1 MINUTES OF THE WORK SESSION OF THE CADDO PARISH COMMISSION HELD ON THE 16 th DAY OF FEBRUARY, 2016 The Caddo Parish Commission met in a Work Session, on the above date, at 3:30 p.m., in the Government Chambers, with Mr. Matthew Linn, President, presiding, and the following members in attendance, constituting a quorum: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Epperson, Gage-Watts, Jackson, Johnson, Linn, Middleton, and Smith (12). ABSENT: None. The invocation was given by Dr. Cash, and the Pledge of Allegiance was led by Mr. Lyndon B. Johnson. CITIZENS COMMENTS Mr. Rob Broussard, 451 Sandifer, Shreveport, would like to know if a person, who served on the Commission within the last two years, can be employed by a body that receives funding from the Commission. Mr. Linn referred Mr. Broussard to Legal. Mr. Ken Krefft, 157 Archer Avenue, Shreveport, is concerned about the Red River Sediment Study. He stated that it is needed for this area. Mr. Krefft also stated that his is disappointed that Dr. Wilson still lives in Bossier Parish when his thought was that he was supposed to live in Caddo Parish. Mr. John Settle, 33 Tealwood, Shreveport, stated that he dismissed the suit this morning in hopes that these issues would be resolved within the Commission. He also stated that if they cannot be resolved, then he can bring forth that lawsuit again. Mr. Benjamin Arnold, 9516 Cinnamon Drive, Shreveport, came before the Commission to discuss the Inner-City Corridor. He stated that every person up here works for the taxpayer and he would like there to be more transparency. Mr. Bobby Edmiston, 251 Cattails Trail, Benton, talked about homestead exemption in Bossier Parish. He stated that there are two qualifications for homestead exemption: 1. you own the house, and 2. you occupy the house. He also explained that occupying the house could mean occupying it for six months out of the year, or just a few minutes out of the year. He also said that Dr. Wilson has not signed for homestead exemption anywhere else, but Bossier. Pastor Reed, 607 Eatman Street, Bossier City, came before the Commission to state that he has been in Dr. Wilson s apartment in Shreveport. He said that there is furniture in his Shreveport residence. Mr. Will Broyles, 6203 East Ridge Drive, Shreveport, came before the Commission to address Dr. Wilson s residency in Caddo Parish. He also stated that there are more important issues than Dr. Wilson s residency. He would like to know what the hidden agenda is. He also stated that all of the Commissioners have full access to all of the money in their CPERS accounts; he would like them to give that money back to the taxpayers of Caddo Parish. Mr. Lester Smith, 4148 Theo Street, Shreveport, believes that there should have been some type of election for the spot on the NLCOG board. He also stated that the Commissioners should be doing the business of the people, instead of dealing with trivial things. Mr. Smith also believes that the Administrator should stay on the NLCOG board because he has been doing a good job for the past years. Mr. Patrick Jackson, Bossier Parish, stated that Dr. Wilson has been deeply involved in a regional water project. He also stated that Dr. Wilson is a good man and a good steward of the power that the Commission has given to him. Bossier stands behind him, he said. VISITORS Dr. Andrea Everson, Executive Director, and Kristen Howard, Director of Development and Outreach, Robinson s Rescue came before the Commission to provide a quarterly update. Robinson s Rescue was the first free-standing low-cost spay/neuter facility in Louisiana. They have completed more than 38,000 surgeries since its opening. Robinson s Rescue also works with the community to raise awareness of the importance of spay/neuter. SSNIP (Subsidized Spay/Neuter Incentive Program), a partnership with the Caddo Parish Commission, addresses the problem at the source. Robinson s Rescue targets these citizens with spay/neuter outreach. They serve low-income residents of Caddo Parish, senior citizens, social security recipients, unemployed, and caring pet owners.

2 Page 2 From 2014 to 2015, there has been a 9.4% decrease in dog intake and 17.2% decrease in dog euthanasia. There has also been a 14.5% decrease in cat intake and 18.9% decrease in cat euthanasia. For the first time in over four years, the dog euthanasia/intake is lower than 70% in More than 80 volunteers per year help with their spay/neuter efforts. They also reach out to low-income neighborhoods and do door-to-door outreach. They also educate the public on the importance of spay/neuter. They also partner with the Caddo Council on Aging Meals on Wheels Program to deliver pet food to residents in need. Dr. Everson said that in 2016, they aim to increase spay/neuter surgeries. She also said that they do anywhere from thirty to forty surgeries a day. Mr. Dominick commended Dr. Everson for all of their hard work. Answering a question from Mr. Dominick regarding the costs of the surgeries, Dr. Everson stated that it is $68 for female dogs, $58 for male dogs, $48 female cat, and $38 for a male cat. She also said that those costs may vary depending on the individual and their income. Answering a question from Mr. Chavez regarding veterans, Dr. Everson stated that those veterans automatically qualify for the low cost spay/neuter fee, but to have it completely covered, she will have to look into more grants for veterans. Mr. Bowman stated that he has personally witnessed Dr. Everson s work. She thanked and commended her and Robinson s Rescue for all of their hard work. Mr. Linn also commended Robinson s Rescue for their help in the decrease in numbersat the Animal Shelter. Mr. Robert Dunlap, Oil & Gas Attorney, came before the Commission to address some of the issues dealing with the NLCOG board appointment. He stated that the board has four standing members: the Mayor of Shreveport, Mayor of Bossier City, President of Bossier Police Jury, and the President of the Caddo Parish Commission; there are also three rotating members. He also said that the people of Caddo Parish need fresh eyes on the NLCOG board. ADMINISTRATOR S REPORT 1.) Update Departmental Statistics (Animal Services & Mosquito Control) Update Robinson s Rescue Mr. Charles Chuck Wilson, Interim Director Animal Services & Mosquito Control Mr. Wilson conducted a PowerPoint presentation on the Caddo Parish Animal Shelter. He stated that the calls for service has decreased in the past years. The number of intakes have decreased since 2012, along with the number of animals euthanized. The number of animals increased over the years. Caddo Parish has performed over 1,000 spay/neuters. Ching was the 1,000 th surgery. Mr. Wilson also stated that they have been working with animal rescue groups to get these animals rescued out throughout the Nation. He stated that there have been dogs that have been flown out of Caddo Parish and sent to another state to be rescued. NOLA Freedom Transport is another group that they have been working with. He stated that there have been five dogs rescued through the NOLA Freedom Transport. He also thanked Robinson s Rescue for their outstanding job in getting animals spayed/neutered. Mr. Middleton commended Mr. Wilson on all the work he has done as Interim Director. He stated that he feels that Mr. Wilson is directing and he looks forward to working with him as chair of the Animal Services Committee. Mr. Bowman echoed Mr. Middleton s sentiments. He commended Mr. Wilson s staff for their hard work also. Mr. Cawthorne also believes that Animal Services is doing a great job. Answering a question from Mr. Cawthorne regarding dog bites per district, Mr. Wilson explained that those bites could be from someone stepping on their dog s tail and the dog bites them. If a person goes to the hospital for a dog bite, then it has to be reported to Animal Services. Mr. Wilson stated that the Bite Area has all breeds of dogs, not just pitbulls. Mr. Linn also commended Mr. Wilson for all of his hard work. 2.) Mrs. Verni Howard, New Executive Director The Providence House

3 Page 3 Thursday. (To appear at the February 18, 2016 Commission Meeting) Dr. Wilson stated that Mrs. Verni Howard will be coming to the Commission meeting on 3.) Reminder Commissioners 2016 Legislative Priorities due by Thursday, February 18, 2016 Dr. Wilson reminded the Commissioners that their Legislative Priorities are due by Thursday, February 18 th. He stated that he has only received one. Dr. Wilson stated that he has received several phone calls questioning his residency. He stated that this drama was brought on in part by Resolution No. 11. He also explained that he does have a hose in Bossier Parish, along with an apartment in Shreveport. He said that the ordinance required him to establish residency in Caddo Parish. Dr. Wilson provided a copy of his lease, utility bills, receipt for furniture that he purchased a year ago, etc. Dr. Wilson also stated that they have been trying to sell the house for years, but some things have changed in his life. He decided that he was going to keep the house for his children and grandchildren. He also said that the ordinance required him to establish residency in Caddo Parish, not his children. Dr. Wilson stated that his house in Bossier is home base for his family. Dr. Wilson spoke to the management of his housing complex concerning an individual wanting information where he lives, but management would not give him any information. Dr. Wilson stated that there has to be a 24-hour notice before anyone can visit his quarters. He stated that he does not recall inviting any Commissioners to his house. If someone came, then they came uninvited, he said. Dr. Wilson showed pictures of his apartment. He provided a copy of the delivery receipt for the furniture to his apartment. He talked about the false statement that his house was used as a model apartment for potential future residents. He stated that he and his wife had to wait four weeks to even look at the apartment because someone else occupied it. Dr. Wilson stated that the Caddo Parish Commission has better things to do than these petty accusations. He wanted to know why his residency is being questioned now. He stated that he has been on the NLCOG board for twelve years. He also pointed out that there were NLCOG meetings held in this Chamber, but nobody showed up, but himself. He feels that he is doing a great job on the board, and if he isn t then take him off of the board. Dr. Wilson stated that if anyone has an issue with him, then they should come to him and talk to him. Mr. Chavez stated that this discussion should be have been behind closed doors. Mr. Chavez wanted to know if Dr. Wilson actually lives there. Dr. Wilson stated that he does lives there, and it would be foolish to pay for all of the amenities, along with his house in Bossier. Mr. Middleton stated that he is disappointed in the way that this has been brought forth. He stated that this should have been done behind closed doors. He commended Dr. Wilson for all of his hard work he has done over the years. Mr. Dominick stated that this should have not been a surprise on the agenda. He also commended Dr. Wilson for all of his work he does for the Parish and the NLCOG board. Mr. Bowman stated that normally he follows leadership and his President. Mr. Bowman stated that Dr. Wilson is an impeccable man of God and a great administrator. Mr. Atkins apologized to Dr. Wilson about how this issue was approached. He thanked Dr. Wilson for all that he has done for the Parish, and he values his service for NLCOG. He believes that these are long-term projects that needs a long-term perspective. Mr. Johnson stated that today has been a shame. He stated that Dr. Wilson should not have been dragged through the mud like this. He also said that Dr. Wilson has been a man of integrity in all of the years that he has known him. Dr. Wilson is also a Christian man, he said. He complimented Dr. Wilson on his professionalism, integrity, and how he represents the Parish. Mr. Cawthorne stated that here is an investigative process in which this should have gone through. He also said that Dr. Wilson should not have been put through this. Continue to do a good job, he said to Dr. Wilson. Mrs. Gage-Watts stated that Dr. Wilson is a man of integrity. She feels that Dr. Wilson has done a tremendous job. She also feels embarrassed that this issue has come up in this manner. She stated that the citizens do not deserve what we have been giving them. She stated that we need to get back to the real issues.

4 Page 4 Mr. Jackson feels that employees should have been put on the spot like this. He stated that this should have been addressed in a more dignified and professional matter. He also feels like the new Commissioners are being brought into something, and he would like to encourage this body to seek everything in a professional matter. Mr. Jackson also feels that Dr. Wilson does an excellent job, day-today. He stated that he supports Dr. Wilson and he will stand behind him. He too apologized to Dr. Wilson for all of this. Mr. Epperson stated that when Dr. Wilson first came down to the Parish, some of the Commissioners thought he was over-qualified for the position that he was seeking. Mr. Epperson also stated that those items should be put on the agenda in a timely manner. He also commended Dr. Wilson on all of the excellent work he has put forth in all of the positions he has held. team, he said. Mr. Middleton stated that the Commission is supposed to be a team. He stated that this should have been handled in a more private setting. He also said that he brought this issue forward because at the last meeting, it was said that any issues with questions should be brought to the light. He apologized for embarrassing and offending the Commission body as a whole, anyone on the Commission body, and Dr. Wilson. Mr. Johnson stated that any Commissioner can bring any issue forward. He also said that the President s duties are to facilitate this meeting and to be ceremonial. may have. That concludes the Administration Report, staff will answer any further questions that you COMMUNIQUES/COMMITTEE REPORTS Mr. Dominick requested the Commissioners contact cards from Facilities & Maintenance. Mr. Johnson stated that there was a Policies & Procedures Committee meeting, in which some changes were made to the Travel Policy. He stated that those changes will be brought before the full body for approval. Mr. Johnson also feels that there should be increase in security measures in the Chambers. He stated that in December, a dead dog was brought before the City Council. Mr. Johnson also addressed Mr. Benjamin Arnold s concern with relocation. He stated that there is an article called Relocation: The Rights and Benefits as a Displaced Person under the Federal Relocation Assistance Program that would address his issues and concerns with those individuals that might be displaced because of the Inner City Corridor. Mr. Johnson also requested from Administration to have someone come give a brief synopsis of the Adjudicated Property process for Thursday s Regular Session. Mr. Epperson asked that Administration to contact the School Board and Aerospace Program at Southern University to see if they can develop a program to incorporate the school system with the Aerospace Program. He would like for them to be at the Work Session for February 29 th. Mr. Epperson believes that the citizens should not insult the Commissioners when they come before the Commission. They should be in right decorum and proper protocol, he said. Mr. Jackson announced that there is an Economic Development Committee meeting scheduled for Thursday, February 18 th. Mrs. Gage-Watts requested that Public Works look at the church on Broadway and Dora in which the roof is falling in. Mr. Glass stated that he will contact the City. Mr. Cawthorne invited everyone out the annual State of Black Shreveport Symposium and Economic Summit on Saturday, February 27 th from 9 AM until 5 PM at the Convention Center. PRESIDENT S REPORT Mr. Linn stated when he sold his company, he did not owe any taxes. He also sold the company s name, which he thinks the new owners owe those taxes. NEW BUSINESS

5 Page 5 It was moved by Mr. Johnson, seconded by Mr. Dominick, that Zoning Case P-1-16, in regards to Ordinance No of 2016, amending the zoning of a property located on the North side of Market Street, 3040 feet East of Roy Road Extension, Caddo Parish, LA from R-A, Residence-Agriculture District, to B-3, Community Business District with site plan approval/morh and Associates be moved to Thursday s Regular Session for introduction. Motion carried, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Epperson, Gage-Watts, Jackson, Johnson, Linn, Middleton, and Smith (12). NAYS: None. ABSENT: None. It was moved by Mr. Bowman, seconded by Mrs. Gage-Watts, that Resolution No. 8 of 2016, urging and requesting Louisiana s Congressional Delegation to support the funding of the Red River Sedimentation & Hydraulic Survey be moved to Thursday s Regular Session. Mr. Johnson made a friendly amendment to include all of the U.S. Congressional Delegation. He stated that there needs to as many votes as possible to get it done. Mr. Bowman accepted the amendment. At this time, Mr. Bowman s motion carried as amended, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Epperson, Gage-Watts, Jackson, Johnson, Linn, Middleton, and Smith (12). NAYS: None. ABSENT: None. It was moved by Mr. Linn, seconded by Mr. Jackson, that Resolution No. 9 of 2016, suspending the effects of Chapter 4 and Chapter 54 of the Caddo Parish Code of Ordinances relative to alcoholic beverages and zoning regarding 2400 E. 70 th Street, Shreveport, Louisiana be moved to Thursday s Regular Session. Answering a question from Mr. Jackson regarding the risks if the Commission suspends this, Attorney Frazier stated that the Commission would not assume the risks. Answering a question from Mr. Dominick regarding if this should be done by resolution or ordinance, Attorney Frazier stated that it would need to be done by resolution. Mr. Cawthorne stated that he is in favor of moving forward with the resolution. He stated that the owner would like to be able to sell alcohol. It was moved by Mr. Jackson, seconded by Mr. Atkins, that Resolution No. 10 of 2016, urging and requesting the Louisiana Legislature to oppose any reduced funding relative to University Health or LSU Health Shreveport School of Medicine be moved to Thursday s Regular Session. Mr. Jackson stated that he received a letter from Mr. Rod Williams asking for this resolution. Mr. Jackson would also like to add all of the higher education institutions that are in Shreveport and Caddo. A substitute motion was made by Mr. Johnson, seconded by Mrs. Gage-Watts, to include Southern University and LSU-Shreveport in the Resolution. At this time, Mr. Johnson s motion carried, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Epperson, Gage-Watts, Jackson, Johnson, Linn, and Smith (11). NAYS: None. ABSENT: Commissioner Middleton (1). It was moved by Mr. Linn, seconded by Mr. Bowman, to pull Resolution No. 11 of 2016, preliminarily suspending the Caddo Parish Administrator, and otherwise providing with respect thereto. Motion carried, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Epperson, Gage-Watts, Jackson, Johnson, Linn, Middleton, and Smith (12). NAYS: None. ABSENT: None. It was moved by Mr. Johnson, seconded by Mr. Epperson, that authorization of Dr. Woodrow Wilson, Caddo Parish Administrator, to serve as the Caddo Parish Commission s designee to the North Louisiana Council of Government (NLCOG) Board of Directors for the years be moved to Thursday s Regular Session for confirmation. Mr. Jackson would like some cleanup done in other legislation, so that this is in compliance with what has been previously passed. Mr. Jackson believes that where the confusion sets in is, the members of NLCOG shall be the Mayor of the City of Shreveport, Mayor of Bossier City, Bossier Parish Police Jury, and the President of the Caddo Parish Commission or its designee. He believes the President has the first right of refusal. He also said that if the Commission is going to designate Dr. Wilson as the permanent designee, then there needs to be some cleanup done with the legislation.

6 Page 6 Attorney Frazier stated that there needs to be a resolution drafted to ask NLCOG to change their by-laws to reflect that the Parish s representative would be the Parish Administrator. Mr. Middleton asked that the future appointments be ratified by the Commission as a whole, not individuals. Mr. Linn stated that the Caddo Parish Commission, NLCOG by-laws, and the Federal Guidelines are all in sync with each other. Attorney Frazier pointed out that the change that Mr. Middleton is requesting would have to be a change in the Commission s by-laws. It was moved by Mr. Johnson, seconded by Mrs. Gage-Watts, to call for the question. Motion carried, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Epperson, Gage-Watts, Jackson, Johnson, Linn, Middleton, and Smith (12). NAYS: None. ABSENT: None. At this time, Mr. Johnson s motion carried, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Epperson, Jackson, Johnson, Middleton, Smith, and Gage-Watts (11). NAYS: Commissioner Linn (1). ABSENT: None. It was moved by Mr. Johnson, seconded by Mrs. Gage-Watts, that appointment of Mr. Ronnie Festavan to the Black Bayou Watershed Commission, to fill the unexpired term left by the resignation of Mr. Vernon Jennings, term to expire August 14, 2018 be moved to Thursday s Regular Session for confirmation. Motion carried, as shown by the following roll call votes: AYES: Commissioners Atkins, Bowman, Cawthorne, Chavez, Dominick, Epperson, Gage-Watts, Jackson, Johnson, Linn, Middleton, and Smith (12). NAYS: None. ABSENT: None.2). It was moved by Mr. Jackson, seconded by Mrs. Gage-Watts, that Resolution of Recognition and Remembrance to Jesse N. Stone, Jr. be moved to Thursday s Regular Session. A substitute motion was made by Mr. Johnson, seconded by Mr. Epperson, to englobo Resolution of Recognition and Remembrance to Jesse N. Stone, Jr. and Special Resolution Recognizing 50 th Anniversary of Vietnam War be moved to Thursday s Regular Session. Mr. Middleton announced that the Animal Services Committee was canceled. CONSENT AGENDA Ordinance No of 2016, to amend and reenact the section 2-30 of the Caddo Parish Code of Ordinance to state terms under which Commissioners and their dependents may participate in Parish group insurance Ordinance No of 2016, declaring certain adjudicated properties to be surplus and to authorize the Parish Administrator, or a designee, to sell the Parish of Caddo s tax interest in certain surplus adjudicated properties There being no further business to come before the Commission, the meeting was adjourned at 5:50 p.m. /s/ Todd A.
