4 THL is active all across Finland Main office in Helsinki Six satellite offices in other cities: Turku, Tampere, Jyväskylä, Kuopio, Oulu and Vaasa A total staff of about 1200 (person-years) State institutions subordinate to THL: state mental hospitals (Niuvanniemi and Vanha Vaasa) state reform schools THL 4
5 THL s statutory duties To promote health and welfare, prevent diseases and social problems, and to develop social welfare and health care activities and services. THL is active in research, development, evaluation and follow-up; THL engages in extensive international co-operation. THL performs official tasks and is the statutory statistical authority in health and welfare, maintaining a strong knowledge base within its field. THL is also responsible for the application of this knowledge THL 5

Ultimately, we are responsible to all people in Finland for progress in health and welfare. Independence We are an autonomous expert institute and our work is based on research knowledge. 9 THL s challenges People in Finland are healthier and feel better than ever before, but there are still many challenges. These include: to increase disability-free life expectancy to reduce health and welfare inequalities to prevent social exclusion lifestyle-related challenges: to reduce smoking and alcohol use, and to promote healthy diets and physical activity to increase the attractiveness of working life and coping at work population ageing, functional capacity of older people pandemic and biohazard preparedness THL 9
10 THL s challenges: the Service Delivery System The service delivery system in the social welfare and health care sector in Finland is impressive even by international standards. It has the support and appreciation of the public. It is important to maintain this. Challenges linked with the service delivery system include: to control growing costs to meet increased public demand for services to ensure the supply of trained professionals to efficiently steer and manage the service system to maintain an information system that supports information steering THL 10
11 Guidance through information and exerting an influence THL's key goal is to ensure that issues of welfare and health have a strong impact on decision-making at all levels. The focus is on: National and municipal decision-making Health and welfare professionals The private sector NGOs and the general public The methods are: Planning, follow-up and evaluation Development work and innovations The provision of expertise Communications and PR and practical application of results Co-operation and partnerships International work National duties THL 11
12 Key figures Funding THL s total budget for 2012 is some EUR 110 million: 63% from the State Budget, 29% from outside funding sources and 8% from chargeable services.
