1 SASI Analysis of Funds Distributed in the United States By the Centers for Disease Control and Prevention (CDC) Pursuant to PS April 13, 2017 INTRODUCTION In the Summer of 2016, the Centers for Disease Control and Prevention (CDC) released a funding opportunity, PS , designed to implement comprehensive HIV prevention programs to reduce morbidity, mortality, and related health disparities among young men of color who have sex with men, young transgender persons of color and their partners who are at high risk of acquiring HIV. 2 In contrast to the 2015 CDC HIV prevention funding for community-based organizations (PS ), applicants for PS funding were not restricted to those CBOs in large metropolitan areas. 3 A total of $10,485, in first year funding pursuant to PS was recently distributed to 29 community-based organizations (CBOs) throughout the United States. 4 We examined how the PS funding was distributed by Region 5, including the South, Northeast, Midwest, West and the Deep South Region targeted by SASI, and compared the funding distribution to new HIV diagnoses in the US in We also looked at the breakdown of funding between large urban areas, smaller urban areas and rural areas. ANALYSIS The South, with 52% of all new HIV diagnoses in the US in 2015, received a total of $4,998, in PS funding, which represents 48% of the total funding to US CBOs. As shown by the pie graphs below, the funding distribution comes close to mirroring the percentages of new HIV diagnoses in each of the CDCdefined regions in See ONE SIZE DOES NOT FIT ALL: What Does High Impact Prevention Funding Mean for Community-Based Organizations in the Deep South? 2 CDC PS Funding by Region Percentage of Total HIV Diagnoses by Region (2015) West 17% West 19% Midwest- 18% South 48% Midwest 13% South 52% Northeast 17% Northeast 16% The nine Deep South States 6 targeted by SASI received a total of $3,934, in PS funding which represented 38% of the total US funding. 3 Even though CBO applicants for PS funding were not restricted to those in large metropolitan areas, 93% of the PS funding for the South and 100% of the funding for the Deep South was distributed to CBOs in large metropolitan areas (MSA 500,000.) 10 The South has higher HIV diagnosis rates in smaller metropolitan (50, ,999) and rural areas compared to all other regions. 11 In at least 4 Deep South States, more than half the people living with HIV live outside large metropolitan areas. 12 Region MSAs 500,000 MSAs of 50, ,999 United States 86% 7% 7% South 93% 7% 0% Deep South 100% 0% 0% Northeast 40% 20% 40% Midwest 100% 0% 0% West 100% 0% 0% Non-metropolitan areas CONCLUSION SASI applauds the CDC for distributing 48% of the total PS funding to the US South, nearly mirroring the percentage of new HIV diagnoses found in the South (52% in 2015). We urge the CDC to continue to increase HIV prevention resources for the Deep South Region to match the HIV burden faced by this Region. While we recognize that the large urban areas bear the brunt of the HIV epidemic among young men of color who have sex with men and young transgender persons of color, the smaller cities and rural areas in the Deep South have significant HIV epidemics. We therefore urge the CDC to provide direct HIV prevention funding opportunities for community-based organizations in smaller cities and rural areas in the Deep South.
