Smith University Pandemic Response Plan PANDEMIC LEVEL TRIGGER EVENT recommendation communities of the pandemic, and its current severity. the CDC to activate in its entirety the community mitigation Student Health Center Provide seasonal flu vaccine to the JCSU family with the assistance of the insurance carrier. Provide inoculation with novel influenza vaccine to JCSU if/when available. Requires advance planning and investment (personnel, equipment, even if vaccine is free). Encourage staff to make personal emergency preparedness plans with their families. Engage staff in pandemic planning and provide opportunity to discuss and rehearse the plan during staff meetings. Plan to provide a fit test to health center employees with direct patient care responsibilities and appropriate essential employees with N-95 (mask) respiratory protection. Provide campus wide education on proper use of personal protective equipment and preventative measures. Review and revise the list of supplies that will be needed during a pandemic, and increase the amount of stock appropriately. Maintain contacts with Centers for Disease Control (CDC), North Carolina Health Department, and Mecklenburg County Health Department and communicate findings to the University. Answer all health related inquiries to the university and provide multiple forms of communication to the community based on accurate information obtained from governmental agencies. Utilize CDC preprinted information such as cough and hand hygiene etiquette found at and place appropriate materials on the website, Health Center and throughout the University. Distribute hand sanitizer, respiratory masks and hygiene messages to place on campus where large numbers of people congregate such as the student union, dining hall, classroom buildings and residence halls. Initiate treatment of acutely symptomatic cases immediately. Isolation and/or quarantine may be necessary. Transportation to a local hospital may be necessary. Transportation of students going home in private vehicles may be recommended. Provide and encourage all students entering the Health Center to wear masks if exhibiting any respiratory symptoms. Utilize notification system to alert campus about current situation. Initiate flexible work schedules to accommodate the need on campus. Communicate with Counseling Center about students who may need counseling via telephone or other methods. Ensure that the University can have on hand someone who can provide medical and mental health issues on campus.

Encourage employees to stay home if they re sick or a family member is sick. Ensure that all employees can access their network, outlook and voic from home. Compile and maintain a stockpile of supplies that could be needed during a pandemic (face masks, latex gloves, hand sanitizer, tissues, etc) for personnel who are essential employees. Review contracts with vendors, clients, consultants and contractors to ensure that services can be rendered during and after a pandemic. All departments should discuss their individual department s pandemic plans, such scheduling changes, etc. The Office of Human Resources should be available to assist with staffing, sick leave requests and guidelines for returning to work. Review and disseminate communiques to essential employees. Most departments will require staffing to ensure their requirements are met. All employees should be told that they ll be on call until the pandemic is over. Meet with appropriate employees to discuss web access off campus. Essential employees must have access to a computer or laptop. Meet with employees in Accounts Payable to discuss how to process payments from a remote site. Heed all warning from the Mecklenburg County Health Department. Start the process of rotating employees in shifts to have fewer people in the office at one time. Pass out face masks, hand sanitizer, tissues and encourage employees to use and replace them often. The accounting department will ensure that all payments to vendors are current and all hazardous materials have been shipped out. All departments will communicate with staff and other departments that their services will be limited and will be focused on specific areas of concern. (For example, HVAC will be very critical in not spreading the flu and the custodial staff should be focused on areas that are targeted as critical. Communication on payroll should be made on how we ll process payroll during this pandemic. Identify to Accounting who will have access to the bank s website and who can download daily bank activity and process transactions. Ensure that all general ledger transactions can be done remotely. (posting charges, posting financial aid, receiving payments, paying vendors, journal entries and account the CDC to activate in its entirety the All employees can work from home and will be on call in case of an emergency. Ensure that all business can be done remotely. Facilities will have 1 HVAC, 1 electrician, 1 plumber and 1 groundskeeper that will work 12 hour shifts and will be relieved every three days by another employee. Accounts Payables might have to be on campus to make payments to vendors. Construction and utility work should be contained until they re able to resume. Post Office should have at least 1 employee who will be present to receive U.S. Mail and Parcels. All mail will be stored safely until they can disseminate. Purchasing and Receiving should have at least 1 employee who will receive all shipments via FedEx, UPS, etc.
