2 A. EXECUTIVE SUMMARY This report provides updated information related to issues concerning the HPV vaccination of grade 8 girls in the City of Toronto. B. PURPOSE Arising out of a Trustee Motion at the Student Achievement and Well Being, Catholic Education and Human Resources Committee meeting of January 16, Staff was directed to bring back a report on all activities over the past year around the HPV Vaccine program so that our partnership with Toronto Public Health can be reviewed. C. BACKGROUND 1. There has been on-going information publically available on the HPV Vaccine. Some parents have continuing concerns regarding the side effects of the HPV Vaccine. HPV is a common virus that can lead to genital warts and cancer of the cervix. HPV causes almost all cases of cervical cancer in Canada. 2. Two HPV types cause over 70% of cervical cancers and two other types cause over 90% of genital warts in Canada. 3. An updated letter regarding the HPV vaccination from the Catholic Bishops of Ontario is attached as Appendix A. D. EVIDENCE/RESEARCH/ANALYSIS Analysis of the subject matter Each year, the diagnosis and treatment of HPV-related infections costs the Canadian health care system over $300 million. The HPV Vaccine is a vaccine to prevent the most common types of HPV infections (types 6,11,16,18). Type 16 and 18 cause cancers in 1900 people in Canada each year. Types 6 and 11 cause 90% of genital warts. (Refer to article: Social equity in Human Papillomavirus vaccination: a natural experiment in Calgary Canada). According to the Calgary study (Appendix B), those with lower socioeconomic status were differentially disadvantaged by not having access to an in-school vaccination delivery model. 3 In Toronto, between 2007 and 2013, 43 (0.02%) AEFIs (adverse events following vaccinations) were reported out of a total of 185,018 doses of Gardasil vaccine given in the school-based program. Most AEFIs were mild and self-limiting such as a rash, diarrhea or dizziness. There were three anaphylactic reactions which resolved immediately with treatment and there were no lasting effects. For further briefing on this subject, refer to Appendix C. All information sent to schools regarding the HPV Vaccine includes: a Fact Sheet from Toronto Public Health (Appendix D), a parent letter from Toronto Public Health requesting consent for the vaccination (Appendix E) and a letter to parents with additional information about the vaccine created by TCDSB staff (Appendix F). E. METRICS AND ACCOUNTABILITY Through regular statistical monitoring with Toronto Public Heath personnel we will be able to track progress in relation to the number of our students vaccinated and relationship with cases of cervical cancer, genital warts. We will also review longitudinal studies that have been conducted in other parts of the world that have monitored correlation between the HPV vaccination and reduction of cervical cancer and genital warts.
