1 INTERNATIONAL MARITIME ORGANIZATION E IMO BLG WORKING GROUP ON THE EVALUATION OF SAFETY AND POLLUTION HAZARDS OF CHEMICALS 14th session Agenda item 7 ESPH 14/7 29 July 2008 ENGLISH ONLY REVIEW OF CHAPTER 19 OF THE IBC CODE Submitted by the Netherlands Executive summary: Strategic direction: 5.2 High-level action: Planned output: Action to be taken: Paragraph 7 SUMMARY This document presents the results of a review of chapter 19 of the IBC Code, for consideration by the ESPH Working Group Related documents: BLG 12/, paragraph 3.10 and ESPH 13/9 1 Introduction 1.1 At its twelfth session, the BLG Sub-Committee concurred with the view of the ESPH Working Group that the revision of chapter 19 of the IBC Code should continue as part of the work programme with a target completion date of 2009, and urged member delegations to make available the necessary expertise to support this exercise and submit any observations to the contact point in the Netherlands. 1.2 The Netherlands has started the extensive work on the review of chapter 19 and has checked up to 1,320 index names out of the total of 2,240 index names listed in chapter 19. The aim of this review is to:.1 correct mistakes in chemical names;.2 delete incorrect, misleading or archaic names; and.3 identify cases where the product name covers a group of chemicals and the index name is a single chemical. 2 ESPH 14/ Method of work 2.1 The following reference documents or information have been used:.1 Information from stakeholders (information was provided by CEFIC; see annex 2 to this document);.2 Sax s Dangerous Properties of Industrial Materials, 10 th edition; and.3 Chemfinder.com. 2.2 The first check was performed using the Sax s Dangerous Properties of Industrial Materials. For index names that did not appear in Sax, a second check was performed using the website www. chemfinder.com. 2.3 The results of the exercise are presented as a table in annex 1 to this document. It should be noted that the entries are listed in alphabetical order of the product name. An explanation of the columns is given below: Column 1: Column A: Column B: a row number for ease of reference for ESPH. It is not envisaged to include this number in chapter 19 of the IBC Code; current index name; current product name, in alphabetical order; Column C: reference to chapter /18; Column D: Column E: Column F: reference to UN Number, where the UN number is unique for the product name in the UN TDG 15 th edition; proposed corrections to the index name of the IBC Code; comments and suggestions to facilitate the ESPH discussions; Column G: In this column see, an is included when the index name is a single product, belonging to a chemical group listed in chapter ; Column H: in this column Index name not in Sax, an is included when the index name was not found in Sax s Dangerous Properties of Industrial Materials 10 th edition, or when the index name is not listed as a correct synonym of the product name in chapter ; Column I: Column J: In this column the results of the database Chemfinder.com is included. Additional information on some products has been received from CEFIC (see annex 2) and has been included in annex 1 for the listed products. 2.5 To facilitate discussions by the ESPH, comments or suggestions are given in column F. Deletion is proposed when the index name is incorrect, out of use, or may lead to misinterpretation. For cases where the index name is correct and found in Sax or Chemfinder, it is proposed to keep the index name.
