Union of India and others has issued direction to commence a dialogue with University Grants Commission (UGC) and other Central and State universitirfor establishments 1 creation of courses for Sign.~anguage l'2!erpret~s and to devi a curriculum thereof (Copy enclosed). The persons with hearing Impairment are likely to communicate with others using sign language. Sign language is like any other language for communication using signs and finger spelling. The sign language interpreter helps to bridge the communication gap by way of convertjlj.9the..speech to sign and-vice versa. -- ~ --;' 0:,-:;: J.. Sign language interpreter service is a well' established profession in developed countries. A numbers of courses at various levels e.g. Degree, Diploma & Certificate courses are being conducted by various universities' in abroad. In India, Ali Yavar Jung National Institute for the Hearing Handicapped under Ministry of Social Justice & Empowerment, Government of India has taken initiative to develop curriculum for certificate and di(lli>ma courses in sign language interpretation duly. approved by Rehabilitation Council of India, a statuary body of Ministry of Social Justice & Empowerment, Government of India. United Nation Convention of Rights of Persons with Disabilities (UNCRPD) '\ " emphasizes the access to information as a right of persons with disabilities (PWDs). \ /.1; India is also a signatory to UNCRPD. 3 : 2: Persons with Disability Act (Equal Opportunity, Protection of Rights and Full Participation),-1995 also ensures "Barrier free Environment for PWDs. In the context of persons with hearing impairment, "Access to information" is very crucial. All public places including health:~ centers, school, Technical training centers, Employment services, Railway stations, Airport, Amusement Park, Legal Courts etc., should have the facility of sign language interpreter services for the persons with hearing impairment. University, Colleges and Institutions have great role in reducing the gap between the requirement and availability of sign. langue interpr,eter services by establishing the department of sign language and running differenf courses in sign language. Therefore, it is requested~at UGC as a nodal agency should issue necessary directions to all universi s for establishment/creation of Department of Indian Sign Language in all the u versities and to start courses in Sign Language J.~_~re!ation thereafter approved curriculum can be'downloaded from RCI Website i.e.,::,!",-\!\~' ~::.r~~9j.:'r:~!..ij.tl~lu.!lc.in. ORDER Shastri Bhawan, New Delhi Dated the 9 th March, 2012 In compliance of directions dated :20 11 of the' High' Court of Delhi in Vl.P.(C) No.6250/2010 the matter of the National Association of the Deaf Vs. Union of Itdia and Others, Member Secretary, Rehabilitation Council of Indi (ReI) has been appointed as Nodal Officer for the following purpose:-' ::<-:" (i) To undertake a study / assessment/ survey of the public buildings, hospitals, places' of amusement and entertainment, facilities l.ike-aii:po:ct.s,.~way-s-tation8, bus stops and other places requiring availability of Sign Language Interpreters. The said survey/assessment to also assess the requirement at each of the said places and it be also.considered whether the requirement can be fulfilled by having a pool of such, irrterpreters- fof" a- gr-oup of ' establishment/zone accessible on short notice and with proper appointments or full time appointment are required. The study/survey to also assessneeds of hearing and speech impaired separately..t. / (ii) To immediately send the questionnaire for the above purpose to all the' concerned Ministries/ Depaztments. seeking their information on the points mentioned in {i] above with the direction to furnish the requisite information, as given in the questionnaire, within the time of three months of receipt thereof.,;.,:. (iii) To assess.the requirement and prepare a report on receipt of requisite information from Ministries/Departments. The report would be sent to the, concerned Ministries/Departments for creation of posts for such,'1 interpreters. J

The time frame given by the Hon'ble High Court may be strictly adhered to. 3. The Hon'ble High Court has directed to submit progress report in the above context from time to time. 4.
