1 Meeting held on 16 th January 2013 Park House, Leatherhead Surrey Autism Partnership Board 1. Welcome and introductions Tom and Marianne welcomed everyone to the meeting and attendees introduced themselves. 2. Actions from last meeting held on 10 th October 2012 The minutes were agreed as a true record. Benefits advice Alaster Calder has been invited to attend the meeting in April. Transition Mary and Julie are compiling a factsheet with case studies to explain housing options to parents. Self Advocacy Groups The National Autistic Society and Surrey Disabled Peoples Partnership are still intending to restart the Self Advocacy group in Redhill. Logo Action carried forward: All to send ideas for a logo for the Autism Partnership Board to Tom Autism Handbook The Autism Handbook is being updated. Howard will circulate copies when available. 3. The Autism Alert Programme: the journey Karen Templeton-Mepstead, Outreach Services Manager, Hampshire Autistic Society Karen gave an overview of the Autism Alert Programme in Hampshire. The programme has been set up in partnership with the police, ambulance and fire services. The aim is to raise awareness of autism among the public and the emergency services. It offers the following free resources: Alert Card Autism Alert Car Sticker Autism Passport It was agreed that something similar is needed in Surrey and Karen confirmed that she is happy for Surrey to piggyback on the programme developed in Hampshire.
2 The National Autistic Society already has a card available and they are working with the Police to develop a card in Surrey. They have contacted the South East Coast Ambulance Service (SECAMB) and Surrey Fire and Rescue and both are happy to support the scheme. A card and car sticker will be developed first. Action: Tom to invite relevant members of the Autism Partnership Board to a meeting to discuss how to support the development of the card and car sticker, and raise awareness of autism in emergency services. 4. Winterbourne View update Jo Poynter Jo gave a presentation outlining the main conclusions and actions from the final report on Winterbourne View. The report and action plan (concordat) are available online: The report found that: There are too many people with learning disabilities and autism in hospital, when they should not be. This is because the right services to support people in the community have not been put in place. Too many people with learning disabilities and autism are placed in hospital and are staying in hospital far longer than they should. Too many people with learning disabilities and autism are sent far from their homes and families. Government guidance says that people should be able to get the support and services they need locally, near to family and friends. They also found many cases of: o Poor quality care o Poor care planning around the needs of people. o Lack of quality activities for people to do in the day o Too much reliance on the use of restraint by staff The report sets out the type of care that people with learning disabilities/autism and behaviour that challenges should get: People should receive local personalised services that meet their needs. This support should be planned from childhood. People should be supported in the community, in their home or close to their home and family. People should only go to hospital for assessment and treatment if it is necessary and they cannot get the support they need at home or in a community service. People that do have to go into hospital for assessment and treatment should receive good quality care as near to their home as possible. People should be moved on from hospitals as quickly as possible either back home or on to other community support. Commissioners who place people with learning disabilities/autism in hospital or community support settings should have clear responsibility for each person. The commissioners should make sure that people with learning disabilities or autism are able to see and speak to their families regularly. There should be local services that stop people with learning disabilities from having a crisis. If a crisis does happen then there should be local services to help people deal with the crisis.
3 Programme of action (Concordat): By 1 April 2013: Each Clinical Commissioning Group (CCG) will have a list of all people with learning disabilities who have care paid for by the NHS. The list will say which council or Clinical Commissioning Group (CCG) looks after each person. By 1 June 2013 Each person with challenging behaviour in hospital will have a care plan. The care plan will be done working with the person and their family to make sure it is what they need. By 1 June 2014 If the care plan says the person does not need to stay in hospital, they will be helped to move back into the community before 1 June Update from Working Groups Diagnosis The CCGs wanted to include ADHD in the Diagnostic Service Pathway but this has financial implications. Discussions have been held with some of the GP Commissioning leads. Action: Raja to update on progress at the next meeting. Employment The working group met on 10 th December and were joined by two new members from the National Autistic Society (NAS) and JobCentre Plus. They discussed the NAS Undiscovered Workforce campaign and suggested asking an MP to speak at an event for employers, relating to this. Surrey Employability run an award scheme and the NAS have agreed to sponsor an Undiscovered Workforce award. The winner will be announced in March/April and will be chosen by the working group. Other topics discussed were: The work programme and the difficulties experienced in getting support Surrey Employability Pathway for young people in transition from school or college who want to find a job The advocacy contract which can help people if they are told they will lose some of their benefits The Right to Control pilot which is working well Action: Barbara to circulate details of the Surrey Disabled Peoples Partnership website and advocacy services. Action: Laura to circulate the information on the Goldman Sachs programme. Improving Access to Services The last meeting looked at the Criminal Justice System. A new sub group has been set up to look at mental health services. Howard is involved in a project with the Mental Health Recovery Service.
4 An expert was invited to the group meeting to talk about setting up a Challenging Behaviour Network. One has already been set up in Kent and the group is linked into this. Talks have been held with Housing Options and Tom has received several examples of reasonable adjustments Training The group are trying to link with the Surrey Care Association and Skills for Care to find out what training is available and also to chase up training courses for PAs. All but one group have completed the Autism Champions training. The results have been positive. Tom is looking at setting up the next round of training in late spring (6 sessions over 6 months providing an understanding of autism and methods of support) Action: Tom to provide feedback on the evaluation of the latest round of training at the meeting in April. Action: All to let Tom know of anyone interested in undertaking the training. 6. AOB Acronyms Those speaking at the meetings were requested not to use acronyms. 7. 7 Criminal Justice Facts There is research evidence that people with ASD are 7 times more likely to have contact with the police due to their condition 35% of ASBOs issued are to young people with mental health issues.1:100 of those may have autism.
8 Autism Alert Programme Overview The Autism Alert Programme has been developed to help support people with ASD who come into contact with the Police / Criminal Justice System/ Emergency Services and Civil Enforcement and consists of Alert Card Autism Alert Car Sticker Autism Passport Autism Awareness
9 Autism Alert Programme Overview 2008; Autism Alert Card was launched in partnership with Hampshire Constabulary and Hampshire Police Authority 2010; Hampshire Autistic Society forged a partnership with Hampshire Fire & Rescue Service incorporating a Car Alert Sticker 2011;In partnership with the Pathway for Autism in the Criminal Justice Group the Autism Passport was set up and housed on Hampshire Police Safety Net 2011; The name of Project changed to the Autism Alert Programme. 2012/2013;The scoping out and development of a possible autism app.
10 Autism Alert Card The Card is free at source but 1 is charged for replacements Hampshire Autistic Society is responsible for the card database There are around a 1,000 cards issued to date
11 Autism Alert Car Sticker The Car Sticker is issued on request It is placed above the Tax Disc on the inside of front windscreen, blank side facing out. The Fire Brigade have included in operational/training, The Police and Ambulance are also aware of the sticker.
12 Autism Alert Passport The Passport is a communication tool designed to be set up by professionals with the consent and input of the individual. It is housed on the Hampshire Constabulary Safety Net System. All members of the CJS have automatic access to this system
