2 Reporting Period: October 1 December 31, 2010 Guam Department of Education 5 Year Goal 1 To increase the capacity of Guam Department of Education Curriculum and Instruction (GDOE C&I) staff to effectively support the HIV Prevention, STD, and Unintended Pregnancy Prevention Program. Objective 1.1: By February 28, 2011, program coordinator will have at least ten updated health instructional materials on HIV, STD, and unintended pregnancy prevention. As of August 2010, HIV Prevention program have met and exceeded the required distribution of health instructional materials related to HIV, STD, and unintended pregnancy prevention. On December 18-22, 2010, HIV Prevention program continued to provide a 5-day professional development training course on Sexual Education (HIV, STD and unintended pregnancy prevention), to K-12 health teachers, guidance counselors and health counselors. Six (6) instructional materials, training supplies, and other related educational resources were also disseminated to 15 participants. All 15 participants passed the course and earned the 3-graduate credits offered. On September 2010, the HIV project director completed the Year 3 6-months progress report for Mar. 1, 2010 thru September 30, The report was then submitted to Center for Disease Control and Prevention (CDC), Grant and Procurement Office (PGO), and CDC/ Division of Adolescent School Health (DASH) Project Officer to meet the October 1 st, 2010 deadline. On October 2010, the HIV project director completed the Year 4 HIV Prevention and the Youth Risk Behavior Surveillance Survey continuation application for Mar. 1, 2011 thru February 28, The report was then submitted to Center for Disease Control and Prevention (CDC), Grant and Procurement Office (PGO), and CDC/ Division of Adolescent School Health (DASH) Project Officer to meet the November 15, 2010 deadline.

[ X] Met [ ] In Progress [ ] Not Met [ ] Modified [ ] Unfunded On October 16-19, 2010, the Program Coordinator attended the American School Health Association (ASHA) Conference on October 13-16, 2010, and the CDC/DASH Adolescent School Health Partners Meeting in Kansas City, Missouri. Objective 1.3: By August 30, 2011, Program Coordinator will attend at least one (1) evidence-based training on HIV prevention program for high risk youth. On August 2010, the program coordinator has met this objective by attending the 5-day conference called the Survive Outside Project conducted by Education, Training and Research (ETR) Associates and the National Partnership for Juvenile Services (NPJS) funded by the Center for the Disease Control and Prevention (CDC). The project was designed specifically to provide juvenile justice staff and alternative schools with a variety of interventions to help incarcerated youth reduce their high risk behaviors and the risk of contracting and spreading HIV/AIDS, and STD. Survive Outside Project provides free trainings, educational materials and capacity building assistance through these interventions: One-On-One Counseling Sessions; Video Discussion Group; Evidence-Based Curriculum; and Training of Trainers.

4 Reporting Period: October 1 December 31, 2010 Guam Department of Education 5 Year Goal 2 To increase the sustainability and accountability of the GDOE secondary school teachers to effectively implement HIV Prevention, STD, and unintended pregnancy curricula. Objective 2.1: By February 28, 2011, the GDOE will have implemented the use of the evaluation and assessment program to forty-five health educators to monitor instructional compliance. Objective 2.2: By October 1, 2010, all elementary and secondary school principals and health cadres will be trained on strategies to implement the revised K-12 school health standards. [ X] Met [ ] In Progress [ ] Not Met [ ] Modified [ ] Unfunded As of September 2010, we have completed the training plans to educate the school administrators and teachers on the revised K-12 Content Standards that was adopted in May The presenters involved consists of school health cadres who were part of the focus group in formulating the revised K-12 Content Standards and attended the trained of trainers course provided by professional consultants from the Pacific Resources and Education for Learning (PREL).

5 Cooperative Agreement No. DP Reporting Period: October 1 December 31, 2010 Objective 2.3: By February 28, 2011, the GDOE curriculum and instruction staff will be disseminating revised policies addressing HIV affected students and staff to all schools. [ ] Met [ X ] In Progress [ ] Not Met [ ] Modified [ ] Unfunded During the Sexual Education training course, all 15 students (teachers) from elementary and secondary schools were given assignments to submit a 2-page written term paper on the following questions related to HIV infected students and staff: 1. Should there be a mandatory list of HIV positive students made available for the staff of the Guam Department of Education (GDOE) and /or private school? 2. Should condoms (both male and female) be openly distributed to secondary school students? 3. Should all school systems (public or private) have policies regarding sexual orientation among students? Ten (10) students have stated that item #1 questionnaire should be made available only to school administrators, health counselors (nurses), teachers with student and family involvement likewise, private school, due to student confidentiality reasons mainly for their health, safety, and security. Items #2 & #3 should be made available to secondary schools and 5 th grade students. These are some of the recommendations provided in developing set policies and guidelines for K-12 schools. Most of the school teachers felt that majority of the students and staff will need to be fully educated to accept the fear with positive reaction, knowing their peers with HIV/AIDS positive students. All HIV students should be required to submit a written certification from their treating physician stating that the student s health condition would not exclude him/her from attending school. Also, updates of the student s health condition needs to be submitted. In improving behaviors and the human relations, they feel that as with any child with a medical condition, HIV positive students can lead a relative normal life in school and in the community at large. For example, if students cannot engage in physical activities because he/she tires easily, then that student can opt out for other less strenuous activities. GDOE will continue the HIV/AIDS prevention awareness, education, and professional development trainings throughout the schools and community to focus on developing set policies and guidelines to be in place, for HIV infected students.

6 Reporting Period: October 1 December 31, 2010 Guam Department of Education 5 Year Goal 3: To increase the capacity of the secondary health educators to implement evidence-based HIV Prevention, STD, and unintended pregnancy curricula. Objective 3.1: By the end of year 03 grant cycle, GDOE C&I will have provided two (2) evidence-based trainings on HIV Prevention, STD, and unintended pregnancy curricula to forty-five health educators. As of December 2010, the project Director has met and exceeded this objective in providing several evidence-based training, Professional Development training on Sexual Education and Health Education to K-12 health teachers and guidance counselors and health counselors. (15 participants) Objective 3.2: By August 30, 2010, representatives from health cadre and juvenile drug court will attend one (1) training on evidence HIV prevention program for high risk youth.

7 Cooperative Agreement No. DP Reporting Period: October 1 December 31, 2010 As of May 2010, the project director has reached its objective in hosting a 5-day conference called the Survive Outside Project conducted by Education, Training and Research (ETR) Associates and the National Partnership for Juvenile Services (NPJS) funded by the Center for the Disease Control and Prevention (CDC). There were 35 participants consist of secondary school principals and health cadres, alternative school staff, Juvenile Drug Court staff, Sanctuary, Inc. staff, and Department of Youth Affairs staff who had attended the training. Objective 3.3: By August 30, 2010, Program Coordinator will host HIV, STD and unintended pregnancy prevention conference to provide professional development training to forty-five health cadres. As of December 2010, the Project Director has met and exceeded this objective in hosting eight (8) professional development trainings on HIV, STD and unintended pregnancy prevention to 117 health educators On December 18-22, 2010, HIV Prevention program continued to provide a 5-day professional development training course on Sexual Education (HIV, STD and unintended pregnancy prevention), to K-12 health teachers, guidance counselors and health counselors. Six (6) instructional materials, training supplies, and other related educational resources were also disseminated to 15 participants. All 15 participants passed the course and earned the 3-graduate credits offered. Among topics included: Sexuality and Adolescent Health (Consequences, Sexual Orientation, Risks and Behaviors); Teen pregnancy prevention instruction in a highly diverse community of school-age students; Psycho-social cofactors (adolescent suicide, depression and self-esteem issues); Wellness preservation and empowerment (sexual assult reporting, rape and dating, violence solutions, family violence and bullying); Basic HIV/AIDS and STD Education (modes of transmission, at-risk populations, HIV positive panel speakers, and experiential exercises); The origin, data statistics, and characteristics of the causative pathogen, incubation, illness patterns, transmission, prevention and care of people living with HIV/AIDS on Guam, etc.

8 Reporting Period: October 1 December 31, 2010 Guam Department of Education 5 Year Goal 4: To increase collaboration with stakeholders and community leaders to develop a quality health care plan and clinical access to HIV Prevention, STD, and unintended pregnancy program for the school district. Objective 4.1: By the end of year 03 grant cycle, GDOE will have established a memorandum of understanding agreement with at least 4 stakeholders to provide confidential clinical access to HIV Prevention, STD, and unintended pregnancy health care for students.
