BACKGROUND HIV and AIDS are serious threats in many countries and present significant challenges for prison and public health authorities and national governments. The levels of HIV infection among prison populations worldwide are much higher than in the general population. Because most prisoners are in prison for only a short period of time before they re-enter their communities, it is acknowledged that prisoners and prison staff are part of the broader community and that the health threat of HIV within and outside prisons are linked. Nonetheless, prisons, prisoners and prison staff are often neglected in efforts intended to tackle the epidemic. UNODC s Regional Office for Southern Africa is running a regional programme titled HIV Prevention, 1
2 Treatment, Care and Support in Prisons Settings in Southern Africa which was initially covering Ethiopia, Malawi, Mozambique, Namibia, Swaziland, Tanzania and Zambia, with the objectives to prevent new HIV infections specifically related to incarceration in selected countries in Sub-Saharan Africa. In line with this objective, UNODC is supporting ZPCS, to develop an HIV and AIDS Wellness policy with the aim to improve the Health and Social welfare of the Prisons and Correctional Services community. The developed policy will assist ZPCS in establishing priorities to better serve the needs of the Prison and Correctional community, and it is envisaged to contribute towards strengthening the ZPCS response to the HIV and AIDS, TB, other communicable and non communicable infections, including psychosocial disorders through the provision of an effective, gender sensitive, human rights and evidence based programmes. 2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The consultant will develop the policy in collaboration with key stakeholders and partners. The use of the appropriate participatory approaches is essential for this exercise. The consultant is expected to: 1. Draft an inception proposal and work plan for the entire exercise; 2. Conduct a desk review of relevant literature on wellness (reports on implementation of the current wellness programmes in other Ministries and relevant departments), strategies and other relevant wellness documents. 3. Plan and facilitate the policy development meetings for all the Prisons and Correctional Services relevant stakeholders; ZPCS Senior Management ZPCS HIV and AIDS Committee UNODC and other UN agencies Government officials from relevant Ministries (Health, Justice, Labour and Social Welfare, Public Service) NAC Parliament Civil Society organisations Public Sector HIV and AIDS Coordinating Committee, etc. 4. Collate, analyze, consolidate and draft the ZPCS HIV and AIDS wellness policy within the given timeframe; 5. Lead a debriefing and validation meetings with UNODC, ZPCS, HIV and AIDS Committee, and other ZPCS stakeholder; 6. With the support of UNODC, NAC and ZPCS; facilitate the meeting for the endorsement of the policy document by the Principal Secretary and Minister of Justice. 2
3 For detailed information, please refer to ToRs (Annex 1). 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: A Masters Degree in Social Science, Public Health, or other relevant disciplines; Other An additional qualification in Public Administration and Management or Policy Development will be an added advantage. II. Years of experience: 3-5 years experience in the development of policies, strategies and other relevant documents At least 3-5 years working experience in field related to HIV. Previous work in prisons and closed settings will be an added advantage..iii. Competencies: Good domain and understanding on prisons and prison health. Good domain and understanding of the context of health issues in prisons of SADC region, including WHO and UN standards, regulations and work around legislation on health, are desired. Knowledge of national policies and strategies and plans on HIV & AIDS and TB is essential. Demonstrate knowledge and experience in coordination of national multisectoral stakeholders in a leadership role; Demonstrate team leadership skills, with ability to supervise and support multi-disciplinary teams of professionals and accomplish tasks with multiple objectives; as well as facilitation and moderation of dissemination seminars (including producing the synthesis of the discussions) are required; Good research skills and knowledge, including research methodologies, data collection and analysis and the ability to draft reports at a professional level; Experience in design and facilitation of workshops and adult training skills Ability to critically analyze issues, manage conflicts and take informed decisions; Proficiency in written and spoken English, including the ability to draft reports at a professional level, is required. Knowledge of MS Office package (MS Word, advanced MS Excel and MS Access) will be required. 3
4 4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Qualified and interested individual consultants must submit the following documents for their expression of interest: 1. Technical Proposal 2. Financial Proposal - should relate to activities in the Technical Proposal. All Financial Proposals must be expressed in terms of a lump sum amount, broken down into four (4) key deliverable milestones, as indicated below. 3. Cover letter 4. Curriculum vitae (IN ENGLISH) 5. Completed P11 forms 5. FINANCIAL PROPOSAL Lump sum contracts The consultant will receive remuneration commensurate to his/her qualification and in line with UN financial rules and regulations. Remuneration will be released in four separate installments subsequent to receipt and approval of deliverables by UNODC: The first installment amounting to 20% of the total cost of the contract will be released upon receipt and UNODC s approval of the work plan and inception proposal. The second installment of 30% of the total cost of the contract will be released following submission and UNODC s approval of a progress report following desk/literature review and stakeholders consultations. The third installment of 30% of the total cost of the contract will be released following facilitation of the validation meeting and submission of draft policy document. A final instalment amounting to 20% of the total cost of the contract will be released upon receipt and UNODC approval of a final policy document, a final assignment report, including a report of the consultation meetings and final presentation meeting to UNODC, ZPCS, ZPCS HIV and AIDS Committee and relevant stakeholders. Travel; When travelling to provinces/districts outside the duty station (Harare) for consultations and gathering of inputs, UNODC will arrange transport for the consultant and will provide DSA in line with UN national rates for accommodation and meals. The logistic aspects all meetings will be undertaken by ZPCS & NAC and UNODC will bear all relevant costs associated with those meetings. 4
5 6. EVALUATION Individual consultants will be evaluated based on a cumulative analysis: Offers will be evaluated using the combined scoring method. The Technical Proposal is weighted 70% of the assessment and the Financial Proposal 30%. Criteria Weight Max. Post Title Country of Assignment Duty Station Harare Start Date January, 2013 Duration Supervision Quality Assurance BACKGROUND Development of the ZIMBABWE PRISON AND CORRECTIONAL SERVICES HIV & AIDS WELLNESS POLICY Zimbabwe 26 Days within 4 consecutive calendar months UNODC, NAC, ZPCS and Multi sectorial Steering Committee on HIV&AIDS Regional Service Centre The Zimbabwe Prisons and Correctional Services (ZPCS) recognizes the seriousness of HIV and AIDS, Tuberculosis (TB), and other chronic and non infectious diseases as well as other psychosocial disorders that affect the Prisons and Correctional Services community, which comprises offenders, officers and their families. ZPCS therefore endeavours to improve the life, health and welfare of its community through organizing and establishing programmes for the provision of prevention, treatment, care and support programmes. Despite the high prevalence of HIV (15 % in the population age group years) and TB (about 7 000/ population), Non-Communicable Diseases (NCDs) in Zimbabwe accounted for an estimated 28% of all mortality in Prisons are one of the high risk environments in which to work and live since it has been observed globally that, the rates of infections tend to be significantly higher in prisons than in the general population. It is alongside this background that UNODC is supporting ZPCS, to develop an HIV and AIDS Wellness policy with the aim to improve the Health and Social welfare of the Prisons and Correctional Services community. The policy will be developed, so as to assist ZPCS in establishing priorities to better serve the needs of the Prison and Correctional community. This exercise is envisaged to contribute towards strengthening the ZPCS response to the HIV and AIDS, TB, other communicable and non communicable infections, including psychosocial disorders through the provision of an effective, gender sensitive, human rights and evidence based programmes. INSTITUTIONAL ARRANGEMENT The consultant will work under the direct supervision of the UNODC Regional Programme Coordinator, and will work closely with the Zimbabwe National AIDS Council as well as t Correctional Services HIV and AIDS Committee. The National Project Coordinator will review reports and submit to the Regional Project Coordinator for further review and approval of all reports. PURPOSE OF THE CONTRACT The consultant will provide expert leadership in the development of an HIV and AIDS Wellness policy in line with the current 4 year ( ) strategic plan through considering the following: Ensure health promotion and awareness for the Prison Correctional and Services community on diseases and other elements that affect human life. Provision of prevention, treatment, care and support for the Prisons and Correctional Service community by creating awareness on health issues and other relevant social ills, conditions and situations can negatively affect

Provision of a framework for the protection of human rights and dignity of all the affected individuals. To warrant reduction of stigma and discrimination of those affected or infected. To ensure that ZPCS HIV and AIDS Wellness policy comply with current legislation and do not infringe on the constitutional rights of the affected individuals. The finalisation of the policy will assist ZPCS in directing the implementation of the HIV and AIDS Wellness interventions that are responsive to current issues in the country that affect the department. This process will also contribute towards an enabling policy environment and the development of key recommendations that can be used for appropriate ZPCS HIV and AIDS Wellness programming and implementation. Literature review and key informants interviews Conduct meetings with the relevant ZPCS stakeholders on the development of the Correctional Services wellness policy. Drafting of the policy and strategy documents and compilation of inputs gathered from the different stakeholders. Conduct and facilitate a validation meeting with ZPCS HIV and AIDS Committee, and other ZPCS stakeholders. Incorporation of inputs from the validation meeting Facilitate the meeting for the endorsement of the policy and strategy documents by the Principal Secretary and Minister of Justice. NB: All Envisaged travel costs must be included in the financial proposal.
