2 2 CPIP The Canadian Pandemic Influenza Plan for the Health Sector (CPIP) is a national influenza pandemic plan that provides a framework to guide planning in all jurisdictions, including on reserve First Nations communities. The CPIP identifies and provides technical guidance regarding prevention and preparedness activities related to: Surveillance; Vaccine and antivirals; Health services; Public health measures; and Communications.

3 3 OTHER LEVELS OF PLANS Provincial plans All provinces have developed a provincial pandemic influenza plan to guide planning at both provincial and local levels. Regional plans Every HC First Nations and Inuit Health (FNIH) Regional Office has developed a regional pandemic plan to guide regional and community-level preparedness and response activities. Community plans As of September 2009, over 96% of on reserve First Nations communities have a pandemic plan.

4 4 ANNEX B Annex B Influenza Pandemic Planning Considerations in On Reserve First Nations Communities - of the CPIP was developed to provide specific guidance to pandemic planners, at all levels of government, regarding influenza pandemic considerations in on reserve First Nations communities. The first version of Annex B was developed by FNIHB, in collaboration with the Pandemic Influenza Committee, and it was first published in As with all other annexes, a revision process was established for Annex B.

5 5 2005: Annex B was first published. October 2008: meeting with partners/stakeholders. April/May 2009: P/T comments received. Annex B : establishment of working group. March 2009: Annex B presented at F/P/T PIC. June 2009: Annex B approved by F/P/T Deputy Ministers of Health.

6 6 ANNEX B 2005 VERSION Introduction Current status of health care delivery in on reserve First Nations communities. Outstanding issues: Linkages with Provincial/Territorial (P/T) public health authorities Legal authority; and Resources. Next steps Key activities and proposed roles and responsibilities of partners, including First Nations communities, FNIH Regions, FNIHB HQ, provincial public health authorities, and CEPR. Conclusion

7 7 REVISION PROCESS OF ANNEX B In , a FNIHB-led working group, in collaboration with PHAC, was established to provide technical expertise and to support the revision of Annex B. The revision of Annex B was a key activity in the Trilateral Workplan between AFN, PHAC, and HC. Health Canada hosted a one-day meeting with its partners/stakeholders to revise annex B.

8 8 PARTNERS/STAKEHOLDERS The following players were involved in the revision process of Annex B: The Assembly of First Nations and their regional health technicians; Health Canada First Nations and Inuit Health Regional Offices; Provinces and Territories through the F/P/T Pandemic Influenza Committee and the F/P/T Special Advisory Committee; Indian and Northern Affairs Canada; and PHAC.

9 9 MAJOR REVISIONS IN ANNEX B The revised Annex B integrates on reserve First Nations influenza pandemic planning needs into a seamless system of planning across all Canadian jurisdictions. Summary of significant changes: The format of the annex has changed to reflect the main body of the CPIP, and links to other annexes have been incorporated. The roles and responsibilities have been updated to reflect the current state of planning (pre-h1n1). The role of Indian and Northern Affairs Canada has been added to the roles and Responsibility section.

12 HOW WAS ANNEX B USED DURING H1N1? 12 Annex B is available on the PHAC website: According to PHAC H1N1 Flu Outbreak Online Analysis (January 29,2010), Annex B was consulted regularly. English version: 20,600 visits (not.pdf) / 1,507 downloads; and French version: 1,400 visits (not.pdf) / # of downloads is unavailable.

13 HOW ANNEX B WAS USED IN HC FNIH ATLANTIC REGION? 13 HC FNIH Atlantic Region used Annex B, with its partners/stakeholders, as a guide to prepare for and respond to the H1N1 pandemic. More specifically, FNIH Atlantic Region, in collaboration with its partners/stakeholders, provided annotations reflecting the realities in the Atlantic provinces to clarify the responsibilities of Health Canada in pandemic preparedness and response. This annotated version of Annex B was used to guide discussions with provincial and First Nations officials.

14 14 NEXT STEPS PHAC will lead the revision of the CPIP as a whole. Annex B will also be revised based on PHAC s CPIP revision framework and the H1N1 pandemic experience. Health Canada will lead the revision of Annex B, but will collaborate closely with its partners/stakeholders. To develop a pilot version of Annex B that is more user-friendly, interactive and adapted to the web.
