1 PRESENTATION TO THE LOCAL GOVERNMENT & HIV NETWORK LEARNING EVENT 22 APRIL 2008 VISION A well-managed, coordinated multi-sectoral response to the HIV & AIDS epidemic in the North West province.

2 MISSION Unified by our commitment to an effective multi-sectoral response to the HIV/AIDS epidemic, the PCA will endeavor to enhance the capacity of provincial departments, CBO S, NGO S, business and other stakeholders to adopt and implement programmes and strategies to ensure a coordinated and effective response to the epidemic within a multi-sectoral approach. BACKGROUND The Act has also provided for the establishment of the PCA at Provincial, District & Local levels. The PCA is body corporate and govern by forty (40) representatives from different Sectors, i.e. Government, Business and Civil Society.

BACKGROUND Constitution One official from each provincial departments of a rank not lower than a Deputy Director [10 Departments], Ex-officio members from, Youth Commission, Organised Local Government, House of Traditional Leaders, Political Parties represented in the legislature, CEO, Community members: determined by the Premier, Cont. BACKGROUND The council structure has two divisions, the Administrative which is led by Chief Executive Officer and Governance which is led by Civil Society. Our plans are currently being aligned to the HIV & AIDS and STI National Strategic Plan

4 ORGANISATIONAL DESCRIPTION ORGANISATIONAL ENVIRONMENT head office is situated in Mafikeng, It has District and Local offices around the Province with permanent staff members. OVERVIEW OF THE ORGANISATIONAL STRUCTURE The PCA was able to establish 20 Local AIDS Councils and four (4) District AIDS Councils. The local and the District AIDS Councils are aligned to the municipal demarcation. Local government structures should mainstream HIV & AIDS ;TB and STI activities to be in sync with their IDP s. 5 THE ROLE OF PCA Advising the government on HIV, AIDS & STI s and related matters, Monitor and coordinate activities of District and Local AIDS Councils, Monitor and coordinate implementation programmes and strategies of the provincial multi-sectoral response towards the epidemic, Cont. THE ROLE OF PCA Provide overall guidance on the implementation of the National HIV & AIDS and STI s strategic plan and other related matters. Ensure periodic review of the Province s HIV & AIDS & STI s strategic plan and other related matters. Mobilise resources for the implementation of HIV & AIDS programmes and strategies in the province. Recommend appropriate research around HIV & AIDS.

6 ROLES OF THE DAC S Bring together the different stakeholders and Government Departments that are involved in the fight against HIV and AIDS in the District, Ensuring the existence of a strategy to deal with HIV & AIDS in the District, Help to mobilise resources and build capacity for AIDS projects and Local AIDS Councils, It is important that the Districts work closely with the LAC s and support their work on the ground, since most of the work happens at local level. Cont. ROLES OF THE DAC S Local AIDS Council (LAC) is the most important structure in every municipality, The main role is to coordinate the fight against HIV & AIDS in the whole Municipality area, Manage HIV & AIDS in the whole Municipality, Plan, Monitor and Evaluate all programmes form time to time, Ensure that all stakeholders within the municipality are involved in this structure,

7 ROLES OF THE LAC S Ensure that every ward in the municipality is covered and receives all the services available within the municipality, Ensure that the is no duplication of programs and services within the municipality, Ensure that the existing initiatives of the NGO s CBO s and other stakeholders are fully supported and assisted to secure resources, Cont. ROLES OF THE LAC S Receive reports from the three Task Team that is OVC, HBC & IEC, and ensure that teams are well supported in the implementation of their respective programs, The structure is also established to assist Local Municipalities on the overall respond to HIV & AIDS and related matters, AIDS Councils should have a clear link to Government so that all Government and Department services can be accessed.

8 THE FREQUENCY OF MEETINGS PCA In terms of section 11 (1) NW PCA Act N meetings to be held quarterly, DAC s - In terms of section 11 (1) NW PCA Act N meetings to be held quarterly, LAC s - In terms of section 11 (1) NW PCA Act N meetings to be held quarterly, REPORTING LOCAL TO DISTRICT & DISTRICT TO PROVINCE The four (4) District and twenty (20) Local AIDS Councils offices each has a Coordinator and an Administrator, Local Area Coordinators report to District Coordinators who in turn report to the Province, PROVINCE TO SANAC No link between NW PCA and SANAC

9 ACHIEVEMENTS Greater HIV & AIDS awareness thus enhancing prevention of the spread of the epidemic in the province, Establishment of four (4) DAC s s and LAC s s in all Municipal areas staffing and developing systems, Partnering with sectors to input into the development of the Provincial STI, HIV and AIDS Strategic Plan, Participation in IDP Forum meetings to include HIV and AIDS in the IDP s, CHALLENGES Non submission of HIV and AIDS plans and reports by sectors hampering synergy at implementation level, No linkage between SANAC and NW PCA, Budget, Lack of infrastructure, Unavailability of monitoring and evaluation tool,

10 DIFFERENCE BETWEEN THE MODEL OF THE NW PCA WITH OTHER PCA S What makes it unique? The NW PCA is a Public Entity (NW PCA ACT N0. 5 of 2001), PFMA (section 49) each Public Entity must have its own accounting authority, Structure/ Model at the provincial level does not replicate the national structure (SANAC), PRIORITY PLANS FOR INTERVETIONS 2008/09 Strategic Planning , Operational Plan 2008/2009,

11 CONCLUSION Just like in our country the challenge of HIV & AIDS in our province requires a comprehensive multi-sectoral response To address the social and economic realities that make certain segments of our society most valuable, To provide tools for prevention of infection To provide services designed to mitigate the wide-ranging impact of the epidemic, Local government structure should mainstream HIV & AIDS ;TB & STI activities to be in sync with their IDP s, Kgetsi ya tsie e kgonwa ka go tshwaraganelwa...
