3 Public Health Program Supporting the networking of laboratories Co-operation between European laboratories on External Quality Assurance schemes with a focus on the integration of the new Member States. Development of schemes to foster a structure for European reference laboratories for rare bacterial pathogens of public health importance at EU level.

5 ECDC REGULATION (EC) No 851/2004 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 21 April 2004 establishing a European centre for disease prevention and control THE EUROPEAN PARLIAMENT AND THE COUNCIL OF THE EUROPEAN UNION, Whereas: (10) The Centre should seek to maintain scientific excellence at all times through its own expertise and the expertise in the Member States and should foster, develop and steer applied scientific studies. In this way, it will enhance the visibility and credibility of scientific expertise in the Community. Moreover, it will support Community preparedness planning, strengthening links with and between the clinical and public health sectors, reinforcing the public health laboratory capacity for rapid diagnosis and supporting and coordinating training programmes. Article 5 Operation of dedicated surveillance networks and networking activities By encouraging cooperation between expert and reference laboratories, the Centre shall foster the development of sufficient capacity within the Community for the diagnosis, detection, identification and characterisation of infectious agents which may threaten public health. The Centre shall maintain and extend such cooperation and support the implementation of quality assurance schemes.

10 EURONET P4 Aims, Objectives, and Deliverables Establish a coordinated and accessible P4-laboratory infrastructure network for surveillance and diagnosis of Viral Hemorrhagic Fever Viruses (VHF) and Small Pox Virus. Review current laboratory diagnostic capabilities for Class 4 agents, and disseminate best practice procedures. Facilitate development of new hazard-free diagnostic tests transferable to laboratories in all MS. Standardize and make available diagnostic reagents to MS-laboratories. Co-ordinate training and exchange of personnel between MS-laboratories. Upgrade procedures and recommendations for bio-security, diagnosis, treatment, prevention, and transportation of class 4 agents. Recommendation and promotion of joint research programs oriented to therapy and prevention of diseases caused by class 4 agents. 24 hours, 7 days a week on call duty of laboratories Establish a mechanism for information exchange with rapid communication to National, European, and International Authorities

12 European Network for Diagnostics of "Imported" Viral Diseases (ENIVD) General Objectives Co-ordinate the European Network for the Diagnostics of Imported Viral Diseases Provide mutual help in the exchange of diagnostic methods, and information in order to improve diagnostics for encephalitis virus and other/new emerging viral pathogens. Identify laboratories, capable and willing to perform the rapid diagnostics (<24h) of acute cases of viral infections. Work out recommendations for standardization and quality control for diagnostic laboratories involved in the diagnostics of such diseases. Optimize limited resources by exchanging reagents, methods, and expertise. Encourage regular contact within the network through meetings, exchange and training of laboratory personnel Organize and co-ordinate international activities with the new EDCD or other national or international organizations like CDC and WHO
