3 What is Innovation SAGA Project? Innovation SAGA Project is a public-private research and development (R&D) project on new public services that let the public and private sectors jointly try out new public services by connecting the latest technologies and know-how available in the private sector with new social demands perceived in the public sector.

4 Rule of this Project R&D by using only resources that public or private sector can provide to each other without paying any money to others. The administration and the enterprise undertake R&D by using mutual intellectual resources, based on an agreed contract.

5 Objectives of this Initiative

6 The first CREATION: Innovative solutions An example of the first CREATION is a GIS-based Pandemic Influenza Surveillance System, which provides 2-dimensional information on the influenza spread, and which is a result from this project with Pasco Inc. In the case of the pandemic influenza (H1N1) spread since April 2009, this surveillance system helped the public organizations including 303 public schools to analyze and decide counter measures (e.g. closing schools and public facilities) in a prompt manner.

9 The second CREATION: New business As for the second CREATION, i.e. creation of local businesses, an example is a WiMAX (a high-speed wireless Internet services) experiment with Fujikura, a nation-wide telecom technology company, which realized four local WiMAX business licenses in Saga, the largest number of the regional business licenses in Japan.

11 The third CREATION: New work styles In addition, as for a business that leads to a CREATION of new work styles, which are connected to improving effectiveness of administrations, we conducted a research regarding the administrative reform and management techniques using BSC (Balanced Score Card), carried out experiments regarding introducing a cloud computing in municipal taxation, health insurance and resident record, and did a study on performance-based IT system procurement techniques.

12 Examples on Joint Research Activities for Operating Effectiveness The joint research with Microsoft Research of availability and usability of the IT-based Balanced Scorecard (BSC) Methodology in the Saga Prefectural Gov. Analysis of the government officials' literacy on business improvement methodology by using ICTs. The joint research with Accenture Study a feasibility of converting the object of IT procurement from "system functions" to realized results". The joint research with NTT Data Kyushu, Samsung SDS and Fujitsu Stock-take of the existing IT systems that city/town governments operate by each business category. Clarification of the issues to share and co-use cloud-computing systems.

13 Participating Private Sectors There were entries from 38 companies both inside and outside the prefecture for the implementation of the R&D. We studied with 21 companies among them. The amount of induced private investments in is over 2 million dollars. 15 Conclusion In the relation of equal joint R&D to which both pooled the resources, this system create the environment that can accept the private organization s free wheeling ideas. In this joint R&D system, the administration and the enterprise can undertake research by using mutual intellectual resources, so that the effect of the joint research can be far larger than the research conducted by an individual stakeholder alone. Results from this joint R&D are applicable in a much more general context and in the local governments throughout the world.

19 The School Health Surveillance System The School Health Surveillance is a system that collects the information of the absentees of the schools and the patients in the hospitals, and makes it visible on a regional map. The schools and the prefecture and the city governments become able to find the symptoms of the early stage of the pandemic Influenza so that they can take measures, e.g. class/school closing, influenza alert, etc., based on tangible data swiftly.

20 Impact of Pandemic Influenza( H1N1) on School Administration Trend for the number of closed classes, grades or schools and ILI surveillance in Japan Number of case per sentinel Closed Class Closed Grade Closed School ILI (Influenza like Illness) Number of schools Epidemic Week On June 12, 2009, the WHO declared a global flu pandemic that emerged in April 2009 and raised its pandemic alert to phase 6.

21 A Lesson from Actual Pandemic Influenza On May 16: The high school students in Kobe city were infected with the pandemic flu. (The first detection of the secondary infection in Japan) On May 17~ : It was an infection spread in Osaka and Hyogo prefecture. Afterwards The number of infected persons increased Pandemic flu had spread domestically There had been hundreds of absentees in the junior high school next to the high school, on the 11th day before the first domestically infected person was identified in the high school. It is important to find the symptoms of the early stage of the spread against pandemic flu.

The infection spread will be forecast in the near future. The infection spread is being forecast though there are already a lot of infected persons.

27 (2) Making it visible on a regional map (GIS) Advantage ii) Possible to compare The comparison by various zones and different time series is easy. Elementary school zone data and junior high school zone data on the same day. The difference of the infection spread can be compared and analyzed.

29 Background of the System Development Problem: A lot of school officials' cooperation is necessary for the information gathering. On September 30, 2009, the Saga prefectural Gov. gathered the school officials in Saga prefecture and held a briefing meeting on the school health surveillance system. On November 2, 2009, The operation of the map system was started. Solution: The system was accepted because the method of data input is easy.

34 Impacts in the Saga Region Making a prompt, adequate judgment and grasping the symptoms of infection enable the public sector to inform people of infection situation and precaution, etc. in places where people gather. As a result, It becomes possible to decrease the number of diseases, serious disease and deaths from pandemic flu. The medical institutions take measures easily, and it leads to residents health maintenance. Companies can prevent the shutdown and people can prevent absence.
