4 Our Vision: All people in Cambodia live in an HIV/AIDS resilient society where there is a strong network to support the continuum of HIV/AIDS prevention, care/support, treatment and impact alleviation. Our Mission: HIV/AIDS Coordinating Committee (HACC) is a strong HIV/AIDS NGOs network with the capacity to build strategic partnership with all players for an efficient, effective and sustainable response to the HIV/AIDS epidemic and its impact in Cambodia. The overall goal of HACC is to contribute to the three national strategic goals To reduce new infection of HIV. To provide care and support to people living with and affected by HIV/AIDS. To alleviate the social economic and human impact of AIDS on the individual, families, communities and society. Our Organisation The HIV/AIDS Coordinating Committee is a network of over 90 members. All members are non government organisation responding to HIV and AIDS in Cambodia. There is a high rate of participation by members in voluntary capacities. The HIV/AIDS Coordinating Committee is governed by a voluntary, elected Steering Committee (SC) composed of representatives from member-organisations. The SC takes legal and fiscal responsibility for HACC, oversees the general operation of HACC, provides strategic direction, and draws up policies for the HACC Secretariat and Working Groups. The Steering Committee members also help to fundraise for the organisation. The SC appoints a Coordinator and has established a Secretariat. The Coordinator of the Secretariat takes responsibility for day to day operational matters. It is headed by a Coordinator. HACC has expanded rapidly since In addition to the Coordinator, HACC now employs 3 Program officers, a Senior Finance and Administration Officer (who has often acted as a de facto deputy to the Coordinator) and several volunteers. HACC has also secured support from an Australian volunteer working as a Program Management Advisor for 2 years. Several local volunteers also contribute significantly to the organisation, and UNFPA is seconding a library assistant 2 days per week. 4

5 Our Work is guided by these principles: HACC will Respect the rights of people living with HIV/AIDS Promote the involvement of people living with and affected by HIV and AIDS at all levels of the response Be neutral and not involved in politics Respect national laws and guidelines Do the right things and be just Ensure membership is voluntary Be transparent in all decisions and actions Not discriminate on the basis of race or religious affiliation Not profit from the work of the organisation How We Work: 1. HACC provides opportunities for networking among members and networks on behalf of members with other networks, Government, international donors and the UN 2. HACC cooperates with members to coordinate the NGO response to HIV and AIDS at national and provincial level 3. HACC promotes communication and the sharing of information among members and between all those involved in the HIV and AIDS response in Cambodia (and internationally) 4. HACC raises awareness of HIV and AIDS and gaps in the response 5. HACC represents NGOs responding to HIV and AIDS at national and international forums where they have received a mandate from their members to do so 6. Advocates for the full involvement of civil society in determining policy, setting national targets, developing plans and monitoring progress in relation to HIV and AIDS 5

6 How we will achieve our goal HACC will support its members to contribute to the three national strategic goals by: 1. Strengthening the capacity of NGOs to have input into the development of HIV and AIDS related policies and plans 2. Enabling effective NGO sector implementation of the response to HIV/AIDS at national and local levels 3. Identifying, mobilising and effectively utilising resources for the NGO response and implementation of the HACC Strategic Plan. 4. Increasing HACC's organisational capacity Strategy 1: Strengthening the capacity of NGOs (collectively and individually) to have input into the development of HIV and AIDS related policies and plans Objective 1. Relevant, (and important) and timely information is available to policy makers, program planners and members Provide members with access to information on HIV and AIDS via a resource centre, website, HIV and AIDS directories, research dissemination and distribution of national policies and plans Develop an information collection and dissemination strategy for the resource centre to guide acquisitions and establish systems for information dissemination Collect, analyse and disseminate information about the location, activities, resources and coverage of NGOs responding to HIV and AIDS in Cambodia, and publish the information in the form of annual HIV/AIDS Services Directories and Members Directories Develop/upgrade a data base that informs the development of the directories and utilise the database to generate information on coverage and gaps in the CoC for input into national planning and coordination Summarise key documents and analyse them to identify implications for member organisations, distribute the summaries and analysis Produce reviews, policy analysis briefings and discussion documents for NGOs about HIV and AIDS policies, plans, best practice and advances in the response Inform members of the outcome of HACC input into the development of HIV and AIDS related policies and plans through the newsletter and the annual report Communicate information about HIV and AIDS, represent NGO positions, disseminate NGO success stories and advocate on issues of importance to NGOs through the media 6

7 Objective 2. The NGO sector is consulted on HIV and AIDS issues and related policies, plans, resource allocation decisions and monitoring and evaluation frameworks. Canvas and document members opinions and experiences through regular network meetings and via feedback from provincial representatives/focal points Strengthen the capacity of members to engage effectively in consultations with policy makers and planners by holding pre consultation workshops and preparing background analysis and information Establish transparent systems for consulting with members on issues of strategic priority, including universal access Collaborate with Government, donors and the multilateral and bilateral agencies to facilitate consultation with NGOs Objective 3. HACC members are effectively represented during processes and forums where HIV and AIDS related policies and plans are being developed and monitored (including plans to achieve Universal Access) Represent members in forums that support the NAA and line ministries to develop, implement, monitor and evaluate national and sectoral strategic plans where there would otherwise be inadequate NGO involvement Develop an annual system for reviewing membership of and participation in policy and planning forums including Technical Working Groups, Task Forces and national Committees. The System must include: o the collection of the contact details and TORs of every HIV/AIDS related Ministerial TWG and Committee where NGO input is possible o o o o o criteria for selecting which TWGs and Committees to participate in a system for determining which HACC staff member will participate over the next year and ensuring they are clear on the role they are expected to play a process for seeking endorsement from members to represent them in these forums a system of feeding back reports on the nature of HACC input and the outcome of participation This information is to be used by the SC, the members and management to assess the value of ongoing participation Represent the interests of NGOs responding to HIV and AIDS at international conferences and meetings as directed by the Steering Committee in consultation with members and management Represent NGOs responding to HIV and AIDS on the national research coordination mechanism and at dissemination meetings Support the development and implementation of the National HIV/AIDS Advocacy Strategy Collect minutes and key documents from all HIV/AIDS and STI Technical Working Groups and make them available through the resource centre Inform members of the forums where HACC represents them and provide regular updates of the contribution made on behalf of NGOs Collaborate with UNAIDS on the development of indicators for monitoring Universal Access and strengthening NGO monitoring systems and capacity 7

8 Objective 4: HACC members are supported to participate directly and effectively in national policy forums, development of national plans and guidelines, resource allocation and monitoring and evaluation meetings Inform members of opportunities to participate in processes and forums where HIV and AIDS related policies and plans are being developed and monitored Ensure members are aware of opportunities to support the development of legislation and sectoral policies through participation in Technical Working Groups, inter ministerial task forces and consultations Provide financial support to NGOs to attend and participate in priority forums (linked to reporting) Advocate to donors to secure funding to enable NGOs to attend and participate in forums, conferences and meetings Strategy 2: Enabling effective NGO sector implementation of the response to HIV/AIDS at national and local levels Objective 5. NGO service delivery is coordinated effectively by HACC and the members at national and local levels. Host regular networking and coordination meetings for members involved in 1) HIV prevention 2) treatment, care and support 3) impact mitigation that focus on and follow up on common issues and advance efforts in these areas Focus coordination efforts on provinces where the need for additional coordination has been identified Ensure mechanisms and systems are in place to facilitate the coordination of NGO efforts, including mapping the NGO responses, analysing coverage, monitoring unmet demand and documenting duplication of services Develop an annual system for reviewing membership of and participation in coordinating bodies including the GFATM CCM, etc Support effective provincial coordination mechanisms (PAC, PAS, PAN, etc.) for HIV/AIDS programs through participation by the provincial officers and direct one to one advocacy with individual stakeholders Represent NGOs responding to HIV and AIDS on national coordination mechanisms 8

9 Objective 6. Members have access to information that will increase their service delivery effectiveness Bring members together in 3 Working Groups 1) HIV prevention 2) treatment, care and support 3) impact mitigation Utilise the memebr's experience and expertise to: o identify shared concerns and areas requiring strengthening to achieve universal access o generate solutions and document lessons learned o facilitate study tours for members designed to reflect on practice and o enhance capacity develop and disseminate information that promotes effective service delivery for example good practice guidelines, lessons learned, case studies analyses, minimum standards documents and good practise guidelines Disseminate operational research, IEC materials and program evaluations that will enhance implementation Develop a dynamic, functional and easily updatable CMS website as a tool for information-sharing between NGOs Develop quality IEC materials that can be utilised by NGOs build capacity by advocating for opportunities for members to participate in conferences, meetings, workshops, study tours and visits to other institutions Promote effective service delivery by identifying opportunities and advising members on areas where economies of scale are possible and where mergers and collaborations would increase coverage and effectiveness Participate in the annual joint review of the NSP on behalf of NGOs and feed findings of the review back to NGOs Collaborate with NCHADS to develop and implement a training programme to build national capacity to undertake operational research Disseminate the HIV/AIDS Law and the Implementing Guidelines among members and collaborate with the NAA to ensure implementation training is provided for NGOs Collaborate with human rights organisations to monitor compliance with the Law and, if necessary, run test cases using the HIV/AIDS Law Objective 7. Expand, build and strengthen networks and alliances that increase coverage and quality of HIV interventions Activities Restructure the HACC working groups into 1) Prevention and Testing; 2) Care, Support and Treatment; 3) and Impact Mitigation - in order to promote consistency with the organisation's goal to contribute to the three national strategic goals Support civil society organisations, including the private sector, media, faith-based organisations (FBO) and community groups, to engage in the response by sharing information through the resource centre, newsletter and web site, and advocating for their involvement in policy, planning and coordination forums 9

10 Identify opportunities to create alliances among members that will significantly assist in reaching Universal Access targets Share information and collaborate on advocacy initiatives with other networks involved in the response to HIV and AIDS such as Treat Asia, APN+, CPN+, the Sex Worker's Union, the MSM National Network and the Asian Harm Reduction Network and the Cambodian Men's Health Network Partner members in developing additional networks as required, for example networks among harm reduction agencies, and agencies responding to the needs of children affected by HIV and AIDS Strategy 3: Identifying, mobilising and effectively using resources for the NGO response and implementation of the HACC Strategic Plan. Objective 8: Advocating for the allocation of resources to the NGO sector Activities Participate in international and national donor meetings and donor harmonisation forums and actively advocate on behalf of members to increase financial, technical and other resources Represent NGOs on the GFATM CCC and report on the contribution made and outcomes of participation via the newsletter and annual reports Identify and act on opportunities to shift funds allocated to the NAA and line ministries who have reached their absorptive capacity and advocate for the reallocation of funds to the NGO sector Participation in the NAA Resource Tracking and/or Resource Mobilisation TWG to conduct annual resource allocation and expenditure tracking exercises to provide data needed to advocate for resource mobilization Objective 9: Build NGO capacity in effective resource mobilisation, allocation and utilisation Provide members with information on funding opportunities and resource allocation processes through the web site and the newsletter Build capacity in relation to effective resource allocation by reporting on the information generated by the NAA Resource Mobilisation/Tracking TWG Distribute documentation of the costing of national plans Advocate to training institutions to develop and deliver training that will build NGO capacity in effective resource mobilisation, allocation and utilisation, including proposal writing, budgeting, project planning and management Collaborate with the NAA and UNAIDS to analyse return on investment in relation to interventions addressing prevention, treatment and care and impact mitigation and distribute this information to members Negotiate to secure NGO inclusion in the Community Capacity Enhancement Program and HIV/AIDS Leadership Programmes Ensure information on resource allocation and management is available through the Library 10

11 Strategy 4: Increase HACC's organisational capacity Objective 10: HACC has a strong and credible Steering Committee that is able to lead the organisation Continue to elect a voluntary Steering Committee from among the membership and expand the SC to 7 members with a quorum of 4 Develop conflict of interest guidelines and terms of reference for SC members Hold and document regular SC meetings and meetings between Steering Committee members and HACC management and staff Develop an orientation kit for new SC members SC to hold/contract exit interviews with staff who leave the organisation and members who don't renew Objective 11. HACC has the management and staff with skills needed to implement the strategic plan. Review and revise the structure of the organisation to optimise the effectiveness of HACC. This should include a review of the alignment between the program officers and the key goals of the organisation (i.e. 3 officers, 1 each working on prevention, treatment etc and impact mitigation). Provide training and other capacity building to ensure the program officers develop a sound understanding of their area of responsibility and undertake all networking, advocacy, research, coordination etc related to their program area. Reconfigure the Working Groups into 3 working groups: related to 1) HIV prevention; 2)HIV/AIDS treatment, care and support; 3) HIV/and AIDS impact mitigation. Set annual priorities for each Working Group Review the job descriptions and responsibilities for each person to ensure expectations are explicitly aligned with the Strategic Plan Develop clear criteria annually for deciding which forums to participate in with input from all relevant staff Attract and retain staff with the appropriate knowledge, skills and expertise by: o undertaking annual prospective skills audits to identify what skills are needed and what knowledge, skills and experience is available o formulating professional development plans linked to incentives to support management and staff to increase their ability to meet the current and future needs of the organisation o plan and distribute the workload evenly while making the best use of the skills and talents of all employees and avoiding crisis management o adopting transparent management practices that provide fair and equal opportunities to all and encourages staff to excel 11

12 Develop and maintain an orientation kit and program for all new staff that ensures they are familiar with HACC's history and role, the Strategic Plan, Annual Workplans and their specific role and the responsibilities of others Provide opportunities for volunteers to make a contribution to HACC while increasing their work skills and knowledge of the role of civil society in the response to HIV and AIDS Clearly identify roles and responsibilities through written job descriptions, Annual Workplans and participation by all management and staff in determining who participates in forums and represents HACC at nominated forums and events Objective 12: HACC has systems in place that ensure that the organisation benefits from self reflection. Continue to audit and improve the organisation's policies, operating procedures and management systems. Promote understanding and appreciation of different learning, management and work styles by conducting the Myers Briggs or an equivalent analysis with all management and staff during annual staff retreats Promote reflection on roles and contributions of management and staff by introducing the Margerison-McCann Team Management Index (or equivalent) into annual HACC retreats Undertake annual performance appraisals linked to salary increases for all management and staff Develop and approve professional development plans linked to the Strategic Plan, the Annual Workplan and the performance appraisal, for all staff exit interviews are conducted by The Steering Committee for all staff who leave Build evaluation frameworks into the annual planning that include performance indicators to measure overall achievement in addition to monitoring activities and expenditure Objective 13: To expand the membership and promote the value of HACC membership Activities set criteria for membership and review the status of membership for Community Based Organisations (CBO) and organisations that have mainstreamed HIV and AIDS into their programs (potential associate membership) Conduct annual two way consultations with members to canvas their perceptions of HACC performance over the previous year and where HACC input is likely to be of the most benefit to them in the coming years Promote HACC to potential members by identifying and promoting the benefits of membership at provincial forums and by conducting an annual membership drive 12

13 Objective 14: Increase the accountability of HACC to its membership Activities Produce annual reports and audited statements for members and other stakeholders Evaluate and report on the impact and outcomes of HACC activities Report regularly to members on changes in staffing; new projects initiated; and evaluations of activities via the newsletter and the website Put news of HACC activities, and the impact and outcome of participation in national and international forums, in the news letter Include informative articles covering issues of common interest and policy analysis in the HACC newsletter 13
