enhance knowledge and skills of staff -including master trainers and other technical and managerial staff- they will be provided with trainings on HIV/AIDS and drug abuse, healthy life skills, effective interpersonal communication skills, advocacy, social mobilization, and friendly 7

8 initiatives for young people, as well as on program and finance management, planning, team work, monitoring and evaluation, documentation and dissemination. Training will be provided by specialists/professionals in relevant field. Objective2: To enhance the availability and accessibility of youths and organizations working with youths to up-to-date Drug and HIV/AIDS prevention, Advocacy, Communication, and Social Mobilization materials (ACSM) (а) Realizations of information technologies programs, including computer literacy, training on prevention of drug use and HIV/AIDS and healthy lifestyle. With each passing day demands of modern society to the information capabilities of a person increases, respectively, the possibility of obtaining information and knowledge is improving, but those who do not meet these requirements, they lag behind and lose their influence. To address this need an Information Center (IC), which will be equipped with computer equipment (10 sets) and with Internet access will be established at. IC will provide the service to the direct beneficiaries of the and young people from low income families and vulnerable groups (street children, migrants, etc.). Information technology specialist will operate at this centre, that also will be responsible for monitoring and evaluation, coordination of library and coordination of AYOT. Electronic modules on HIV/AIDS and drug abuse prevention and life skills in the field of health will be developed and offered in the framework of IC. Experimental realization of electronic modules will be implemented in IC, where a person will automatically receive a certificate according to the level of the knowledge. Also within the IC the library will be created to collect the necessary literature, information and educational materials on HIV/AIDS and drug abuse prevention and life skills. In view of cultural development and leisure-time activities for youths, an art studio will be created at the. Staff of the studio will consist of a specialist in cultural and creative activities, and five volunteers. Volunteers will assist in organizing events and educational campaigns in the field of HIV/AIDS and drug abuse prevention and healthy life skills for youths. Meanwhile, this club will organize and implement art competitions (including the best pictures), quizzes, concerts, debates, etc. Also, special concert performance will be developed and conducted at the centers of three regions of the Republic (Dushanbe, Khatlon and Badakhshan). Two offices will be allocated for Musical-Art Club: one will be intended for development of musical programs, and another one- for general use for any kind of creativity, in the form of drawing, technical products, audio and video production etc. For this purpose necessary conditions will be formed in both offices. (b) Civil consciousness/education and youths participation in society life, through the creation of special Web page, development and release of TV and Radio programs and distribution of the information on the activities implemented by the organizations working with youth on prevention of HIV/AIDS and drug use, development and implementation of life skills on the sphere of healthy lifestyle For the purpose of affordable education a special web page will be created and regularly updated that will cover the whole activities of the project. The Web page will work at an affordable mode, ie materials will be available in three languages Tajik, Russian and English. Also, it will create a forum on social issues of youth, where every young person can share their worries and problems. The web site also will contain the data base and documentation of best practices of current drug and HIV/ AIDS prevention services for youth. Documentation will be designed in a user friendly manner combining 8

9 text with pictures, illustrations, charts, graphics, etc. At least once per year one Emerging best practices publication will be designed and available for dissemination, exchange and discussion among various individuals and organizations as well as the general public. The competitions with awards among youth s organizations for the best coverage of drug and HIV/ AIDS in the country will be conducted. The Information data server will be operating at and will have the information data and audio and video materials on HIV/ AIDS and drug abuse prevention. staff will organize the collection of documents and materials on HIV/AIDS and drug abuse prevention and life skills in the field of health. NYRS will work closely with mass media channels to disseminate information about project activities and activities of youth organizations. In addition, magazine that are covering the youth life, including topics on HIV/AIDS and drug abuse and life skills will be issued once in two months in Tajik language (if required - on Russian and English languages too). It is noteworthy that the success and recognition of each organization depends on the extent of their impact on the thinking of others, which is a basic promotional tool. For this purpose, to promote the goals, objectives and achievements of the Project a special brand (logo / symbol) will be determined which will reflect the strategy of Youth Friendly Initiative. Accordingly, the slogan of the Project is determined as Contemporary youth - the creators of a sustainable society. For the effective implementation, some of the above activities will be sub-contracted to a qualified public organization in close collaboration and cooperation with GTZ. The selection of public organization will be organized according to GTZ procedures. GTZ, and CYST will sign a contract with selected NGOs and will maintain full coordination of NGO activities in the framework of the objectives of the contract. All materials developed by public organizations will be forwarded to the preservation and use of. Objective3:To actively contribute to enhanced level of awareness, information, knowledge, and attitude of youths by provision of training and individual and group counseling to youths including those with high risk behaviors. (a) Coordination of standardization of training materials on prevention of drug use and HIV/AIDS, and healthy life skills for youths and organizations working with youth. Non-formal education in Tajikistan isn't new, however till now it isn't regulated by any of legal documents, including in relation to young people who constitute the majority of the population of republic. Taking this point into consideration, the will work on coordination of standardization of training materials on prevention of drug use and HIV/AIDS, and healthy life skills for youths and organizations working with youth. This responsibility will be assigned to Manager. Also, for the development and adaptation of corresponding training programs and modules the working group consisting of trainers will be established. Representatives of CYST and corresponding ministries, international and public organizations could be a part of working group. CYST will be responsible for approval of the developed normative documents on the government level. mainly will coordinate, collect materials and organize the work of working group. Also, will support the working group on improvement of existing training programs and modules concerning prevention of HIV/AIDS and drug use, development and implementation of healthy life skills. The awareness rising of state, public and youth organizations on above mentioned topics will be done through mass media channels. 9

10 Working group will develop electronic modules on HIV/AIDS and drug use prevention, development and implementation of healthy life skills. The use of electronic modules will be tested in Information Centre of, where trained person will automatically receive a certificate according to the level of knowledge. (b) Selection and training of four trainers on prevention of drug use and HIV/AIDS, development and implementation of healthy life skills For regular training of youth and youth organizations of Tajikistan four professional trainer on HIV / AIDS and drug abuse, and healthy life skills, including communication, planning, leadership and the principle of friendly services to young people -two person for each category- will be recruited. Accordingly, for each subject special technical assignment will be developed and conducted. The trainers will be recruited on the basis on hours of their work on their assignments and on continued cooperation. To improve the knowledge and skills of the master trainers, will organize training for them with the assistance of professionals on HIV/AIDS and drug abuse, life skills and principles of youth friendly initiatives. Four master trainers will be invited for this purpose. Furthermore, in order to maintain the level of knowledge and skills of it trainers and specialists, will organize/facilitate regular trainings for its staff. Services of master trainers will be offered to all interested organizations, including foreign partners. trainers will conduct regular trainings for project beneficiaries, volunteers and staff of local CYST structures. Also, in a formal request trainers could provide training for employees of international organizations and NGOs working with youth. This component (training services) will be implemented in two forms: planned training sessions, which will be conducted free of charge (at the expense of the Project) and unplanned trainings to be organized in a formal request by the interested organizations on a fee basis. This mechanism will work towards building sustainability of. The obtained funds will be used for development of and will be carried out through a special account of CYST. (c) Creation of "Hotline" service for teenagers and youth for prevention of HIV/AIDS and drug use, development and implementation of life skills on the sphere of healthy lifestyle and STIs. Many problems of young people are hidden. Young people do not always share their problems around him, including parents or teachers, among whom they spend most of time. Those problems are most acute for the young man and needs to be addressed. For this purpose, the Anonymous Counseling Hotline for youth (AC) on HIV/AIDS and drug abuse and life skills in health and STIs will be based at. The office of AC adviser will be isolated from all noises and interventions. The AC work will be implemented in accordance with principles of AC regulations (appendices 1), agreed by the Intersectoral Coordination Commission at Committee on affairs of youth, sports and tourism at Government of the Republic of Tajikistan. For effective work two specialists- consultants will be involved (one psychologist and one lawyer). Each of whom will work one time / full day in the week. (d) Referring of beneficiaries to appropriate specialists on a free basis. The basis of AC is the referral to appropriate services. In principle, the Consultant shall accept calls, should classify them according to specific problems and if needed should refer them to appropriate specialists. It should be noted that according to the national Youth health development program for years ( ) and the strategy of Friendly services to young people all young men, referred by 10

11 government agencies, including structures of YCST, should be served on the principles of voluntariness, trust, privacy and services accessibility (no fee). Taking this into consideration all counseling and related services, both from, and from partner organizations, institutions, ministries of health, education and others should be provided to seeking young people free of charge and on youth friendly manner. For this purpose will make and appropriate arrangements with relevant agencies to provide the necessary friendly services to youth. These institutions may be the HIV/ AIDS centers, narcology dispensers, lawyers, etc. Objective4: To support the work of existing youth oriented Drug and HIV projects/programs in the country by capacity building, provision of technical backstopping, and documentation and dissemination of emerging best practices in the country A technical backstopping unit (TBU) will be established at the of Dushanbe, which will be responsible for work with youth NGOs, including the Association of Youth Organizations of Tajikistan (AYOT). This unit will conduct regular monitoring visits and will provide constructive feedback and recommendations for improvement of the services and effectiveness of ongoing youths oriented drug and HIV/AIDS prevention services, projects, and programs in term of use of appropriate methods, participatory approaches, and expansion of the coverage. Meanwhile, for effective coordination and support the will create and regularly update a database of all youth organizations, and organizations working with youths in the republic of Tajikistan as well as the data created by those organizations. Quarterly AYOT meetings will be organized to discuss current challenges and opportunities of youth organizations, including the establishment of new youth organizations and strengthen their capacity to implement projects in the field of prevention of drug use and HIV/AIDS. Particular attention will be given to the formation of new youth movements and initiatives, including creating and supporting new youth organizations in Tajikistan. will establish an active network with ongoing drug and HIV/AIDS programs, projects and other RC in the country and in the region. will actively work on improving of existing and facilitate the expansion of youth oriented services in drug and HIV/AIDS prevention done by government organizations, NGOs and public organizations/ communities. As it already been mentioned the training on relevant sphere will be offered for interesting partners and individuals, moreover these organizations will be actively supported in term of provision of IEC materials, networking, etc Best examples of current Drug and HIV/ AIDS prevention services for youths are being documented (emerging best practices). The documentation is disseminated, exchanged, and discussed among various individuals and organizations, as well as the general public. At least one Emerging Best Practices publication (in a user friendly manner combining text with pictures, illustrations, charts, graphics, figures, etc) is designed, and made available for printing by end of Sep Objective5: To strengthen the networking and actively advocate for enhanced prevention of Drug Use and HIV/AIDS among youths in Tajikistan (a) Establishment of an Inter-sectoral Advisory Board (IAB) In order to ensure the effective implementation of the components of the Regional Program HIV/AIDS & Drug Abuse Prevention in Central Asia in Tajikistan, an Intersectoral Advisory Board (IAB) will be created at and will consist of representatives from relevant ministries, international 11

12 organizations and NGOs (total- 9 people). IAB meetings will be held on quarterly basis to discuss achievements, challenges and prospects for a Regional Project. The IAB will be focused on discussion of achievements, problems, and obstacles faced by the Regional Project, respectively, on problems of youth and youth organizations of Tajikistan working on HIV/AIDS and drug abuse prevention and life skills and on finding ways of problem solving. On the basis of decisions made with assistance of the CYST will develop appropriate recommendations and will lobby them at the level of the Government of the Republic of Tajikistan. (b) Assistance in development and introduction of appropriate amendments and additions into regulatory- legal and legislative act of the Republic of Tajikistan concerning prevention of HIV/AIDS and drug use among youths as well as development and implementation of healthy life style In Tajikistan, many issues require the political and legal influence, directed to change of behavior of people, including youth. Taking this into consideration within a Working Group (WG) will be created. It will consist of master trainers and specialists of the relevant ministries, international and local NGOs. The WG will conduct quick situation assessment, will review current legislative documents and regulations effective in term of prevention of drug use and HIV/AIDS as well as healthy lifestyle among youths. will provide assistance for WG work and for collection of necessary legislative documents. Based on the findings the WG will develop recommendations for introduction of appropriate amendments and additions into the corresponding legislative documents and regulations in regard to prevention of drug use and HIV/AIDS and promotion of healthy lifestyle of youths and submit them to the Government of the Republic of Tajikistan through CYST for consideration and decision making. (c) Carrying out of necessary round tables and seminars on advocacy activities of in regards to HIV/AIDS and drug use prevention, development and implementation of healthy life skills on the sphere of healthy lifestyle. For adaptation of legislative documents and regulations on HIV/AIDS and drug abuse and healthy life skills, will organize round tables and seminars to discuss WG recommendations. Also, different round tables and seminars will be conducted on the regular basis to increase the participation of local authorities, local communities and youth organizations in the implementation of Project s components. (d) Coordination and networking with relevant government and non government agencies: The will be an active member of and will actively participate in all relevant national and oblast level coordination meetings including prevention, and Harm Reduction working group meetings. The will ensure that current and future drug and HIV/ADIS projects/program in Tajiskistan do include youth as their target group; meanwhile, it will ensure membership of youths organizations and pro-acive youths in the mentioned networks. At the same time the of Tajikistan will create a platform for active coordination, cooperation and share of knowledge and experience with other drug use and HIV/AIDS prevention projects/programs in the country and in the region. will facilitate regular media coverage of the ongoing drug and HIV/AIDS prevention services provided to youths in the country. A partner NGO that will be directly contracted by GTZ will support the in term of the collection of documentation and materials (video, audio, text and images) on HIV/AIDS and drug abuse and healthy life skills for the Information server and for the library of the. Meanwhile the partner NGO will develop and publish 6 issues of a bimonthly magazine Youth Lifestyle Magazine which along with various themes will be reflecting the issues of HIV/AIDS and drug use, development and implementation of healthy life skills, including social problems of young people; as well as development and production of a documentary film about the risks and consequences of drug use including transmission of HIV and other relevant problems. 14

15 Sustainability: The building for the Resource Centre is provided by State Committee of youth, sport and tourism under the Government of the Republic of Tajikistan, meanwhile, the proposed structure of the National Resources Centre includes instruments that can ensure sustainability of the Resource Centre in the future using following mechanisms: Using its training resources including materials that will be regularly updated and pole of master trainers, the Resource Centre will be able to organize and conduct on demand training programs for national and international organizations and institutions on Drug and HIV/AIDS prevention, healthy life skills, effective interpersonal communication skills, Advocacy, Social Mobilization, and friendly initiatives for young people in Tajiksitan and in the region The Resource Centre specially its technical backstopping unit- will become a hub of knowledge and experience in regards to Drug and HIV/AIDS prevention in the country, it would be able to offer demand based consultancy services and technical support to relevant ongoing or upcoming programs and projects Based on its expertise, the Resource Centre will be able to develop proposals and apply /raise funds for varieties of innovative activities and projects. The Resource Centre will be able to generate/raise funds through organization of musical and recreational activities and events, the Youth Lifestyle Magazine, The established Information Centre of the Resource Centre with its IT equipments will be able to function as a computer training centre for youths Monitoring and Evaluation/reporting Monitoring and evaluation -including quantitative and qualitative analysis-.will be conducted at three levels. First: CYST will directly monitor the implementation and the process of achievements of project results, including performance indicators, which will be compiled at quarterly reports to be submitted to the GTZ.
