3 AUTHORIZED CHILD CARE PAYMENTS January 10, P.T Illinois Department of Children and Family Services Procedures (1) FAMILY PRESERVATION AND AUXILIARY SERVICES Section Payments for Interpreter Services and Auxiliary Aids a) Sign Language Interpreter Services Type Service Code Document 0411 Interpreter Services for Hearing Impaired CFS 1042 Instructions: To pay for sign language interpreters for hearing impaired clients. To be used when conducting official Department business with any hearing impaired person who is receiving Department services or seeks to apply for services who has identified sign language as the preferred mode of communication. Also used to enable hearing impaired clients to receive other services such as counseling, homemaker, etc. as negotiated through contracts and agreements.
4 c) Auxiliary Aids for deaf and hard of hearing clients Type Service Code Document 0413 Auxiliary Aids for Hearing Impaired CFS 932 Instructions: To pay for items as indicated in the case plan for hearing impaired clients, such as but not limited to: amplified phones, decoders which alert the hearing impaired person to phone calls, door bells, smoke or fire, baby crying, etc., closed caption television devices, or other equipment designed for the hearing impaired. Telecommunication Devices for the Deaf (TDDs) are available to the hearing impaired free of charge. Consult medical payment policy, Section for the procurement of hearing aids which are reimbursable only at the actual cost.
5 SERVICES DELIVERED BY THE DEPARTMENT July 30, 2014 P.T Illinois Department of Children and Family Services Procedure (1) SUBPART C: DEPARTMENT CHILD WELFARE SERVICES Communication Requirements In addition to providing interpreters and other auxiliary aids in order to enable clients to access the services described in this Subpart, they shall also be provided when clients must be present in court related to Department matters, if the court does not have such services available, when clients attend a hearing or appeal, when clients must be present at an Administrative Case Review and all other appearances required to conduct business with the Department related to their case.
6 Section Introduction a) The Department of Children and Family Services is the State agency which is responsible for providing public child welfare services to children and their families. The types of services provided encompass the broad array of Department services as detailed in this part. Although the service goals in this Part encompass a variety of services, any specific service may be provided to families who are living together as well as to children and families who are living apart. Services are provided in order to assure permanent, secure and nurturing living situations for children. b) The Department determines: 1) the children and family's eligibility for services as specified in 89 Ill. Adm. Code 304 (Access to and Eligibility for Child Welfare Services); 2) the specific services that are necessary and appropriate for eligible children and families as indicated in the service plan; and 3) whether the services will be provided directly by the Department or through purchase of service providers. c) The Department shall comply with Title VI and VII of the Civil Rights Act of 1964 (42 USC 2000e et seq.); Sections 503 and 504 of the Rehabilitation Act of 1973 (29 USC 793 and 794); the U.S. Constitution; the 1970 Illinois Constitution; and any State and federal laws, regulations or court orders that prohibit discrimination in service delivery on the grounds of race, sex, color, religion, national origin or ancestry, the inability to speak or comprehend the English language or by reason of any handicap.
7 Procedure Use of Interpreters Family members or friends of the adult or minor limited/non-english speaking person may not be used as interpreters in situations involving alleged abuse, neglect, dependency, and hearings and appeals. In other situations, after being informed in writing that the Department will provide an interpreter at no cost to the client, adult limited/non-english speaking clients may request that a family member or friend be used as an interpreter for themselves. Such a request shall be documented in the case file. However, parents may not provide such consents for their children. These restrictions are to ensure confidentiality of information and accurate communication.
8 Each region shall compile a list of providers who provide services to persons who speak foreign languages and make the list available to direct service staff. These services include but are not limited to interpreter services, counseling, advocacy, foster care and adoption, homemaker, case management, residential and psychological services. The Department will develop and provide needed services not available in the community from public and private agencies. 6) Use of Written Communications When using forms or written communications with persons with disabilities or limited non- English communication skills, reasonable efforts will be made to assist them in understanding the written communication.
9 Criteria for a report What are child abuse and neglect? Child abuse is the mistreatment of a child under the age of 18 by: A parent or their romantic partner; An immediate relative or someone living in their home; A caretaker such as a babysitter or daycare worker; or Any person responsible for the child s welfare, such as a health care provider, educator, coach or youth program volunteer. Of the more than one million hotline calls received over the past four years, only about one in four resulted in a formal report and an investigation. 11 Considerations in adoptive placements When a child is hearing impaired or limited/non-english speaking, a factor to consider in a securing a placement resource is the ability of family members to communicate with the child. In an otherwise suitable adoptive home, placement shall not be denied if the prospective adoptive parents indicate a willingness to learn the method of communication used by the child.
