2 Eradication programmes Member States submit programmes. The Commission: Assesses Approves Finances Eradication programmes A programme should: be under control of central veterinary authority have sufficient resources guaranteed be monitored and the progress reported to the European Commission be beneficial to the EU and its MS use resources in the most effective way have auditable costs; 2

5 Measures to control and eradicate CSF Laid down in EU legislation (Council Directive 2001/89/EC and Commission Decision 2002/106/EC). Eradication measures: stamping-out in case CSF is suspected and confirmed on pig holdings. Emergency vaccination with 'conventional' live attenuated vaccine or marker vaccine can be used as an additional tool to eradicate the disease. Control measures: in case of the presence of CSF in feral pigs. Emergency vaccination with baits containing a live attenuated vaccine can also been used as an additional tool to control the disease. CSF programme main elements Monitoring/Surveillance (sample collection and lab testing) Virological, histological and serological tests of domestic pigs and wild boars; Vaccination (BU, DE, FR and RO) Purchase and distribution of vaccines plus baits for vaccination of wild boars 5

17 Conclusions Programmes working well in the EU Systematic vaccination should commence on bordering areas Cooperation with WB & RU (KLG) EU to finance buffer zone creation along other land borders 17

18 Western Balkan project for eradication of rabies and CSF IPA 2008/ The eradication of rabies and CSF in the Western Balkans consists of two components: 1. Component I- 7 national projects for 5 years Albania, Bosnia and Herzegovina, Croatia, FYR of Macedonia, Montenegro as well as Serbia, including the territory of Kosovo. 1. Component II regional- overall coordination Regional component for the Western Balkans countries (managed by the EU) Component I: 7 National projects Overall Objective: To improve animal health status as regards Classical Swine Fever and Rabies, ensure consumers' safety and public health, development of agriculture and improved quality of life of agricultural producers Project purpose: To support control and eradication programme of classical swine fever in domestic pigs and wild boars To support control and eradication programme of rabies in fox population and reduce the risk of new rabies cases To transpose EU legislation concerning control measures of CSF and Rabies into national veterinary legislation 18

19 Component I: National projects-how? - Evaluation of the situation - Purchase storage and distribution of vaccines for vaccination of wild boar (if necessary) and vaccines for foxes (rabies) - Purchase of diagnostics and laboratory equipment, costs for examination of samples - Purchase of equipment for surveillance, epidemiological investigations and rapid response for the control of CSF and rabies - Public awareness campaigns Component II-Regional Overall Objective: To control and eradicate animal diseases in the WB, in particular those diseases that continue to be a threat to EU MS by improving regional and cross-border cooperation in the WB and thereby ensure that the control and eradication of important animal diseases is harmonised and coordinated at a regional level with Commission support. Project purpose: Improve regional and cross-border cooperation among the beneficiaries in the WB, neighbouring EU MS and the Commission by sharing best practices and lessons learned in the control of animal diseases. Ensure a regionally harmonised implementation of animal disease control strategies Support operational cooperation, and the intensification of communication and information exchange between the authorities in the WB. Control and eradicate important animal diseases such as rabies and classical swine fever in the WB so as to decrease the risk to EU MS posed by these diseases and to facilitate the ability of the Beneficiaries to export live animals and animal products without disruption of regional trade. 19

20 Component II-Regional Objectives: To improve: epidemiological situation as regards rabies and CSF in the whole of the WB; regional and international cooperation between veterinary services in the WB in animal disease control; performance of veterinary services in the WB as regards the implementation of animal health programmes. Component II-Regional- How? To follow up the performance of the 7 participants; Experts assistance: e.g. expert visit for vaccination campaigns; Regional workshops and national meetings and conferences; Communication to the public Simulation exercises 20

Budget : Euro The overall objective of the project was to decrease the incidence of rabies, with a view for eradication of the disease in Turkey, to improve human and animal health status Data Base for Monitoring Classical Swine Fever in Wild Boar in the EU Institute of Epidemiology, FLI, Wusterhausen, Germany CRL CSF, TiHo Hannover, Germany Christoph Staubach 22

23 CSF of wild boar surveillance database (CSF-DB) It is the goal of the Community Reference Laboratory (CRL) of CSF of the EU and DG SANCO to extend the CSF of wild boar surveillance database (CSF-DB) to all EU Member States and neighbouring countries. CSF of wild boar surveillance database (CSF-DB) Aim Transparent representation of the epidemiological situation on CSF between the participating countries; Up-to-date report of the course of infection in the different countries; Evaluation of the data in time and space considering the restriction and vaccination areas; Advantages in the scientific assessment of the disease situation in different regions; Easing the production of official reports. 23
