1 Presented to: Governing Body - Public Date of Meeting: 28 November 2017 For: Discussion Agenda Reference: Title: GOV/17/11/14a Wiltshire CCG Winter Communications Plan Executive summary: The national Stay Well This Winter campaign, led by NHS England, aims to encourage people to get flu vaccinations and offers suggestions to help people ease seasonal pressure on NHS services through selfcare. Swindon CCG led the communications for the Flu and Pneumococcal elements of the plan on behalf of the B&NES, Swindon and Wiltshire STP. The national campaign start date was deferred and finally launched on 11 October. As in previous years, Wiltshire CCG developed a localised and comprehensive communications plan, elements of which were communicated prior to the national launch, and is now in Phase 2 (see full plan, attached). Wiltshire CCG s plan incorporates wider messages, including those promoting Self Care, how and where to access health care, specific messages for carers and for people with long term conditions, Bank Holiday care etc. tailored for different age groups and audiences and scheduled in a timely way through a multitude of communications channels. These are set out in the attached plan, which has been shared and adopted by Wiltshire Council. Many of the messages are delivered through video and radio clips, as well as a range of creative infographics, all of which have been promoted widely through social media channels, websites, partner websites and GP practice websites. We have bid for some funding made available by NHS England to enable us to promote our messages through paid-for advertising in traditional media through to March For the first time this year we created a specific poster for people with Learning Disabilities as part of our suite of material, which has now been adopted and promoted by NHS South West communications to NHS organisations and audiences across the South West. We also received requests from other CCGs and PPGs for permission to use WCCG s materials, and these are now in circulation. It is anticipated that the plan will reflect, contain and promote information and messages supporting the HotKidz service once details of the service are confirmed. 3 Stay Well This Winter 9 October 17 December 2017 Background The months can be challenging for the NHS, especially for urgent care services. While the NHS can usually manage high levels of A&E attendance, the seasonal increase in hospital admissions can lead to repeated and sustained breaches of the urgent and emergency care standard, which is that 95% of patients should be seen, treated, admitted or discharged within 4 hours of arrival at A&E. This in turn can lead to hospital congestive failure (where resources are diverted from elsewhere in the hospital to cope with the influx from A&E). The holiday period from 24 December to 2 January is particularly challenging as many GP practices and pharmacies close for all or part of this period. The Stay Well This Winter campaign aims to encourage people to get the vaccination against flu and ease seasonal pressure on NHS services. It is designed to reduce the number of people who become so ill that they require admission to hospital. Wiltshire Clinical Commissioning Group and Wiltshire Council are again working together this to protect health and wellbeing by reducing pressure on local public services and ensuring resilience as demand increases. Like previous years, the campaign will use the national NHS branding of Stay Well this Winter, utilising existing promotional materials where possible. Audience The campaign aims to ensure that people who are most at-risk of preventable emergency admission to hospital are aware of and, wherever possible, are motivated to take, those actions that may avoid admission this. People over 65 People with long-term conditions Pregnant women Parents of children aged 2-5 Carers (STP priority) Wiltshire CCG also has our internal staff as a target audience for the campaign. 1

4 Timeline National timeline The national campaign is split into two phases: 1. Flu vaccination: 9 October to 29 October 2017 with aims to: a. Promote flu vaccination uptake amongst pregnant women, children aged 2-3 years, (targeting their parents), and those with long term health conditions, particularly respiratory diseases (e.g. COPD or bronchitis) b. Improve awareness of the nasal spray among parents of children aged 2-3 years c. Continue to promote reasons to get the flu vaccine amongst pregnant women 2. Winter: 6 November to 17 December 2017 a. Maintain high levels of awareness of the campaign among at risk groups (C2DE adults aged 65 and over, those with long term conditions and their carers) b. Prompt those who are at risk of hospital admission to visit the pharmacy for advice and/or treatment for seasonal illnesses, as well as urging them to have the flu jab c. Promote trust in the NHS and belief that the NHS is looking after people There will also be localised promotion of the phase of the campaign from 17 December until end of February Phase 1 - Flu vaccination The first phase will launch on 9 October to encourage uptake of the free flu vaccination amongst: children of 2-4 years old (targeting their parents/ carers) pregnant women those with long-term health conditions, e.g. COPD, bronchitis, heart disease etc. A secondary audience will be parents of children in school years 1, 2 and 3, (ages 5-7), who will be made aware of the children s flu vaccination programme and encouraged to give permission for their children to receive the free nasal spray vaccination. The CCG will also start promoting the flu vaccination to our staff during this phase. 2

It is vital that those eligible have it every year as the vaccine protects against different strains of flu which can change and/or evolve each year. The free flu vaccination is particularly important for those who are at increased risk from the effects of flu, these include people aged 65 and over, pregnant women and those with long term health conditions. Flu can be horrible for little children and if they get it, they can spread it around the whole family. For children aged 2 to 8, the flu vaccine is not an injection, just a quick nasal spray. Children who get flu have the same symptoms as adults including fever, chills, aching muscles, headache, stuffy nose, dry cough and sore throat. The flu vaccine can help protect your child from flu and also reduce the chance of flu spreading to others. Don t put off it off. Ask your GP about the free flu vaccine for your child now. If you are pregnant you need the flu jab now. The flu jab is the safest way to help protect you and your baby against flu. It s free because you need it. Pregnancy naturally weakens the body s immune system and as a result flu can cause serious complications for you and your baby. You may be less able to fight off infections, increasing the risk of becoming ill as a result of flu. Flu immunisation can take place however many months pregnant you are and however fit and healthy you might feel. So ask your GP pharmacist or midwife about the free flu jab now. If you have a long-term health condition like: COPD; bronchitis, emphysema; diabetes; heart kidney or liver disease or have suffered a stroke, flu on top of health conditions like these can easily develop into something very serious and could land you in hospital. Don t put off getting the flu vaccination. It s free because you need it. Contact your GP or pharmacist to get the flu jab now. If you are the main carer of an older or disabled person you may be eligible for the free flu jab, speak to your GP. Phase 2 Winter The second phase will launch on 6 November to prompt: those aged 65 years and over people with long-term health conditions and their carers, family and friends 3

It is important to keep warm in both inside and outdoors as it can help to prevent colds, flu and more serious health problems, such as heart attacks, strokes pneumonia and depression. Heat your home to at least 18 C (65 F), if you can, you might prefer your living room to be slightly warmer. Make sure you speak to your pharmacists about medicines you should have in stock to help get you and your family through the season. Make sure you re receiving all the help to heat your home that you are entitled to. Older neighbours, relatives, friends and other elderly members of the community are more vulnerable in the months and may need a bit of extra help this so make sure you keep in touch, check if they are feeling under the weather, help them stock up of food supplies and make sure they have the necessary medication before the Christmas holidays start or a spell of bad weather. If the weather prevents you from going for a walk try to keep active indoors or find out what s happening at your local leisure centre. Try not to sit still for periods of more than an hour. Ensure that they re warm enough, particularly at night, and that they have stocks of food and medicines and someone to talk to. Visiting your local unit may be quicker than visiting A&E. This year s theme is engaging and empowering people and the strapline is Embracing Self Care for Life. External communications As part of our stay well this campaign, we will be promoting the message Self care can help you and your loved ones stay well this. Each letter of SELF CARE will cover a key message of our national and local stay well this campaign: S see your pharmacist at the first signs of illness E eat plenty of fruit, vegetables and hot meals L Learn more about around the clock healthcare in Wiltshire F Find out if you re eligible for a free flu vaccine C Check on your neighbours A Arrange to pick up your repeat prescription early R Restock your medicine cabinet E Ensure you heat your home to at least 18C. The main communications push will come from social media, however we will also issue a press release to raise awareness of the week and what people can do to self-care this.
