2 Stacey Heggie commenced employment within the RCPCH Scottish office on 31 st October. Stacey replaces Carol Irvine as committee administrator. (b) Forthcoming events Dates were noted. Dr Ishaq Abu-Arafeh announced the St Andrews Day Symposium for 2012 will take place in RCPSG on 30 th November. SC /11/35 Meeting Dates for 2012 Dates were confirmed as: Tuesday 28th February Wednesday 20 th June Thursday 8 th November All meetings commence at 9.30 and finish with lunch at apporx 1pm SC /11/35 To approve unconfirmed minute Minutes were approved SC /11/37 Update on Annual Conference 2012 Dr Fiona Drimmie reported on the Academic Board meeting of 20 th Oct, it has been decided that the SPS slot and the trainees slots should be amalgamated to some degree. The RCPCH Scotland programme was discussed with the Committee agreeing that it would be helpful to know what it clashed with. Dr Ishaq Abu-Arafeh suggested it would be beneficial if both Scottish slots could run on the same day. Dr Fiona Drimmie thought that it would be too late to change the programme. It was agreed that Claire Burnett would chase up speakers yet to respond and to obtain a full programme for distribution to the committee. Dr Fiona Drimmie informed that committee that the Europaediatrics Conference was coming to Glasgow in June 2013, the programme looks very exciting. Jean Davies, Nursing rep informed the Committee that the RCN Europe event was also taking place in Glasgow in June. SC /11/38 Update from College Dr Hamish Wallace The Chair welcomed Dr Hamish Wallace and asked him to update the committee on his role. Hamish thanked the committee for inviting him along, he explained he had been in post for 5 months now and was still very much finding his feet. One of his major role as registrar is governance, he informed the committee that College were receiving many requests for help and that there was no defined way of providing this. He suggested that the College should look to formalise this process and provide guidance for Trusts and individual members. He encouraged the Scottish Committee to put forward senior colleagues who would be interested in producing this guidance and to then operate as an external advisor. 3 Dr Catherine Calderwood enquired as to the relationship between College and the Department of Health. Dr Wallace responded that meetings were held and there was an exchange of information. It was noted that Royal College of Obstetricians and Gynaecologists meet with DH at least once per month. Dr Kate McKay suggested that as advocates for C&YP we should be doing more to lobby Governments SC /11/39 RCPCH representatives on national service networks Document 8 was discussed with Dr Peter Fowlie stating the committee s position that it was not appropriate for College to be represented on Service networks. Dr Hamish Wallace challenged this view. Discussion followed around the responsibilities of this network and the role the RCPCH would be expected to take. Following on from comments around the table Dr Peter Fowlie agreed to write to Annie Ingram requesting clarification on the RCPCH role with the view to suggesting a representative. SC /11/ 4 0 Update from the Specialty Training Board Document noted under Workforce report SC /11/ 41 Chairman s Report Document noted SC /11/ 42 Secretary s Report Report noted SC /11/ 43 Receiving Council Minutes of 2 nd March Document noted SC /11/ 44 RCPCH Representative Reports a) Regional Sub-Committees i) West Regional Committee Dr Ishaq Abu-Arafeh informed the committee that a successful MRCPCH question setting day had been held in the West of Scotland, it is hoped this will become an annual event. The West Regional Committee and RCPSG hope to reinvent the summer colloquium evenings. The first event will take place at Forth Valley with attendees touring the new facilities. ii) South East Committee Dr David Devadison spoke about the Paediatric Lecture series and how sites should make a commitment to this RCPCH Scottish Committee Meeting 28 th February

4 iii) North, North East and East Dr Donald Macgregor wished to raise some issues around Elgin hospital with a view to RCPCH involvement, As Dr Macgregor had already left the meeting Dr Peter Fowlie agreed to take this up with Dr Macgregor in the near future. b) Regional advisers it was noted that no regional advisors were in attendance. Dr Peter Fowlie agreed to write to the RA and explain their role on the Scottish committee c) Workforce Officer s Report Dr Ian Hunter reported on the proposed workforce numbers for the 2012 intake. SG has given permission to recruit to both ST1 and possibly ST2 & 4 to a total number of 24. However in a change to usual practice salaries need to be available at the time of recruitment which may mean we are unable to fill all 24 posts. The issues of attrition, less than fulltime working and OOP were discussed, Dr Fiona Drimmie expressed a Deanery view that continuing training at 50% is not good practice and that a figure of 70 80% would be more realistic. Dr Peter Fowlie asked Dr Ian Hunter if he felt RCPCH were represented adequately within the SG Workforce directorate. Dr Ian Hunter replied that he had no formal route into this directorate and that a meeting with Alistair Cook and Paul Padfield would be most welcome. Dr Peter Fowlie agreed to take this forward. d) SSASG s Dr Amani Yacoub spoke about the RCPCH census with regards to different questions directed at the SSASG. She enquired as to a comment in report 13g lead for training manpower Scottish government view is that sasg work can be taken on by primary care. Dr Catherine Calderwood disagreed with this comment. It was agreed that Claire Burnett would speak to David Shortland for clarification. Dr Yacoub spoke of the vacancy for a SSASG rep for North of Scotland, it was agreed that this post had been advertised many times in many ways. Dr Kate McKay was worries about a huge part of the workforce not engaging with college stating these individuals must feel very isolated. Dr Amani Jacoub suggested that along with Dr Joan Ritchie, SSASG rep for SE Scotland she would make attempts to contact SSASG members and non members in N, NE Scotland. 5 e) Trainees Representative Dr Lindsay Ford informed the committee that concerns had been raised regarding ST1-2 s acting in the middle grade rota are seeing children and not being reviewed by a consultant. Dr Catherine Calderwood suggested this needed to be taken up and resolved locally. Dr Lindsay Ford thought this issue if left unresolved could contribute to attrition. Recruitment fairs were discussed with Dr Lindsay Ford enquiring if the College had ran these in Scotland. Dr Ford agreed to take this matter forward. f) Lead for Education Dr Fiona Drimmie took over as lead for Education in July She spoke of her intention to revamp the paediatric lecture series, all participating centres had been approached to gain a consensus on the way forward. Dr Drimmie also hopes to move SCOPE1 forward. Dr Kate McKay asked if SCOPE2 incorporated child protection training as the e-learning package from College was very English and not always appropriate for Scotland. Dr Drimmie replied that a module around public health was a choice within the programme but trainees could opt not to do this. Dr Catherine Calderwood spoke of the UK Screening committee where e-learning packages had a jump to Scotland tab. Dr Kate McKay suggested that Dr Jean Herbison may have written to the College on this issue, it was agreed that Claire Burnett would follow this up. G) Lead for Training h) Exams Update Report noted SC /11/ 45 Specialty and Other Group Reports a) Royal College of Psychiatry b) Scottish Colleges Committee on Children s Surgical Services and British Association of Paediatric Surgeons The variation in screening practice around developmental dysplasia of the hip was discussed with Dr Dave Simpson suggesting colleagues were finding it very difficult to have this addressed. Dr Catherine Calderwood was concerned by this variation and asked Dr Dave Simpson to follow this up in writing to her. RCPCH Scottish Committee Meeting 28 th February

6 Dr Simpson announced that he would be replaced on this committee by Dr Rod Duncan. The committee thanked him for his participation. c) SACCH Dr Helen Gibson reported that the SACCH conference would take place on 23 rd March 2012 at Perth Concert Hall, the topic will be interaction between acute/general paediatricians and CCH. d) Royal College of Physicians of Edinburgh No report. e) Royal College of Physicians and Surgeons of Glasgow Included in the West of Scotland RA Report. f) Scottish Paediatric Society Report noted g) Academy of Medical Royal Colleges h) Child Protection Sub Committee SC /11/ 46 Any other business a) Early years advisory panel for healthcare improvements Scotland Dr Kate McKay informed the committee that this group had a 35 day remit so it was unlikely that much influence could be brought to bear at this stage. It was agreed that offering to comment on output from the group would be suggested. Claire Burnett will contact the group administrator. b) ST1-2 training taken within trainee report c) Paediatraic lecture series taken within lead for training report d) Party political conferences Dr Peter Fowlie enquired as to the committees view on RCPCH attendance at these events in view of the fact that this had happened in England. Dr Hamish Wallace responded that it was important the College in Scotland had a strong political profile and that this could be a way to influence decision makers. Jean Davies informed that Committee that RCN attend all party conferences in England and Wales. It was agreed that Dr Peter Fowlie will write to Dr Chris Hanvey to enquire if there are any plans to involve Scottish Political Conferences. e) Childhood Deaths Dr Peter Fowlie will take this up with Donald Macgregor.
