1 Fourth Meeting of the Surveillance and Studies in a Pandemic Working Group,. Background Scope and purpose The European Centre for Disease Prevention and Control (ECDC) is an EU agency 1 with a mandate to operate the EU surveillance networks (former dedicated surveillance networks, DSNs) and to identify, assess, and communicate current and emerging threats to human health from communicable diseases (CDs). Recognising the importance of surveillance in a pandemic (SiaP), ECDC has been developing European thinking on SiaP with EU/EEA Member States through a series of meetings and papers 2,3 which have also included the important contribution of modelling 4. This has been developed in parallel with WHO thinking and recommendations. 5 Apart from studying just the reporting elements there are a number of unknowns (or gaps) that need to be estimated to improve the country response, and for this purpose the ECDC has expanded the scope from SiaP to surveillance and studies in a pandemic or SSiaP. 2 activate a number of the reporting systems and concepts. Their experiences and lessons will be vital to facilitate that other countries deal with these issues in a more effective manner. Some work has already been done by ECDC and Member States on the issue of Monitoring (WHO Component 3) around an Advisory Forum Work Group and agreed notes from that meeting are attached. The SiaP paper concluded that there will be tasks that all countries should be doing, and some where it would be sufficient if they are only done in a few as long as protocols are comparable and data and analyses are rapidly shared. However, to be comparable then the work in these few countries needs to be undertaken in a standardised way. Therefore, the purpose of the meeting is To review whether the parameters laid out in the SiaP paper still hold under the current experience or whether some can be dropped or others have to be added To take stock of the various activities that countries are doing regarding the strategic parameters To bring the countries planning/already preparing the various activities together and try to agree on protocols To identify strategic parameters no country is working on, but estimates of which would be needed Specific Objectives To share the country experiences with A(H1N1)v to date and discuss the various Strategic Parameters related to action; To learn from the experience abroad, especially that in North America; To identify groups and investigators who are undertaking relevant work in Europe and in other Regions of the world to enable the ECDC to link up and work with them to share their knowledge, experiences and lessons learnt with other countries; To specifically address the issue of Monitoring in a pandemic (WHO Component 3) and agree the minimum that EU Member States can reasonably deliver in a pandemic; To plan joint work activities through the rest of 2009 and the first half of It should be noted that the meeting will not deal with vaccine and antiviral effectiveness and safety work though this will be noted in the output. This also applies to estimates of the effectiveness of interventions. 2
3 Planned outcomes 1. A minimum set of indicators for surveillance and for monitoring in a pandemic that all EU/EEA countries can deliver and that are in accordance with the WHO indicators. 2. A live catalogue of more specialised work being undertaken in EU/EEA Member States with contact details to be retained and updated by ECDC and shared with MS and WHO 3. A clear workplan for these areas indicating what needs to be undertaken by ECDC and Member States in 2009/10 3
