Legaspi has exhibited a passion do his best since high school when he graduated from La Salle Greenhills in 1979, among the top of his class in the Brother Aloysius Honor s Society. He carried this to his pre med course graduating Cum Laude in B.S. Biology in 1983 in UP Diliman. This while competing for the UP Varsity Track and Field team for 4 years, Captain in the last 2, and given the prestigious Sweaterman Award during graduation. In between all of these he was and officer in the Pre-Medical Society.

4 Nominee for PGH Director.p.4 In medical school he continued his love for sports and music while going through the rigors of studying and the wards. His organizational skills were honed further by putting together events as an officer for his fraternity, the Phi Kappa Mu. He graduated as one of the 10 Most Outstanding in Clinical Clerkship in He carried on this multitasking ability to Neurosurgical residency and finished as Chief Resident in He joined the UP Academe in 1994, getting promoted to Assoc Prof I in 2004 when he became Chief of the Section of Neurosurgery in PGH. He continues to teach students from the YL 3 to 7 giving lectures and conducting small group discussions, earning his promotion to Assoc Prof 6 in Early in his career he became active in International Neurosurgcial Organizations, organizing the ASEAN Congress in Manila in 2000, later becoming the President in His dealings with the leaders of World Neurosurgery facilitated the holding of Educational Courses here, benefitting his colleagues that can not attend expensive international meetings. Dr. Legaspi helped put the name of the Philippines in the World map by being the First Filipino to be invited to lecture in Harvard. Up to the present he is regularly invited to international meetings as a speaker and as visiting professor in major US Univeristies. His passion to improve treatment of Cerebral aneurysms and tumors led to milestone surgeries in the country such as keyhole aneurysm surgeries, awake craniotomy and brainstem auditory implantation. He continues to be active in neurosurgical administrative work even after having served the longest term that a president of the Academy of Filipino Neurosurgeons has had (3 years). He currently sits in the Executive Committee of the World Federation of Neurosurgical Societies and 3 other regional organizations. Gap s commitment is not only to academic excellence. One of his constant concern is how to improve services to our charity patients, specifically to those in neurosurgery. Through his ties with leaders in the business world he was able to effect a constant flow of donations for patient s needs and services using the Brain Foundation, of which he is the Treasurer, as conduit. A major achievement in this regard is the opening of the Pediatric Neurosurgcial and Craniofacial Unit, supported largely by private donations. This has allowed the timely and regular operations of more than 300 children with congenital CNS malformations annually, effectively eliminating the long backlog at the PGH OPD.. His true test as an administrator was experienced when in 2010 Dr. Jose Gonzales, Director of the PGH assigned him to the Department of Pay Patient Services. At that time almost 50 of the 298 rooms were closed and the physical state of those that were in use ranged from passable to pathetic. Process changes were initiated, such as improvement of billing and Philhealth services as well as setting up a customer care desk in the DPPS office. Guidelines were formalized and implemented to ensure efficient admissions and discharges. Dr. Legaspi was able to start physical improvements by soliciting donations from private businessmen as well as the UP Medical Alumni Society. To date, almost

5 Nominee for PGH Director.p.5 Php 30 M has been raised, 50 % of the rooms have been renovated and improved working conditions for the the staff have been initiated. Dr. Legaspi has chosen to spend 22 years of his professional life as a neurosurgeon in PGH. A decision which some colleagues and friends dissuaded him from doing. He now does more than 80 % of his private surgeries in PGH and believes that his patients will have a better chance of doing well with their treatment than in other hospitals that he goes to. He still sees private patients in other hospitals where he earns debts of gratitude from political leaders and business movers. He intends to take advantage of these relationships in facilitating donations, financial tie-ups and increase government budgeting for PGH. One day, Gap wants to see the richest and the poorest of our society admitted to PGH. FLAGSHIP PROJECTS 1. COMPUTERIZATION Everyone knows that the backbone of an efficient organization is based on information technology. The UP System has initiated a University wide program in which PGH is one of the main beneficiary. 2. INFRASTRUCTURE PARKING BUILDING Plans are already in place. We have to come up with a structure that is the needs and character of PGH. responsive to MAJOR RENOVATION/GREENING OF PGH In addition to the usual physical improvements, we need to start utilizing technology to decrease our electrical consumption. ( i.e. LED Lighting, Alternative power generation) Convert all 11 gardens in PGH to Healing Gardens Renovation of should highlight the historical value of PGH s architecture mixed with modern designs. This will involve planning for the whole of PGH so that the architectural features will be in unison.

STRENGTHEN PGH S ROLE AS THE NATIONAL UNIVERSITY HOSPITAL CREATE TRAINING AGREEEMENTS WITH DOH HOSPITALS This is one way by which PGH can help improve the standards of DOH hospitals, by accepting recommended trainess, funded by the DOH, to train in PGH. In return DOH will be asked to allocate regular funding to PGH, to support its goal of creating Centers of Excellence. We will propose to DOH Specialties which they don t have centers for yet. National Cancer Institute National Poison Control Center National Trauma and Disaster Management Center National Brain Center MORE ACTIVE ROLE OF PGH IN THE HEALTH CARE OF THE UP COMMUNITY NATIONWIDE. 4. CREATE BANNER PROGRAMS FOR THE CLINICAL AND ADMINISTRATIVE DEPARTMENTS Eeach unit in PGH should be given a chance to stand out and be proud of Its innovations and contribution to patient welfare. Multidsciplinary services should be organized under the office of the Director to address conditions where PGH can offer the best treatment.
