3 Our MISSION The School is committed to protecting and improving health for all people, through the synthesis of state-of-the-science research, the dissemination of knowledge in education and training, and the application of the public health sciences. Goals of the School of Public Health To provide education and training for public health practitioners and scientists, and the medical, nursing and allied health professions. To conduct cutting edge scientific inquiry into important public health issues locally, in East Asia and globally. To translate empirical findings and research innovations into public health advocacy and action. To partner with a broad spectrum of service and community organizations from the local level to supranational agencies, to promote health, strengthen capacity and effect improvements. 2 School of Public Health Annual Report

4 MESSAGE From the Director It has now been over one year since our School of Public Health was inaugurated on September 20, 2009 by Professor Chen Zhu, our Minister of Health, and Dr. York Chow, our Secretary of Food and Health. At the inauguration, we also signed Memoranda of Understanding (MoU) with 34 schools of public health in the Mainland to promote collaboration in education and training, research and public health advocacy. The inauguration and MoU signing ceremony was honoured by the presence of many distinguished guests and we received congratulatory messages from many VIPs including The Chief Executive of the Hong Kong SAR Government, Mr. Donald Tsang. The occasion was not just a formality or a celebration. It is a milestone to mark our long history in the medical school and The University of Hong Kong, and to launch our new pledge to pursue excellence and to promote public health. Our vision and pledge: Together, to excel; Forever, for public health has been guiding us forwards and I am pleased to present our Annual Report. I feel highly honored, greatly privileged and deeply grateful to share with you our efforts and achievements during the past year has presented many new challenges to the School. Following the retirement of Professor Tony Hedley in April, Professor Sarah McGhee also took early retirement in September. Dr. Mary Schooling took extended leave in the US, while Dr. Steve Riley left to take up a new job in the UK. However, we have successfully managed to keep them strongly connected. Professors Hedley and McGhee and Dr. Schooling will continue to work for the School, be in Hong Kong periodically and communicate through s and other means. Dr. Riley continues to collaborate with our infectious disease team. We are very fortunate to have many experienced and committed full time, part time and honorary members. They are the most important asset of the School. The staff have been most understanding, willing to share and help in overcoming problems during this interim period. I am most grateful. We are recruiting the best people with local and international experience to re-establish the School s strength. We have promoted some of our teachers to help, but preparations for the new curriculum, the double student in-take in 2012, and Master of Public Health (MPH) growth means the teaching load and pressure have escalated. Nevertheless, we are totally committed to face these challenges and shall deliver the best possible public health education, including courses for the Common Core Curriculum, to our students in medicine and related disciplines. Tobacco Control and Advocacy Despite these challenges, the School has made remarkable achievements and continues to enjoy strong encouragement and support from the LKS Faculty of Medicine, the HKSAR Government particularly the Food and Health Bureau, Department of Health, the Hospital Authority, the Hong Kong Jockey Club Charities Trust, many other government and non-governmental organizations, the community, China Mainland, and overseas universities. This year, we are particularly pleased to have reached the targetted number of students for our MPH programme, approved by the University about 10 years ago. With the rapid growth, increasing reputation, positive graduate and student feedback, we have attracted a record high number of applicants and have admitted 100 students with diversified cultural, academic and professional backgrounds from Hong Kong, China Mainland and overseas. We have 66 MPH, 4 MPhil and 1 PhD graduates for the 2010 Degree Congregation. Our School is contributing the largest number of taught postgraduates to our medical faculty was a very productive and fruitful year in terms of research grants and publications for our School. Our collaborative research partners have further expanded. We have a record high number of five RGC-GRF 2010/11 awards. School staff have also obtained many other grants, including large commissioned grants from the Food and Health Bureau, the Hong Kong Cancer Fund and the Queen Mary Hospital Charitable Foundation. We have published a record high number of SCI papers with an average impact factor of We have a paper in New England Journal of Medicine on influenza and many other high impact papers from our infectious disease research team. With the funding and partnership of the Hong Kong Jockey Club Charities Trust, the FAMILY project aiming to promote Health, Happiness and Harmony (3Hs) has, in its first 3 years, successfully completed 5 pilot randomized controlled trials with 4 NGO partners (Caritas-Hong Kong, Hong Kong Family Welfare Society, Hong Kong Christian Service and Hong Kong Sheng Kung Hui Welfare Council) and Family Health Service of Department of Health. Our household survey of about 14,000 households (30,000 people) and the Hong Kong Family and Health Information Trends Survey (HK-FHInTS) have attracted wide coverage by the mass media. Our Guangzhou Biobank Cohort Study, with Guangzhou 12th Hospital and University of Birmingham has recruited 30,000 subjects and completed a follow-up examination of 15,000. 5 MESSAGE From the Director using Guangzhou Biobank on November 22, 2010 showed 51 publications. The Children of 1997 Birth Cohort Study is making good progress with increasing publications (about 20 published). Our Centre for Psycho-Oncology Research & Training has produced 37 papers, with several more in press since its establishment in It also hosted the Second East Asian Psycho-Oncology Network conference in August 2010, and currently runs international collaborations with teams in Australia, China, Japan, and Germany. Our air pollution research team has led and completed a multi-city air pollution study in Asia and has produced strong evidence to support air quality guidelines and advocacy for air pollution control. In addition to the RGC AoE project on influenza, we have joined the AoE project on nasopharyngeal cancer and shall coordinate a multicity study of lymphoma funded by the US National Cancer Institute. Our health economics team completed studies on screening for Group B streptococcal disease, risk factors for hospital use by older people and the impact of the smoke-free law. We are also engaged in numerous health services research projects including novel research assessing the effectiveness of hospital accreditation, the utility of e-health applications in changing health risk behaviours among cardiovascular patients and cost effectiveness of screening strategies. Within the medical faculty, our deep collaboration with several partners has been highly rewarding. We have successfully promoted smoking cessation and related research and have trained many local and Mainland health care professionals in smoking cessation and tobacco control. We have strong support from the Hong Kong Council on Smoking and Health, Tung Wah Group of Hospitals and other partners. We are conducting large surveys on smoking in women and students. With the generous donation for the Sir Robert Kotewall Professorship in Public Health and strong support from our Honorary Professor Ron Zimmern, we are making good progress in public health genetics and with Department of Paediatrics and Adolescent Medicine, in community child health. Our collaborations with departments of surgery and/or oncology in all tertiary hospitals in Hong Kong studying psychosocial outcomes in breast and other cancers continue to grow. Tobacco Control and Advocacy 13, Professor AJ Hedley gave the keynote address for the Inaugural Anthony J Hedley Lecture. We were deeply honoured to have Professor Gabriel Leung as our officiating guest, Dr. CH Leong and Dr. PY Leung as our guests-of-honour and Dr Gloria Tam, Professor Sian Griffiths and Dr. Fung Hong as speakers and Professor Sophia Chan, Dr. Duncan Macfarlane and Ms. Karen Sadler as discussants. Finally, I wish to express my sincerest thanks to all of you who have been supporting our School and working with us, all the staff of the School, our Dean, Professor SP Lee, PVC, Professor Paul Tam and the University. I have been fortunate enough to be backed by a team of very motivated, highly professional and dedicated colleagues who have worked tirelessly and cohesively to keep the School moving forward. 7 Brief HISTORY The Li Ka Shing Faculty of Medicine School of Public Health On October 1, 1887, the London Missionary Society founded the Hong Kong College of Medicine for Chinese. Professor Patrick Manson was appointed as the first Dean. In 1892, the College s first two graduates, including Dr. Sun Yat Sen received their degrees. The name of the college was changed to the Hong Kong College of Medicine in Five years later, the University of Hong Kong was established and the College of Medicine became the premier Faculty of the new University. Clinical teaching was transferred to the newly completed Queen Mary Hospital in Queen Mary Hospital serves as the teaching hospital of the Faculty of Medicine to this day. On April 5, 1965, the Li Shu Fan Building in Sassoon Road was opened to accommodate the preclinical departments. New student enrollment was subsequently increased to 120. In recent decades, the Faculty has continued to expand and innovate. The Bachelor of Medicine and Bachelor of Surgery curriculum was reformed in The Faculty became the first medical institute in the region that adopted a system-based curriculum using student-centred and problem-based learning approaches. The Medical Faculty moved into a new complex on Sassoon Road in In 2007, the Faculty celebrated the 120th Anniversary of its founding. Today, the Li Ka Shing Faculty of Medicine is the largest faculty at the University of Hong Kong, with around 200 full-time teaching staff and 500 research support staff and 1900 students. The Li Ka Shing Faculty of Medicine comprises 17 departments, School of Public Health, School of Chinese Medicine, School of Nursing, Eye Institute and a number of research centres. The Public Health Research Centre (PHRC) is one of the five research centres based on the Faculty's first strategic research themes. Members of the School of Public Health actively participate in the PHRC and HKU University Research Committee Strategic Research Theme on Public Health (SRT Public Health). Professor TH Lam is Director of PHRC and Convenor of SRT Public Health. The PHRC has 28 full members and 36 associated members. The PHRC and the SRT have provided many opportunities for multidisciplinary research and have been very successful in bidding for post-doctoral fellowships and other funding. The main themes for the SRT Public Health are on obesity and physical activity and influenza. With funding from the University Research Committee and the Faculty, we have been running 8 research projects. Public health has a long established tradition in the University of Hong Kong. It was first introduced into the medical curriculum of the Hong Kong College of Medicine for Chinese in In 1950, the Department of Social Medicine was established and the name was later changed to the Department of Social and Preventive Medicine in 1970 and then the Department of Community Medicine in 1974, with Professor MJ Colbourne as Head of Department. In 1987, Professor AJ Hedley was appointed as Chair Professor and Head. From 2000 onwards, Professor TH Lam has become Chair Professor and Head of the Department. In 2004, The University of Hong Kong established the School of Public Health and the Public Health Research Centre (PHRC). The inauguration of the School of Public Health was held on September 20, 2009, with China Minister of Health Professor Chen Zhu and Hong Kong Secretary for Food and Health Dr. York Chow officiating. 34 directors of schools of public health in the Mainland attended the inauguration and we signed Memoranda of Understanding with the schools to promote collaboration in education and training, research and promotion of public health. The School has made significant international and locally relevant contributions through its research and advocacy to improve the health of populations and individuals in tobacco control, air pollution, control of infectious and non-communicable diseases, health services research and economic consequences of chronic diseases, behavioural sciences and life-course epidemiology. Much of this research has informed international, such as the World Health Organization, national and local public health policies such as tobacco control, infectious disease control, and health services and financing. The development of a robust academic and professional infrastructure - a long-standing School priority - is evidenced in the strong commitment to teaching and learning in undergraduate, research and taught course postgraduate programmes. 14 EDUCATION Nurturing Minds Health Services Undergraduate Public Health Innovative community projects and research, problem-based learning materials and lectures have been designed to incorporate important public health concepts and practices in the undergraduate MBBS, Nursing and Chinese Medicine curricula. The effectiveness of our teaching and learning has been demonstrated in our international and local publications and news reports. The MBBS curriculum (from Year-1 to Year-4) takes a problem-based learning (PBL) approach which emphasizes independent self-directed learning and teamwork. Our teaching programmes adopt highly interactive and experiential approaches to learning. The MBBS Year-3 Public Health Advocacy Programme, with students organizing mass rallies, signature campaigns, school talks and other activities in the community, targeting tobacco control, air pollution, obesity and physical inactivity has made important contributions to the community. Such a public health action oriented education programme is unique in medical education in Asia. We have introduced inter-professional education through the Patient Care (Feel-link) Project for Year-1 MBBS and Bachelor of Nursing students. Working together, the students visit patients with chronic illness in the community. Through this programme students acquire inter-professional and patient oriented communication skills and within an experiential learning environment, are introduced to the psychosocial aspects of medicine and medical care. Together with the Year-1 and Year-2 Evidence Based Practice Modules, Year-2 Patient-Care (Mother Baby), Year-3 Health Care Research Project and Year-4 Smoking Cessation Training, students are exposed to a comprehensive programme of public health education Common Core Curriculum It is a new requirement for undergraduate students at HKU. The Common Core Curriculum (CCC) as a whole will engage students in an exploration of issues of profound significance in relation to a number of fundamental human experiences. There are four Areas of Inquiry (AoIs) which serve a means of organizing the common core curriculum. The School has proposed a course The science of evidence: Is medicine scientific? which will be offered in This course will provide an understanding of the complexity involved in the application of scientific knowledge to the improvement of the human condition, both from the individual and societal perspectives. The predecessor of the Master of Public Health was a concentration under the Master of Medical Science with the first batch of 8 graduates in Due to the rapid growth of the programme and perceived need to align with international standards, the Master of Public Health, with 3 themes and 8 concentrations, was established in In 2009/2010, the Master of Public Health (MPH), Postgraduate Diploma in Public Health (PDPH), and Postgraduate Certificate in Public Health (PCPH) (hereafter: the programmes) consisted of five concentrations, with 86 admitted students and 66 graduates in For the 2010/2011 academic year, 100 students were admitted to the programmes. The curriculum comprises five concentrations from which students choose one concentration, each with its own syllabus. These are: Public Health Practice Epidemiology and Clinical Effectiveness Infectious Disease and Epidemiology and Control Administrative Medicine Health Economics and Policy The programmes attract a diverse student body with different cultural, academic and professional backgrounds. Many of the students are non-local coming from various regions / countries such as Australia, Canada, China Mainland, Singapore, United Kingdom, United States of America and Vietnam. The diversity of professional background among the enrolled students stimulates interdisciplinary exchange of views and experiences. The Bureau of Health of Guangzhou has sponsored selected and qualified staff members for the MPH programme since In 2009/2010, 8 students under this sponsorship enrolled in the programme. The teaching faculty comprises School of Public Health faculty members, distinguished experts and overseas scholars. 16 EDUCATION Nurturing Minds Master of Public Health Graduation Celebration 2010 To mark the year in which the School of Public Health has achieved an important milestone in the Master of Public Health (MPH) programmes with an enrollment of more than 100 students, we have inaugurated a MPH Programmes Graduation Celebration on December 13, Over 150 staff, students, parents, and friends attended the celebration to share the joy and happiness of the graduands. It was our honour to have Professor Gabriel M. Leung to give an inspiring convocation address to the graduands. The celebration was a great success with the support of our distinguished guests, Dr Thomas Tsang, Dr Su Vui Lo, Dr Sin Ping Mak, and Dr Kathleen So. 32 ACADEMIC EVENTS 1 st Hong Kong Public Health Forum 2009 The 1st Hong Kong Public Health Forum 2009 was held on September 20, 2009 in conjunction with the Inauguration Ceremony for the School of Public Health. The forum offered great opportunities to discuss and explore present challenges and future developments in public health. We were honoured to have Dr Lam, Ping Yan, Director of Health, HKSAR as our Officiating Guest at the forum. Plenary speakers included Dr. Thomas Tsang, Controller of the Centre for Health Protection, HKSAR, Professor William Cairns Smith, University of Aberdeen, Professor Mark Woodward, University of Sydney, Professor Nuntavarn Vichit-Vadakan, Thammasat University, and Professor Graham Watt, University of Glasgow. Psycho-oncology Research 2 nd Hong Kong Public Health Forum 2010 The Hong Kong Public Health Forum 2010 took place on December 13, This was an annual flagship event of the School of Public Health / Department of Community Medicine. About 200 health professionals, staff, students, government of ficials attended the inspiring occasion. Professor Gabriel M Leung, Under Secretary for Food and Health, officiated at the event and Dr. Che-Hung Leong, HKU Council Chairman and Dr. Pak Yin Leung, Chief Executive, Hospital Authority were the guests of honour. The theme of the forum was The Past and Future Roles of Academic Public Health. Professor Anthony J Hedley was the keynote speaker and he gave the Inaugural AJ Hedley Lecture on A Medical Emergency: Who needs academic departments of public health, and why? Renowned speakers and discussants from both service and academic public health shared their views and experiences on future directions in public health development in Hong Kong. The speakers were Professor Sian M. Griffiths, Dr. Gloria Tam and Dr. Hong Fung and the discussants were Professor Sophia Chan, Dr. DJ Macfarlane and Ms Karen Sadler. 33 ACADEMIC EVENTS Psycho-oncology Research Hong Kong Jockey Club Family Project The 2 nd Annual Symposium of FAMILY The 2nd Annual Symposium of FAMILY: a Hong Kong Jockey Club Initiative for a Harmonious Society was held on November 7, This year, the theme of the symposium was Multidisciplinary Collaboration to Promote Family Health, Happiness and Harmony - sharing of experiences and findings. Mr. T Brian Stevenson, Deputy Chairman of the Jockey Club, Mr. Hon Matthrew Cheung, Secretary for Labour and Welfare and Professor Tsui, Lap Chee, Vice-Chancellor and President of HKU, officiated at the symposium. 41 SERVICES to THE COMMUNITY Medical Education The School has a long and strong history of service to the community through participation in various activities locally, nationally and internationally and links with health care providers, environmental agencies, information technology groups and many community-based voluntary organizations. Joint research projects and ongoing service support with the Department of Health and the Hospital Authority have long been part of the School's portfolio in addition to other Government contract work. In terms of public health advocacy, members of the School also contribute to the work of the Hong Kong College of Community Medicine, the Hong Kong Council on Smoking and Health, the Family Planning Association of Hong Kong, the Advisory Council on the Environment, the Action Committee Against Narcotics, the Hong Kong Medical Association, the Supplementary Medical Professions Council, the Physiotherapy Board and Research Council and its committees. Some of our medically qualified senior staff are honorary consultants to the Hong Kong Government, Department of Health and Hospital Authority. The School works in collaboration with many health care providers in the community as well as those in the private sector.
