5 I will talk about Sensory Disabled The Deaf; The Blind; The Mentally disabled (slow, learning disability). I will not talk about Physicaly disabled : most of the time, no adaptation needed. Heavy Mentally disabled : most of the time, no possible adaptation. Experimental versions of 5

6 But where are they in surveys? In large opinion and attitude surveys, the disabled are technically excluded from the data collection, they are not taken into account because: Live in institutions Physically unable to participate : vague concept For the Deaf : face to face is impossible For the Blind : only the use of response cards is impossible Mentally unable to participate There is almost no opnion research among disabled, but if there is, it is research about disability itself or limitations Experimental versions of 6

Bias reduction It is highly probable that ineligible and non response because of a handicap are not at random and that there is strong link between non participation to surveys and the responses given to the survey questionnaire. We consider that there is a high risk that with a sensory handicap (and especially Deaf) will constitute a statistical particular group on some indicators used in the surveys. MNAR : we want to reduce the non response bias induced by the fact that these are not included in standard surveys procedure; This reduction, if any, will be very light. Experimental versions of 11

14 3. Study populations with new tools New tools can be used in specific surveys among disabled populations. Some new adapted methodologies will allow us to study populations that have so far hardly been studied with quantitative methods. Experimental versions of 14

15 4. Fight against a kind of discrimation The strict contact procedure leads to an exclusion of the with an handicap. The general consequence of excluding with a sensory handicap for sensory disabled is that they are not represented in the data collection surveys. In the use of the opinion statistics, disabled feel discriminated when results are extrapolated to the whole population, for example. Opinion surveys are part of public opinion and there is an ethical problem in excluding a part of the population from the data collection of opinion (especially opinions concerning citizenship itself). 18 Specific methods for the Deaf : a sign language web based questionnaire Why a sign language web based questionnaire? Every deaf cannot read texts; Written texts and words are ways of communication built by the hearing. A deaf «talks» more with images and concepts than with words. Nevertheless, more and more deaf persons can read text. But reading deaf and non reading deaf are not the same : age is the distinguishing variable. And in all cases, long sentences and special formulations of opinion surveys are not always understood in written language. They have to be interpreted in sign language so as to be understood. Experimental versions of 18

19 Translation Translation inspired by the ESS translation guidelines 2 sign language interpreters; 1 sociologist knowing the ESS questionnaire; 1 «deaf» testing the results : Tests are done by a deaf who reads French very easily. He compares sign language videos to text version. No face to face interview in sign language are allowed Because of its nature, sign language cannot be written precisely and some translations could vary depending on the time and the mood of the interviewer. 20 Adaptations the deaf respondent will fill in the questionnaire online. Most of the Deaf have adopted this technology. Nevertheless, not every Deaf has a computer and Internet. Age is the main distinguishing variable. So, for some Deaf who will not or cannot fill in the online version of the questionnaire, a specialized interviewer (most of the time a Deaf himself) will meet the respondent and show the Deaf how to use the electronic video questionnaire. The questionnaire is, in this case, filled in on a tablet provided by the survey team. This electronic portable version is not online because it should be usable everywhere even whithout a WI FI connection. Experimental versions of 20

26 Specific methods for the Blind A web based questionnaire with vocal synthesis For : autonomy; For : blind are often afraid of letting someone get into their houses. Against : Not every blind has and can use a computer and is used to vocal synthesis; Against : Blind using vocal synthesis or not are not the same : age, economic capital are the distinguishing variables. Against : time for filling in the questionnaire is 5 times longer; Too long : they give up.
