White, Ph.D. and Dr. David H. Begay, Ph.D. as members of the Navajo Nation Human Research Review Board. Each will serve a term of 3 years, beginning upon confirmation. This written summary does not address recommended amendments as may be provided by the standing committees. The Navajo Nation Human Research Review Board was created in 199 by the 21 Navajo Nation Council. CO-l Purposes of the Review Board are to assure that 22 research and publication activities: Are consistent with the health and education goals and objectives of the Navajo 24 Nation Do not detract from, nor interfere with, the provision of human services to the 26 Navajo p eople Do not endanger the well-being of individuals or communities Require informed consent of all affected individuals or their legal 29 representatives. 30 Page 1 of3

Are culturally relevant to the extent possible and are appropriate clinically, technically, epidemiologically and statistically. 13 N.N.C Present only reasonable risks to subjects in relation to anticipated benefits, if any, to those subjects, and the importance of knowledge that reasonably may be expected to result. 6 7 B. The Navajo Nation Human Research Review Board was established as a 1-member 8 board. 13 N.N.C The appointment process for members of the board is stated as 9 follows: 10 [T}hree persons appointed by the Navajo Area Health Board; three persons appointed ll by the Office of the President of the Navajo Nation: three persons appointed by the 12 Health and Social Services Committee [now the Health, Education and Human Services 13 Committee] of the Navajo Nation Council; three persons appointed by the Navajo Area 14 Indian Health Service Area Director; and three persons appointed by the Education 1 Committee [now the Health, Education and Human Services Committee]. At leas[t] 16 two persons serving on the Navajo Nation Human Research Review Board shall be 17 licensed physicians and at least one of the appointees must be a community 18 representative. 13 N.N.C. 327(A) C. Terms of appointment for all members of the Navajo Nation Human Research Review 21 Board are limited to "three years from appointment." 13 N.N.C. 327(B). There are no 22 restrictions under Navajo Nation law on the number of terms a member of the board may 23 serve D. Ms. Rebecca Izzo-Manymules, Dr. Kalvin White, Ph.D. and Dr. David H. Begay, 26 Ph.D. have served as members of the Navajo Nation Human Research Review Board. 27 They have expressed an interest in continued service on the Board and are seeking 28 reappointments as members. See letters of interest and supporting documents marked as 29 Exhibits A, B and C, respectively. They possess the necessary qualifications for 30 membership on the Research Review Board. Page 2 of3

Under Navajo Nation law, the Naabik'iyati' Committee of the Navajo Nation Council 3 "give[s] final confirmation of the appointments to boards, commissions, and colleges 4 unless otherwise provided by law." 2 N.N.C. 701(A)(l). 6 Section Two. Reappointment; term 7 The Navajo Nation hereby appoints and confirms Ms. Rebecca Izzo-Manymules, 8 Dr. Kalvin White, Ph.D. and Dr. David H. Begay, Ph.D. to serve on the Navajo Nation 9 Human Research Review Board. These appointments and confirmations shall run for I 0 terms of 3 years and such terms shall commence upon confirmation by the Naabik'iyati' II Committee of the Navajo ation Council Page 3 of3
