4 Versión 03 Página 4 de Objective Define the organizational structure and responsibilities of the personnel involved in the emergency response for avian influenza (AI) and Exotic Newcastle Disease (END) outbreaks. 2. Scope This procedure will be applied against the notification of one or more avian influenza (AI) or Exotic Newcastle Disease (END) outbreaks in the country, according to the case definition established in the respective surveillance protocol. 3. Definitions Brigade: Skilled team in executing specific field work (tracking, quarantine, biosecurity, depopulation, disinfection, etc.), composed of two or more persons. Group: Staff that is part of the Field Operation Section (surveillance group, quarantine group, logistics group, etc.), with a Group Manager, who directs the functions in charge and reports directly to the Field Operation Section Chief. Each group can be composed of one or more brigades. Official: Support staff in the emergency operation center that provides advice to the Emergency Commander and response with regard to legal issues, communication and public relations, general aspects of security and work in liaison with other governmental and private institutions. Property: local or epidemiological and geographically defined establishment, which may include a farm, a hatchery, a patio of a house or any other establishment that owns birds. Infected premise: premises within the affected area presenting a case of confirmed avian influenza or Exotic Newcastle Disease. Contact premise: premises considered as direct or indirect contact, related to a focus of Avian influenza or Exotic Newcastle Disease, so it must be subject to quarantine, surveillance and monitoring. At risk premise: premises located in the affected area and in the control area, subject to quarantine, mobilization control, surveillance and biosecurity, which has susceptible animals that are not showing clinical signs compatible with Avian influenza or Exotic Newcastle Disease and does not classify as a focus or contact or suspected premise. Free premise: premise with negative laboratory results of Avian influenza or Exotic Newcastle Disease and with birds that don t have any clinical disease. Monitored premise: at risk premise that are sampled for the diagnosis of Avian influenza or Newcastle disease. It can be in the affected area or in the control area. Suspicious premises: premises with birds that have symptoms compatible with avian influenza or Newcastle disease but that are still pending of confirmation. It can be in the affected area, control area or in the free area. Vaccinated premise: premise with birds that have been vaccinated against avian influenza or Newcastle disease.

The Section Chief reports directly to the Emergency Commander. Subsection: Staff that is part of the Planning and the Administrative and Financial Section, responsible for specific tasks in the Emergency Plan. Each subsection has a Subsection Manager who reports to the Chief of the corresponding section. Unit: Subdivision of the groups of the Field Operations Section. Each unit has a Unit Leader, who reports directly to the Group Manager. There may be one or more brigades in each unit. 4. 6 Versión 03 Página 6 de Responsibilities: 6.1. General Director of SENASA Functions of the General Director of the National Animal Health Service in a State of Emergency will be the following: (a) Convoke the Ad Hoc Emergency Commission and appoint the Emergency Commander and other technical staffs, who are responsible for conducting and implementing actions required to respond to the declared emergency. (b) Manage the issuance of an executive order for the declaration of a State of Emergency before the Executive Branch, according to the report submitted by the Ad Hoc Commission. (c) Declare through SENASA Minor Emergencies resolutions with the respective technical and legal criteria. (d) Conduct the efforts of support and coordination of activities of other agencies of the Executive Branch that may be involved in the emergency. (e) Managing the support and participation of institutions and of state and private agencies related to the emergency. f) Implement an effective program of social communication that facilitates the operations and goals of the field section, including through special information: press, radio, TV, directed to producers and general public, supported by previously appointed personnel. Also monitor and authorize the issuance of information material issued at the emergency operations center for the news media unit. (g) Send periodic reports to the superiors of the Ministry of Agriculture and Livestock, on relevant events that occur in the emergency. (h) Request technical and economic support from the international community and international cooperation agencies, when required, through the relevant mechanisms of the Ministry of Foreign Affairs and Worship. (i) Order notification to international bodies on the occurrence of epidemic emergencies diseases. j) Submit for approval of the General Comptroller of the Republic the corresponding budgets that are required when the completion of the emergency exceeds three months, according to article 95 of law No (k) Request the Executive Branch the end of the emergency and carry out the necessary administrative actions for their corresponding ending.

7 Versión 03 Página 7 de Ad Hoc Emergency Commission: SENASA will integrate an Ad Hoc Emergency Commission which will act as an advisory body of the General Director before a health emergency is declared according to article 93 of the law No Ad Hoc Emergency Commission Members: In case of an emergency of Avian influenza or Exotic Newcastle Disease, the following officials are permanent members of the Ad Hoc Emergency Commission: -General Director of SENASA or whom he designates. -Emergency Commander: responsibility of the National Operations Director of SENASA or whom he designates. - Financial Administrative Director of SENASA or who she designates. Extraordinary members of the Ad Hoc Emergency Commission: -Chief of the Epidemiology Department of SENASA. - National Avian Health Program coordinator. -Coordinator of the National Program of Handling Animals in Cases of Disaster Any other SENASA official or external expert whose presence is considered necessary may also be an extraordinary member Responsibilities Ad Hoc Emergency Commission: The following are the responsibilities of the Ad Hoc Commission: (a) Provide the technical criteria, once analyzed the technical information generated from field reports and emanated from each relevant technical body, so that the General Director can promote the Declaration of State of Health Emergency. b) Act as an advisory body of the General Director in every emergency that will enact, whether national or regional. (c) Recommend the approval, amendment or rejection of the health emergency plans for the proper response of the emergency and the actions of first responders. (d) Follow up and evaluate the implementation of the specific emergency plan. (e) Recommend to the General Director the emergency response for budgetary execution purposes and that the eventual presentation of extraordinary budgets extends to the office of the General Comptroller. (f) Recommend the end of the declared emergency and the elaboration of the respective reports.

8 Versión 03 Página 8 de Ad Hoc Emergency Commission functions: The Ad Hoc Emergency Commission shall be convened by the General Director of the National Animal Health Services, and will meet at the emergency operations center, in the place and at the time which will be determined in accordance with the nature of the emergency. The permanent members of the Ad Hoc Commission, defined by Decree 37828, will have voice and vote. Those who are designated as advisers will only have voice. The Commission will be chaired by the National Operations Director who, in turn, will be responsible for carrying out the minutes generated during the meetings National Operations Director The National Operations Director of SENASA or whom he designates assumes the emergency command and manages the participation of other Regional Offices of SENASA to support the Regional Office where the emergency is taken care of Epidemiology Department Chief The head of the Epidemiology Department of SENASA or whom he designates will support the National Avian Health Program coordinator in the preparation and review of the emergency plan. Will be responsible for the OIE notification of the AI or END cases detected in the country and will assume the leadership of the planning section National Avian Health Program Coordinator In coordination with the Epidemiology Department, he will be responsible for elaborating the emergency plan of avian influenza and exotic Newcastle disease. Will be the technical advisor of the Ad Hoc Emergency Commission and the Emergency Commander in the management and implementation of the emergency plan of avian influenza and Newcastle disease. He participates in the Planning Section Emergency Commander The National Operations Director of SENASA assumes the responsibility as the Emergency Commander and must implement the emergency plan: -Immediately activates the emergency plan and establishes its emergency operations center. -Is responsible for all control and eradication procedures used in the area of the outbreak. -Works with the official veterinarians of the geographical area involved in the outbreak and is supported by other civil and police authorities. -Through the liaison unit, he coordinates the activities of other institutions that may be involved in the emergency. -He works together with representatives from the affected industries to keep them interested and informed. -Supported by the communication and public relations officer, he implements an effective program of social communication that facilitates the field operations and to achieve their goals.

9 Versión 03 Página 9 de 31 -Maintain permanent communication with the General Director of SENASA and the Ad Hoc Emergency Commission on facts of relevance of the outbreak, especially those derived from tracking features that suggest contacts with areas outside of the quarantine areas. - Organizes, directs and controls the information about the outbreak evolution and the measures taken, serving as liaison with the authorities at the central level Legal Officer Constituted by the Director of the Legal Advisory Unit of SENASA or its representative. Provides assistance to the Emergency Commander in all legal aspects needed Communication and Public Relations officer. Constituted by the Communication, Notification and Equivalency Unit of SENASA or its representative. - Collects and prepares transcendent news information at scheduled intervals each day, producing texts for submission to each medium, with the approval of the General Director of SENASA. -Sets a positive relationship with the local and regional news media and prior authorization of the General Director, gives them the information needed to inform the regional community and find its cooperation. -Keeps the region informed with a steady stream of briefing notes. -Coordinates the interviews authorized by the General Director and the Emergency Commander, making sure that the representatives of the news media respects all the biosecurity guidelines. -Organize the logistics of the press office within the operations center, in coordination with the Emergency Commander. -Make the necessary arrangements with the news media in the region with the aim of disseminating the necessary information, requesting the use of the official time of transmission and the free social services or otherwise pay for the service. -Identifies, contacts and sensitizes the municipal authorities of the region (provincial, departmental, district, and local), as well as to the leaders of the organizations involved with the problem to obtain their support and cooperation. -Guides, advise and attend the general public that goes to SENASA to expose their doubts, problems or complaints relating to the outbreak or the actions of the emergency plan. -Investigates and defines the educational, social, economic and cultural characteristics of organizations and communities involved in the epizootic problem, as well as the most viable forms of convincing, which allow to perform the necessary control measures, involving active and conscious participation of each person.

10 Versión 03 Página 10 de 31 -Plans, organize and execute a health educational program aimed to achieve specific educational goals through a strategy of mass media, when required. -Sensitizing the leaders of opinion in rural communities and organizes the units needed to conduct informative talks with farmers and in the community meetings. -Design the communication that is contemplated in the plan and those requested by the Emergency Commander. -Performs the production of brochures, leaflets or flyers. -Organizes printed and audiovisual resources and other communications materials. -Elaborates media and graphics supports required for public, group or training presentations, as well as provides equipment and communication facilities necessary for such occasions. -Prepare in conjunction with the planning section information to be distributed to different regions (Regional Offices) as a support to the eradication campaign. -Coordinate with the field operations section and the planning section, the continue generation of information for the central level to be distributed to the national and international media. -Coordinate the optimum use of the media available in the affected region, organizing and overseeing the effective implementation of a comprehensive information strategy. -Carry out information campaigns to the population on the evolution of the outbreak. -Supports the Emergency Commander in the establishment of a friendly and efficient relationship with the leaders of the organizations involved in the control of the disease, as well as with the municipal authorities of the region. -Promotes in various public media, the confidence, credibility and effectiveness of the emergency plan and of the staff involved in its implementation. -Organizes, directs and controls the sanitary educational program that must be encouraged between communities and bird owners, to control and eradicate the outbreak Liaison officer The liaison officer is the contact person with representatives of other governmental and private entities. Provides assistance to the Emergency Commander in all aspects as required. This unit monitor incidents during the operation to identify potential problems between the different participating entities in the implementation of the emergency plan.

11 Versión 03 Página 11 de Security officer The security officer is responsible for addressing all the safety issues. It has the authority to stop and prevent unsafe acts during the emergency operations. It also has the authority to initiate preliminary investigations of accidents occurred during the implementation of the emergency plan Field Operations Section. Section under the responsibility of the Regional s Office Chief of SENASA of the region involved in the outbreak. Directs the attention and follow-up of all cases and suspected cases in the region. Supervises and coordinates the daily surveillance, quarantine, record depopulation and other sanitary actions conducted by the field staff. Its functions are: - Coordinates all field activities through its four groups, in order to achieve the eradication of the disease and reduce the risk of spread of the disease. -Establishes and maintains a continuous relationship with the Administrative and Financial and Planning sections, in the solution of common aspects related to the activities. -Collaborates with the Emergency Commander in all the functions as required, especially regarded to keep him permanently informed of the evolution of the outbreak and the applied actions. -Make recommendations to the Emergency Commander and planning section on alternatives or changes in the emergency plan. -Request the staff, equipment and supplies needed to carry out their work. -Issues daily reports to the Emergency Commander and planning section when events warrant it SURVEILLANCE GROUP. The veterinarian responsible for the surveillance group is the person in charge of directing the units under his responsibility in the execution of the emergency plan and prepares and maintains daily records of the activities carried out by each of his units and delivers this information daily to the Field Operations Section Chief so it can forward it at the same time to the planning section INSPECTION AND DIAGNOSTIC UNIT. Depending on the magnitude of the outbreak, one or more brigades may take part in the inspection and diagnosis unit. Each one can be formed by an official veterinarian and a technician or by 2 technicians. Each Brigade will be assigned a specific territory and there will be as many as necessary to adequately cover the areas to be determined. Among its functions are: - Clinic inspection and sampling on all properties at risk located in the affected area and control area.

12 -Participates in the delimitation of the areas under quarantine. Versión 03 Página 12 de 31 -Applies strict biosecurity measures to abandon each establishment. -Emits quarantine and/or closing orders when the situation warrants it. -Performs epidemiological assessment when the situation warrants it (establish possible origin, probable dissemination and characterize the antiquity of the outbreak). -Report immediately to the head of the surveillance group the positive or suspicious cases. -Report the activities so that they can be incorporated into the current official system of information. Inspection of premises in the affected Area and Control Area: Inspection brigades operating in these areas have as main objective to maintain a regular and active surveillance of all the premises in the area, which takes place after the first control and eradication actions and is an efficient way to detect in a timely manner the eventual reappearance of new cases of disease; held in parallel with the tracking and sacrifice activities undertaken with each focus. During the inspections the biosecurity measures implemented in the emergency must be strictly followed and at each inspection a census of all of the existing animals must be performed, any difference from the previous census must be fully documented. The premises of the affected area must have a daily on-site inspection and a sampling frequency every 3 or 4 days (twice a week) and those in the control area will have an inspection and sampling once per week. These inspections must be maintained throughout the quarantine period and for a period of not less than 21 days after the closing of the last confirmed case. For the official control of the mobilization of birds, their products or by-products of establishments or premises free of IA or END (official permits for mobilization), in the affected area and the control, they must demonstrate the absence of the disease through on-site inspections and surveys previously mentioned. In case of suspicion of disease, samples must be taken and sent to the laboratory in less than 24 hours. In this case, the contaminated brigade must be replaced immediately. For this reason, the diagnostics obtained will be reported immediately to the Supervisor of the Surveillance Section, so that it reassigns the pending activity to another unit.

13 Versión 03 Página 13 de EARLY ALERTS ATTENTION UNIT. Depending on the magnitude of the outbreak, one or more brigades may take part in this unit. Each one can be formed by an official veterinarian and a technician or by 2 technicians. Who will be the ones in charge of the attention in the field of the early alerts received in the Emergency Operations Center. Among its functions are: - Clinic inspection and sampling of poultry from suspected premises located in the affected area and control area. -Addressing early alerts within 24 hours of received. -Collect the maximum epidemiological history of the early alert received. -Issuing quarantine and/or closing documents when the situation warrants it. -Carry out an epidemiological assessment (establish possible origin, probable dissemination and characterize the antiquity of the outbreak). -Report immediately to the responsible of the surveillance group the positive or suspicious cases. -Strictly apply biosecurity measures when leaving each premise. -Report activities carried out to the current official information system. The specific objective of this unit is to attend all early alerts (suspicious premises) that originate in the Affected Area and Control Area, based on a positive diagnosis. Before leaving the farm or premise, it will get the maximum information about the possible origin of the disease, and must take all indicated biosecurity measures to not allow the dispersal of the disease. The surveillance group receives the notification with the data of the suspected premises and orders the Early Alerts Attention unit to visit the place where the possible outbreak occurs. The assigned brigade inspects the birds, performs necropsies, takes and sends the samples, established a precautionary quarantine (no entry, no exit of birds or their products and restrictions on the movement of people to or from a other premises) which is coordinated with the Quarantine Group through the Field Operation section chief. In order to avoid spreading the disease, the brigade that attends a compatible outbreak of AI or ENC, will not be able to continue with the attention of other early alerts until taking a sanitary rest period and comply with other biosecurity measures (showering, changing of clothes, disinfecting footwear, washing and disinfecting of the vehicle, etc.), in this case the contaminated brigade must be replaced immediately. For this reason, the diagnosis obtained will be reported immediately to the responsible of the Surveillance Group so that the remaining activity can be reassigned to another brigade. The unit must respond promptly to all the suspected AI reports and perform the first actions in the event that the initial diagnosis, so advise it.

14 Versión 03 Página 14 de TRACKING UNIT. Depending on the magnitude of the outbreak, one or more brigades may take part in this unit. Each one can be formed by an official veterinarian and a technician or by 2 technicians. Among its functions are: - Clinical inspection and sampling of poultry from contact premises (direct or indirect) located in the affected area, area control and in the free area. -Performs retrospective and prospective investigations of the movement of birds, their products, people, vehicles, equipment or any other element capable of spreading the disease, which has been in contact with sick birds or sources of the infection. Based on the above mentioned, it determines the origin and diffusion of the disease, as well as it anticipates the possible occurrence of it in other areas, so, it allows the application of the respective control measures. -Determine the number and type of personnel, vehicles, materials and equipment necessary to conduct the operations of tracking and requests them through its section or directly, when so instructed, to the Administration section. -Informs permanently of their activities and must perform a daily report for the responsible of the surveillance group. -Carry out site-tracking visits; collect epidemiological information, inspects the animals and take relevant samples when the epidemiological analysis indicates it. -Track movements of animals and products from affected areas, prior to the establishment of movement restrictions. -Issue quarantine and/or closure documents as the case may be. -Report daily activities to the current official information system, through the corresponding epidemiological investigation form. -Immediately notify the detection of the disease. -Collect the maximum epidemiological background that the tracing can generate. -Strict application of biosecurity measures. -Awareness about the aims and the campaign procedures to the owner and workers of the premises visited. When a tracing brigade identifies that a contact premise presents a compatible clinical condition to AI, it quarantines the premise and immediately notifies the responsible of the surveillance group so that it notifies the field operation s section chief, who will order the surveillance and quarantine groups, the immediate attention of the new detected outbreaks and shall so inform the planning section.

15 Versión 03 Página 15 de 31 When tracking means having to investigate in the free Area, the responsibility of this activity will be delivered, by the emergency Commander, through an official message, to the Regional Office Director of SENASA that corresponds. - Tracking the movement of animals from the affected premises (Infected Premises): Once confirmed the diagnosis, the information obtained from the owner and employees must be broaden and confirmed. The period to be considered in the investigation will be 21 days before the onset of the first symptoms or even more if there were doubts about when the problem began. Data such as date, transferred animals, species and a complete history record in order to locate them and put them immediately under quarantine. In areas with low poultry density, tracing can be performed with the available staff; If a large number of animals or areas of high animal density were involved, support could be sought from personnel from other institutions of the Ministry of Agriculture and Livestock, municipalities and even from the Ministry of Public Security. - Tracking of products, vehicles and staff movements: The movement of animals must be investigated, not forgetting the transfer of meat, eggs, equipment, vehicles, people, pets, etc., - Tracking of veterinarians and other field personnel movements: Of the people working on the property affected, apart from the owners and staff who are permanently, it is necessary to worry about those people who make periodic visits and especially those who have contact with susceptible animals, in this context acquire a great Importance in the possible dissemination of the disease, veterinarians, supervisors and, in general, persons engaged in product sales, technical support, maintenance or other activities on more than one farm. Contact Premises: a) Direct contact: are those premises adjacent to the infected premises and it is treated the same way as the infected ones. The movement of animals from infected farms to other farms 10 days before the onset of the disease constitutes a direct contact. Farms that received animals between 11 days to 3 weeks before the onset of the disease will be put under quarantine and will be inspected daily for 21 days. The management of susceptible animals on another farm by employees of infected farms will constitute a direct contact. This farm must be handled in the same way as the infected ones. b) Indirect contacts: is considered when people coming from an infected premise visit another premise. The movements of agricultural products, equipment, food, vehicles also constitute an indirect contact.

16 Versión 03 Página 16 de 31 Premises considered indirect contacts must be quarantined and susceptible animals inspected daily for at least 21 days LABORATORY UNIT. LANASEVE Staff, located at the Emergency Operations Center and is responsible for coordinating the delivery of material for sampling, reception and dispatch of samples to the LANASEVE, as well as maintaining the updated file of protocols and generated results, product of the work of the Surveillance Group. Samples taken in the Early Alerts Attention Unit: 1-Cloacal or tracheal swabs (including the cleft palate) of not less than 11 sick or newly dead birds, (swabs in 2 pools, 1 tube with 5 swabs and 1 tube with 6 swabs). 2-Internal organs of the tissues of the respiratory and intestinal tract (separately) from other 5 newly dead or sick birds, collected in sterile plastic bags. The organs of choice are: trachea, spleen and cecum tonsils. 3- Serological samples from other 20 sick birds. Samples taking on Inspection and Tracking Units: 1-Cloacal or tracheal swabs (including the cleft palate) of 30 birds per farm. 2- Serological samples from other 30 sick birds. Backyard flocks with 10 or less birds, all should be sampled; backyard flocks with 50 or more birds, a minimum of 20 birds should be sampled. - Coordination with LANASEVE. The leaders of the inspection, complaint attention and tracking brigades, will follow the Emergency Surveillance Instructions and will determine the procedure by which the samples will be delivered to the person in charge of receiving them in the Emergency Operations Center, who in turn will dispatch them to the laboratory for their respective analysis, coordinating previously with LANASEVE the shipment of the samples. The Laboratory Services Unit of the Surveillance Group will be responsible for the reception and dispatch of the samples and must keep the appropriate records in SIVE to identify the protocols and their results, delivering a copy of the results to the Planning Section.

It is responsible for performing all actions related to the control of the movement of birds and their products, vehicles, equipment or personnel capable of spreading the disease internally or out of the affected Area and Control area. Among its functions are: -Carries out the establishment of quarantine in the Affected Area and the Control Area, within the limits established by the Planning Section and carries out disinfections at the quarantine control points. -The veterinarian responsible for the Quarantine Group must maintain, through the Field Operations Section, adequate communication with other sections and groups, especially with the Planning Section and the Logistics Group in relation to acquire the personnel, vehicles and supplies needed to carry out its activities. -Supervises and coordinates the activities of the brigades in charge, synchronizing it with those carried out by the entire Field Operation Section. -Develops and maintains daily records of the activities undertaken by each of its brigades and delivers this information daily to the Field Operations Section Chief QUARANTINE ENFORCEMENT UNIT. Depending on the magnitude of the outbreak, one or more brigades may take part in this unit. For each of the control points previously established there will be a unit brigade, composed of one or more technicians, one or more pawns and with the support of 2 or more policemen. Among its functions are: - Is responsible for physically applying the quarantine measures, both in affected and suspect premises, in risk contact premises, as well as in the affected area and the control area or in any place or facility where it is required, based on current regulations. In the same way, it authorizes and controls the permits for the mobilization of birds and their products, equipment, vehicles or potentially dangerous equipment that are intended to be mobilized internally or out of the operations area and meticulously monitors the biosecurity compliance within the same area. -Establishes and implements sanitary control points that determine the procedures and rules for controlling the movement of poultry, products and by-products, as well as biosecurity procedures for vehicles and persons. -It determines the number and type of personnel, vehicles, materials or equipment necessary to conduct quarantine operations and requests them to the Logistic Group through the Field Operations Section Chief. -Train staff of checkpoints of control over specific activities for the implementation of their work. -Establish and supervise the procedures for the movement controls of animals, people, vehicles, products and by-products.

18 Versión 03 Página 18 de 31 -Maintains close communication and direct working relationship with the Liaison Officer regarding police support to reinforce and maintain the quarantine measures. - The responsible of the Quarantine Group is permanently informed and receives a daily written report of the unit s activities by the leader of the Quarantine Enforcement Unit. -In case of violation of safety regulations, it is responsible for gathering the evidence and preparing the documentation that allows punishing the violators. -Issue the quarantine, closure or restriction orders of illegal clandestine bird premises in coordination with the Legal Officer. -Once evaluated the magnitude of the emergency, it begins to authorize in a restricted form some movements, keeping a record of each bird movements and their destinations BIOSECURITY UNIT According to the magnitude of the outbreak, one or more brigades may take part in this unit, each in charge of a technical leader with the support of two or more auxiliary technicians, which will be installed in the control points previously established. Among its functions are: - Is responsible for adapting, dictating and monitoring the implementation of techniques and actions that prevent the spread of the disease, internally or out of the operations areas. Oversees the implementation of both biological and the safety measures applicable to employees, facilities and equipment. -It determines the number and type of personnel, vehicles, materials or equipment necessary for the performance of its functions and requests them to the Logistics Group through the Field Operations section chief. -The staff is thoroughly familiar with biosecurity measures to prevent the spread of the disease by staff or equipment. Likewise, with the safety measures to prevent lesions in persons and damages to facilities or equipment in the sites where activities related to the campaign are carried out. -Study the industry procedures and practices to adapt and apply safe and effective biosecurity methods. -Analyzes and maintains a member of its staff in each poultry establishment where eradication activities are performed from the time immediately after diagnosis until the cleaning and disinfection work is completed. -Keeps permanently informed the person responsible of the Quarantine Group about its activities and must give a daily written report DEPOPULATION AND DISINFECTION GROUP. Group under the responsibility of a veterinarian. Its functions consist of:

19 Versión 03 Página 19 de 31 -Perform all tasks relating to the elimination of the main source of virus production, represented by sick birds, their contacts and the facilities, equipment and other elements contained in the infected premises. -Responsible for maintaining proper communication with the Logistics Group through Field Operations section chief to establish their needs. -Supervises and coordinates the activities of the five units under its responsibility and synchronizes these activities with the Surveillance and Quarantine Groups. -Produces and maintains daily records of the activities carried out by each of its units and delivers daily information to the Field Operation s section chief APPRAISAL UNIT. Its functions consist of: - Determines the actual and fair value of birds and materials that are determined must be destroyed, based on documentation that demonstrates the bases to reach the estimated value according regulations. -Request through the Field Operation s section chief, a specialized and previously selected MAG staff, with recognized expertise in the determination of the market value of birds and other products or equipment related to this industry. -Responsible for completing the assessment form and sending it to the Planning Section through the Field Operations Section chief. -Determine number and type of personnel, vehicles, materials or equipment necessary to conduct the appraisal work, and requests them to the Logistics Group through the Field Operations Section chief. -Responsible for sending an appraisal team to the affected premises of avian influenza or exotic Newcastle disease, as soon as the diagnosis is confirmed, also coordinates the inclusion in the team of a representative of the producer who must be present in the act. -Determine, together with the leader of the Cleaning and Disinfection Brigade, which material and equipment must be valued for their destruction, in case of not guaranteeing the elimination of the avian influenza virus or Newcastle disease virus by means of disinfection. -Ensures that the appraisals are carried out in accordance with the existing legislation and the official instructions contained in the emergency plan. -Keeps a record with the documentation relating to each and every one of the appraisals made, including invoices and other written material regarding the value of birds and other materials. The appraisal unit will be composed of personnel representing the interests of the owner and the Government. The Appraisal Unit basically consists of: the owner or his representative, a representative of the CANAVI, and

20 Versión 03 Página 20 de 31 the MAG representative. The Appraisal Unit can never consist of less than two persons. The appraisal unit must be sent to the infected premises as soon as possible, after the diagnosis has been made, to achieve the rapid destruction of animals. For the culling of poultry the "Appraisal Act" form is used. No animal can be destroyed until the appraisal documentation has been completed and the "Sacrifice Acceptance Act" form is duly signed by the owner. In case of owners refusal, an act is recorded where the facts are settled and reference is made to the Presidential Agreement which declares public interest the extinction of the epizootic. Once the legal-administrative procedure is completed, the birds can be culled. Appraisal procedure. When arriving at the entrance of the infected premise, the Appraisal Unit, must take off their clothes, comply with biosecurity standards and wear personal protective equipment. Also, before entering, it must have a polythene bag, containing the following: -Appraisal Form (enough for the houses on the farm). -A metal paper holder with clip. -Ten sheets of white paper. -A pen. The Polythene bag must be big enough, so that it can be sealed with a knot or a cord. The appraisal unit must: a. Determine the correct name and address of the owner (s). b. Check together with the owner, the exact number of birds and their exact location on the farm, draw a sketch of the facility and start locating the animals. c. The valuation of birds must be based on the normal market price. All poultry of the same species and type can be valued by category. Birds that are alive when the Inspection and Diagnostic officer arrives are eligible for their valuation. This appraisal must not be carried out on birds that are already dead before the arrival of the team. d. At the end of the appraisal, do a final review and obtain the signature of the owner in the Acceptance of Sacrifice Act. IMPORTANT: remember that errors are difficult to correct once the animals have been culled! e Notify the head of the group and the head of the Quarantine Group in charge of the premise, once the appraised value has been completed so that the culling can be started.

Once the valuation of the birds has been completed, the leader of the Cleaning and Disinfection Unit must contact the appraisal unit leader to carry out the valuation of materials such as food, fences and old constructions that, in their opinion, can not be properly cleaned and disinfected. Such objects and materials that can be destroyed afterwards must be valued in agreement with the owner. g. Materials appraisal reports must, whenever practicable, show the number, size or quantity, unit price and total value of every kind of material valued, as well as a photo for clarification. h. When returning to the entrance of the farm, the staff must clean and disinfect all equipment under the supervision of the leader of the Quarantine Brigade and leave it at the entrance of the exploitation. Place all appraisal equipment in the polythene bag and disinfect it externally with an authorized product. i. Appraisers must not establish contact with other flocks, at least 7 days after their last visit to the infected farm, except in the case of other infected farm, which are assigned for appraisal purpose prior to the depopulation. j. Appraisers must change their clothes in compliance with biosecurity regulations before boarding the vehicle in which they are mobilized and proceed to clean and disinfect the rest of the equipment used. k. Appraisers must not visit public meeting (restaurants, bars, cinemas, etc.) after visiting an infected holding, until they have taken a bath WILDLIFE CONTROL UNIT. Depending on the magnitude of the outbreak, one or more brigades may participate in this unit, each of which is led by a leading technician trained in the handling of chemicals for the control of vectors (poisons, insecticides, etc.) with the support of one or more pawns. Among its functions are: - It is responsible for the control and elimination of those animal species, especially those capable of spreading the disease internally or outside of the operations area. -It determines the number and type of personnel, vehicles, materials and equipment necessary to conduct the vector control operations and request them to its superior, who requests them to the Logistic Group through the Field Operation s section chief. -Know the approved pesticides, the safety measures included in their handling and all official regulations regarding vector control and pesticides management. -Maintains contact with official staff and other related to vector control and pesticides management.

22 Versión 03 Página 22 de 31 -Will keep permanently informed about actions undertaken to the head of the Depopulation and Disinfection Group, and must prepare a daily written report CULLING UNIT. The function of this unit is to proceed quickly and effectively, with the culling of those birds (and their contacts), in which the presence of Avian influenza or Newcastle disease has been confirmed, as well as the destruction of the products in contact with them and take all measures to prevent the spread of the virus from the place of sacrifice. Depending on the magnitude of the outbreak, one or more brigades may participate in this unit, each of which is led by an official veterinarian with the support of two technicians and ten or more pawns Once the sacrifice order has been received, the culling brigades must: - Visit the farm to define the location of the pit, the size according to the number of birds, plan the culling procedure and advise the head of the group on the appropriate method for the culling of the birds and the destruction of materials that must be considered within this procedure. -Determines the number and type of personnel, vehicles, materials and equipment necessary to conduct the vector control operations and request them to its superior, who requests them to the Logistic Group through the Field Operation Section chief. -Coordinate with the security forces, with the cleaning and disinfection unit and with the responsible of the heavy machinery, in order to define the place and time of the culling procedure. -Assists and orients the Appraisal Unit in the valuation of the animals. -Organizes, directs and supervises the culling activities, burial and disposal of birds and materials on farms, where they are requested to apply, issuing at the end the respective appraisal and sacrifice document. -Keeps its superior (the head of the Depopulation and Disinfection Group) informed about the actions taken, and must prepare a daily written report. The sacrifice must consider 100% of the exposed animals CLEANING AND DISINFECTING UNIT. Cleaning of the sites, equipment and items contaminated by discharges of infected animals is one of the most important procedures to stop the spread of the disease. Disinfection with appropriate chemical agents, equipment and sufficient personnel is also important. Depending on the magnitude of the outbreak, one or more brigades may participate in this unit, each of which is led by a leading technician (trained in the handling of disinfectants and washing and disinfection equipment) with the support of five or more pawns.

23 Versión 03 Página 23 de 31 As these procedures do not ensure the complete elimination of the infectious agent, it is necessary to wait a period of time after completed the cleaning and disinfecting procedures in order to allow the natural destruction of the agent. The functions that this unit must fulfill are: - Is responsible for the elimination and disinfection of any remnants that may contain the virus present in the farms, where the depopulation method is applied, as well as in vehicles and other equipment that can keep the virus and spread it within or outside the operations area. -Determines the number and type of personnel, vehicles, materials and equipment necessary to conduct their operations and request them to its superior, who requests them to the Logistic Group through the Field Operation s section chief. -Organizes and supervises all the activities of cleaning and disinfection in the farms where they are asked to implement them. -Perform sanitation to the culled farm: composting, burial of wastes, incineration, fencing of the sacrifice pit, disinfection of houses, warehouses, feeders, equipment and other contaminated materials. -Keeps updated in the use of approved disinfectants, biosecurity procedures and everything related to their functions. -Establishes, maintains and operates the cleaning and disinfection stations in all premises and control points of the Field Operations Section, for the treatment of trucks, cars and other vehicles or public or private equipment that will be mobilize internally or out of the operations area, as well as of material and equipment used in field work and in disinfection points of the quarantine posts (equipment, staff, dirty material, vehicles, etc.) SENTINEL UNIT (for avian influenza outbreaks). Unit responsible for checking the absence of the infectious agent through the introduction of susceptible animals (sentinels), in premises which were affected by the disease. Depending on the magnitude of the outbreak, one or more brigades may participate in this unit, each of them in charge of an official veterinarian (leader) with the support of a technical assistant. Approximately 15 days after ending washing and disinfection procedures of the entire affected premise, sentinel birds are introduced and maintained for not less than 21 days, time long enough to detect residual virus that had escaped cleaning and disinfection procedures.

24 Versión 03 Página 24 de 31 The number of sentinel birds will depends on the size of the premise and the number of animals reared on it. A recommended amount is 5% of the normal population, but never less than 5 animals. Sentinel birds must be composed of susceptible birds not less than 15 days old. Sentinel birds must come from AI-free areas or premises without vaccination. Care must be taken to perform appropriate serological tests before introducing them to the premise. The clinical inspection will begin 48 hours after the arrival of the sentinel birds and during the first 10 days will be done with a 24 hour interval. Thereafter, two inspections will be performed per week for the remainder of the period, concluded this, tracheal and palatine swab samples as well as blood samples are taken and sended to LANASEVE LOGISTICS GROUP -Group under the responsibility of the Administrative Support Unit of the Regional Office of SENASA involved in emergency. -Provides trained personnel, materials and equipment necessary to the other groups so that they can carry out their functions. -Keeps the Field Operations section chief permanently informed on the logistical matters of the emergency operation. -Keeps files of received documents and carries out statistics on administrative activities for the purpose of making daily reports to the Field Operations Section Chief and the Emergency Commander STAFF UNIT - Prepares staff s payroll and solves any problem related to it. -Establishes the necessary coordination with the corresponding area of the central command, in order to constantly transmit the requirements by type and specialty of the personnel, agreeing on cases that may be covered with specialized official personnel from the rest of the country, to join directly to the actions or to serve as a staff instructor. -Keeps a permanent record of the assigned staff which includes documentation related to their performance during the duration of the activities of the field unit. -Organizes and directs the training activities of the personnel involved in the emergency care, agreeing with the Field Operations Section Chief on the topics, priority grades, breadth and depth of the training. -Organizes and executes emergency basic training of newly recruited personnel, recruited in the first days of action, through the presentation of self-taught media covering the general induction and, in particular, the specific topic of the substantive areas of activity.

25 -Attends staff complaints, including problems of personal nature. Versión 03 Página 25 de 31 -Receive, prepare and/or transacts the documents needed to carry out staff transfers, whether permanent or temporary. -Conducts a safety and hygiene program, together with vehicles and inventories units to prevent and control property damage, due to fire, theft, vandalism, working conditions and vehicle conditions. -Keeps the Field Operations Section Chief and the Financial Administrative Section continuously informed about actions taken, prepare and maintains records, charts and daily activities reports. -Determine the signage and means of communication necessary for monitoring safety measures to be met by personnel and authorized participants with in the operations center VEHICLE UNIT - Based on the requests, it defines the needs in terms of vehicles and coordinates their delivery and the preventive and corrective maintenance. -Locate the place where the vehicles will be stored and hire a local workshop service or establish one. -Organizes the emergency service on roads. -Collaborates in the supervision and compliance of the safety and hygiene program for the personnel that drives the vehicles. -Advises drivers in the preparation of accident reports and carries out the respective investigation of the incident. -Keeps statistics and reports on the use, cost, and location of each vehicle. -Keeps a record of each driver and each vehicle. -Keeps the Field Operations Section Chief and the Financial Administrative Section continuously informed about actions taken, prepare and maintains records, charts and daily activities reports INVENTORIES UNIT - Based on the requests, it defines as soon as possible the material and equipment needs of each and every one of the groups of the Field Operations Section; requests its purchase to the Financial-Administrative Section and organizes the storage and delivery of such materials and equipment. -Transacts the requisitions of materials, equipment and goods for the most agile method, following the provisions of the MAG s procurement manual.

26 Versión 03 Página 26 de 31 -Prepares and maintains the necessary records to control the property, including its assignment and its periodic inventory. -Program and requests the preventive and corrective maintenance of the equipment, warehouse and all the offices occupied by the staff of the Field Operations Section. -Keeps permanently informed the person in charge of the Logistics Group on the actions taken and prepares and maintains records, charts and daily activity reports VACCINATION GROUP. Group under the responsibility of a veterinarian. According to the evolution of the outbreak, SENASA will be able to determine the need for vaccination of poultry. This vaccination can be used as a complementary tool for the control of outbreaks, making control rings around the detected case. Vaccination aims to reduce the number of acute outbreaks of the disease. According to the magnitude of the outbreak, one or more brigades may participate in this group, each of them led by two technicians (with experience in poultry vaccines application) with the support of ten or more pawns. Each of the brigades must prepare and maintain daily records of the activities carried out and report them to the Field Operations section chief PLANNING SECTION The Planning Section is under the responsibility of the head of the Epidemiology Department of SENASA. Among its functions are: - It requests through the Emergency Commander, the advice of experts on different aspects of the disease and based on it, issues recommendations for the consideration of the Ad Hoc Emergency Commission. -Receives for its epidemiological analysis, the results of LANASEVE samples taken by the Surveillance Group of the Field Operations Section. -Will be responsible for notifying the Emergency Commander and the Field Operations Section of new AI or END cases. -Determines the trend and behavior of the outbreak and reports it to the Field Operations Section and to the Emergency Commander. -Determines the number and type of personnel, materials, equipment and especially an appropriate workplace.

27 Versión 03 Página 27 de EPIDEMIOLOGY SUBSECTION. - It is responsible for the meticulous supervision of all epidemiological information generated during the outbreak, indicating pending points of investigation, possible virus escape points, elaboration of outbreak diffusion diagrams, etc. -It has the responsibility to closely coordinate its actions with the diagnostic laboratory to notify the laboratory results. -Advises permanently the Field Operations Section Chief on the investigations that must be carried out based on the information analysis. -Will keep the Planning Section Chief permanently informed on their activities and must prepare a daily written report. -Determines the boundaries of the quarantined area, in both the affected and in the control area and communicates it to the Field Operations Section through the Planning Section MAP SUBSECTION. Computer technician specialized in the development of maps to locate infected premises, area boundaries, in risk premises, quarantined premises, hatcheries, slaughter plants, roads, etc EPIDEMIOLOGICAL REPORT SUBSECTION. - It is responsible for organizing the information of the outbreak for its evaluation and analysis at the central level. -Will keep permanently informed the head of his section on their activities and must prepare a daily written report. -In charge of typing in the current Epidemiological Surveillance System the information recorded by field staff in the performance of their work. -With field information it defines behavior patterns to determine the outbreak tendency, so that the Epidemiology Subsection can establish patterns of the disease evolution ADMINISTRATIVE AND FINANCIAL SECTION - Section under the responsibility of the Financial and Administrative Office of SENASA. -Directs and coordinates all administrative aspects of the emergency, and is responsible for the acquisition of supplies procedures, purchase procedures, vehicles acquisition, hiring, wages payments, travel expenses payment, among other tasks.

28 Versión 03 Página 28 de 31 -Supervises the work of its administrative staff. -Identifies areas in which administrative problems can be generated and takes necessary actions to correct them. -Requests the collaboration of SENASA s General Director, for the solution of problems that, even though they fall within his competence, are at a higher level of his authority. -Advises the Emergency Commander and keeps him constantly informed regarding administrative matters of the operation. -Keeps files of received documents and carries out statistics on administrative activities with the purpose of making daily reports to the Emergency Commander PURCHASING AND CONTRACTS SUBSECTION -Receives and deals with purchase orders. It investigates if there are existence resources through the inventory section. -Handles permits for temporary importation of vehicles and of any other procedures related to the Finance Ministry or the Public Works and Transport Ministry (vehicle title, license plates, circulation card). -It handles the recruitment of permanent or temporary staff as required by the Emergency Commander. -Receives, prepares and/or handles the necessary documents for the payment of travel expenses, salaries, etc. of permanent or temporary staff. -Makes direct purchases and maintains contact with the corresponding offices to facilitate them. -Establishes contracts with local suppliers for the periodic delivery of items such as soap, disinfectants and other products and services such as laundry, fuel, washing and disinfection of vehicles and other materials. -Formulate, negotiates and executes contracts with industries, agencies, universities and other institutions involved in the provision of services according to the needs for the emergency control. -Obtains contracts related to office operations such as telephones, electricity, fax, water, etc. -Manages leases for offices, warehouses and staff lodging. -Ensures that the contracts are made in accordance with current regulations and procedures. -Keeps records with the documentation related to every acquisition and contract requested and performed. -Receives, edits and transmits to the Accounting Subsection every account received for the purchase of items, contracts, etc.

Versión 03 Página 29 de 31 -Keeps the Administrative and Financial Section permanently informed about the actions undertaken and prepares and maintains records and reports of daily activities ACCOUNTING SUBSECTION - Prepares the budget and its amendments; updates the information when necessary and seeks funds through the established channels. -Opens a local account to obtain cash and carry out the necessary tax transactions according to the guidelines of the respective Procedures Manual. -Receives, authorize and processes submitted invoices. Sets the books necessary to report the expenses and the outstanding liabilities at the end of the operations of the previous week. -Maintains a system of payments for the staff. -Provides funds to the appraisers for the compensation payments. -Keeps the Financial Administrative Section permanently informed of actions undertaken and the status of funds and prepares and maintains records and daily activities reports STATISTICS, FILES AND REGISTRY SUBSECTION. - Collects, classifies, orders and analyzes the administrative information to elaborate the statistics generated during the development of the emergency plan. -Collects, classifies, orders and catalogs the documents prepared by the personnel involved in the emergency plan, as well as the correspondence issued and received related to the emergency REPRESENTATIVE OF OTHER PUBLIC ENTITIES (Health Ministry, Security Ministry, MOPT, MINAET, CNE, CME, etc.) Orders and directs the mobilization of personnel and equipment directly under its command, when required by the Liaison Officer, at the request of the head of the Logistics Group to support the implementation of the emergency plan by different groups of the Field Operations Section LANASEVE Responsible for carrying out the official diagnosis of the disease as well as reporting the results to the Planning Section.
