Grant Information Country Sudan Program Component HIV/AIDS Principle Recipient United Nation Development Programme (UNDP) Grant Duration January 1 st June 30 th 2012 Grant Title Scaling up National Response for Prevention and Treatment of HIV/AIDS in Sudan Grant Number SUD-506-G08-H Grant Total USD 84,976, Summary On December 14 th 2006, the United Nations Development Programme (UNDP), and the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) signed an agreement for implementation for the Round 5 HIV/AIDS grant. The total fund approved was USD 84,976,035. The grant implementation started on January 1 st 2007, the initial completion date was December 31 st 2011; which later was granted a no cost-extension by the Global Fund for six months, with grant closure date of June 30 th The mother proposal for HIV R5 was developed under five objectives ; Objective one: Awareness of HIV/AIDS and other STDs further enhanced and risk behavior reduced in all states; Objective Two: Quality VCCT services available and utilized in all states; Objective three: Condoms Are Accessed Through Free Distribution and Social Marketing And Outlets In Target Communities; Objective four: More than eighty percent of blood transfused in government hospitals is from non-remunerated voluntary donors and Objective Five: PLWHAs receive care and support and 40,000 have been started on ART after 5 years. These five objectives were served through thirteen service deliver areas listed below; 1. Coordination and Partnership Development 2. Behavior Change Communication- Community outreach 3. Youth Education 4. Counselling and testing 5. Prevention Of Mother To Child Transmission (PMTCT) 6. Condom Distribution 7. Blood Safety and Universal Safety Precautions 8. Anti retroviral treatment and monitoring 9. Provision of Anti retroviral Treatment for TB patients during TB treatment 10. Prophylaxis and treatment of opportunistic infections 11. Home based care 12. care and support for the chronically ill and families affected by HIV/AIDS 13. 6 For the implementation of the Round 5 HIV/AIDS Grant, UNDP contracted five Sub-Recipients throughout the life of the project. The five Sub-Recipients were contracted after programmatic and financial appraisal was undertaken jointly by UNDP and the LFA; of those three were UNagencies (WHO, UNICEF &UNFPA), the remaining SRs were NGOs (Muslim Aid & Sudan Family Planning Association). This document summarises the plan and budget prepared for the grant closure activities. The plan was developed jointly with the Sub-Recipients to ensure the continuation of activities and services after the end of this grant. The implementation of the planned activities will take place after the official approval from the Country Coordination Mechanism (CCM) -Sudan and the GFATM. This closure plan highlights the processes and activities to ensure the proper and orderly programme closure under Round 5 HIV/AIDS grant, following the policies and guidelines of Global Fund, the conditions of grant agreement between UNDP and GFATM, as well as UNDP s project closure guidelines. The document provides a detailed description of activities to be accomplished for proper wind down of the grant till March 31, 2013; which is the grant closure period. The attached annexes show the details of the budget planned, list of health products procured with grant funds, the list of all non cash assets, the plan for the transfer and/or disposal of all items and the estimated cash statement as of December 31 st Background At the time of grant signature it was understood that the country was in the early stages of a generalized HIV/AIDS epidemic, with an almost exclusively heterosexual transmission pattern, and indications of higher infection rates in the South than in the North. Internally displaced persons, refugees, prison inmates and members of the armed forces were some of the groups believed to be particularly vulnerable to HIV infection. Findings of the national sero-behavioural survey conducted in 2002 suggested that the general population national HIV prevalence was 1.6% and the prevalence among ANC attendees was 1.0%. According to UNAIDS and WHO classification guidelines, Sudan thereby falls into the category of a country with a generalized HIV epidemic marked the third year in which a round of Antenatal Care (ANC) HIV Sentinel Surveillance (HSS) was conducted in North Sudan as part of an effort to collect strategic information about the epidemic. The survey was implemented by the Sudan National AIDS Program and the final report is showing indications that despite the important efforts undertaken and the relatively low prevalence among ANC attendees (0.67%) the epidemic in Northern Sudan is far from controlled and needs a new approach, with a need to be more results oriented and targeting areas where a maximum impact can be achieved. Recent studies have shown prevalence among sex workers (4.4%), tea sellers (2.5%), prisoners (8.6%), men who have sex with men (9.3%) and street children (2.3%) to be extremely high. According to 2010 Spectrum estimations there are 17,910 PLHIV in need of ART in Northern Sudan. Out of these, only 10% (1,797) are receiving ART and the loss to follow up reaches 50% at 12 months. 7 The increase in availability and reliability of data collected in surveys supported by the Round 3 and 5 HIV/AIDS grants has triggered the debate among key stakeholders around the strategies to address the HIV epidemic in Northern Sudan. 4. Activities to be accomplished after the ending date of the grant 4.1. Activities to be accomplished after June 30 th 2012: UNDP Sudan has identified few activities that need to be implemented after June 30, 2012 to ensure the orderly closure of the grant. In addition each of the grant implementers (WHO, UNDP, UNFPA and UNICEF) will participate in completing the activities approved for the no-cost extension work plan and budget. The following activities are already initiated; however the completion will take place during the Grant Closure period which is nine (9) months from the end date of the grant i;e until 31 March (Annex 1; deliverable 1). 8 4.2. Handover of Key Services Coordination and partnership development; The component of coordination and partnership development activities is implemented by UNAIDS as part of the Round 5 proposal and work plan. By the end of the project, UNDP and the Ministry of Health will continue the coordination of HIV/AIDS activities financed through the Global Fund Round 10 HIV/AIDS grant. Counselling and testing; There are total of 140 ART centres financed by Global Fund resources. After the closure of the Round 5, these sites will be managed by the existing SRs and the Ministry of Health through Round 10 allocation under the same service delivery area. Youth Education; The youth education activities are being implemented by United Nations Children's Fund (UNICEF) Sudan in close collaboration with the Ministry of Youth and Sports. The youth program is an integral part of UNICEF s strategic plan and will be continued through UNICEF. The funds to finance HIV/AIDS component under this service delivery will be secured from UNICEF core resources, however, it will be less that the funds allocation from Global Fund resources. Behavior Change Communication for general population; As part of the UNICEF s mandate, the prevention component will be provided through mass media campaigns covered by the UNICEF core resources. The HIV prevention programs will be continued through community radios, as one of the services providing by UNICEF through mass media programmes. This service delivery area will be continued as part of HIVR10 with specific focus on Most at risk population. 5. Programme document retention plan. As per UNDP record management policy; the retention period for the documents is 10 years; accordingly the programmatic as well as financial records will be kept with the UNDP Sudan country office. Electronic backup of all documents as well hard copies will be kept for future reference. The Principal Recipient will maintain the programmatic records as per the standard UNDP record management policy. Thus, the following documents will be retained: All the grant agreements with Global Fund. The signed Project document for the HIV Round 5 Grant. All the final work plans and budget approved by the Global Fund. All the project proposals. All signed agreements with the Sub-Recipients. All disbursement requests. All reports (quarterly progress reports, semi-annual reports and annual report) All Global Fund implementation letters. 9 End-of-project Evaluation reports. Records transfer to Sudan National AIDS Programme UNDP will also transfer all the key documents to the SNAP as part of transferring lessons learned and strengthening national capacities. Documents will be transferred in an electronic form. Moreover, key documents which are regularly updated and posted in the HIV/AIDS website will be available through the UNDP Sudan. 6. Health product and equipments The detailed list of all Pharmaceuticals that will be used after June 2012 is provided in the Annex I (deliverable number III); also the list of the pharmaceuticals and health equipments purchased throughout the entire grant period is provided in the deliverable number IV. The ownership of these equipments will be continuing as it is, so as to support implementation of Round 10 Grant. Though all items will be purchased before the grant closure end date (December 2010), any pharmaceuticals and health commodities required afterwards will be purchased through the Round 10 grant. 7. Handover of equipments, furniture and vehicles with the PR and SNAP Through Global Fund resources UNDP has equipped and furnished 140 VCT/ART, 30 ARV, and 20 PMTC centres with office furniture and IT equipments. The ART and VCT centres will continue to operate under the Round 10 programme while the equipments and furniture will operate under the ownership and custody of the Ministry of Health. (Annex 1, deliverable V). UNDP also procured 73 vehicles for the implementation of the project activities. These vehicles will remain under the custody of UNDP to support the Round 10 HIV/AIDS activities (Annex 1, deliverable IV). 8. Final programmatic and financial reports The final grant closure report including a cash statement; will be submitted to the GF by 31st of July Annexes of the final report will include list of Health Products Procured with Grant Funds, list of all Non Cash Assets (including vehicles, equipments, and infra structure) procured with Grant Funds; cash statement including all revenues generated from grant fund (including interest, foreign exchange Gain, tax refund(s); and all Funds transferred to SRs implemented HIVR5 grant. 9.
