2 New Zealand Certificate in Health and Wellbeing Newborn Hearing Screening Level 3, credits Ensuring quality standards for newborn hearing screening The certificate in Newborn Hearing Screening is the only programme that provides training and development for Newborn Hearing Screeners in New Zealand. It has been developed in collaboration with the sector and provides training to the Universal Newborn Hearing Screening and Early Intervention Programme (UNHSEIP) quality standards. Training of Newborn Hearing Screeners enables employers to meet their Ministry of Health contractual requirements and also ensures the accurate hearing screening of babies. A family focus The underpinning philosophy of Careerforce training is to build a person-centred, thinking workforce. This meets the UNHSEIP commitment to working collaboratively with parents/guardians/whānau to ensure that the screening programme is focused on their needs. Enabling workplace training Careerforce have been developing workplace training for the health and wellbeing sectors for over 15 years. We understand the unique challenges that face staff working in these areas. With this in mind we ve developed a programme that is accessible for people who face competing priorities in their day-to-day life. In addition to the specialist Newborn Hearing Screening competencies, they will also learn and gain recognition for transferable skills and knowledge valued in the health and wellbeing sectors. Programme overview The programme includes both recognising and developing the following competencies in your staff: Knowledge of causes of hearing loss in babies and risk factors for congenital and delayed hearing loss Knowledge of the Universal Newborn Hearing Screening and Early Intervention Programme (UNHSEIP) Knowledge of the use and maintenance of screening equipment 2

3 Carrying out newborn hearing screening for the UNHSEIP Knowledge of referral and habilitation for the UNHSEIP Recognising and responding to vulnerability and abuse Demonstrating professional and ethical behaviour Knowledge of culturally safe principles for Māori, Pasifika or other cultures Describing community values and attitudes and their impact on people with disabilities This programme has: Five compulsory UNHSEIP specific units Five compulsory units from the New Zealand Certificate in Health and Wellbeing (Level 3) A choice of one unit from three cultural units from the New Zealand Certificate in Health and Wellbeing (Level 3) Learning and Assessment You ll already have processes in place to train your newborn hearing screeners. This constitutes their learning for the UNHSEIP units. These units are assessed by way of an integrated assessment. This means that upon completion of a single assessment document (and Workplace Observations) your trainee will be awarded all 5 unit standards related to the UNHSEIP. If your screener has completed at least one annual competency exercise (ACE), then their next ACE checklist can count as evidence for the observations in the integrated assessment. The integrated assessment for the UNHSEIP units and the learning and assessment for the health and wellbeing units can all be downloaded from the Careerforce library at library.careerforce.org.nz Assessor There is one approach to assessing your newborn hearing screeners. Your Careerforce Advisor will support you to get the assessment process working for your organisation. Full service contract Careerforce will contract a programme assessor on your behalf. Your assessor will assess both the specialist and the health and wellbeing unit standards for you. The cost for this is $860 (incl. GST). This includes the $230 qualification fee. 3 Programme Guide for Newborn Hearing Screening Level 3_09 Feb 2018

4 Observer You will already have one or more people in your workplace observing the performance of your staff. These people are observers. They know the procedures and standards your workplace requires. The evidence they have already collected or will collect confirms that your screening staff meet the practical requirements of the qualification. If the trainee is an experienced staff member the first action for your observer is to review the Workplace Observations and determine the tasks they have already seen or heard your trainee complete. For example, they may have heard them explaining the purpose and procedures of hearing screening to a parent or caregiver. Once the observer has reviewed the Workplace Observations they should sit down with the trainee and talk through what they are prepared to sign off. After this initial session the observer will continue to capture evidence of the trainee s competence as it is seen and heard. The observer forwards the completed Workplace Observations to the assessor who may follow up with any questions or clarifications. The Assessor/Observer relationship The assessor or assessors should set up an initial meeting with the observer and the trainee. They go over the content of the assessment and make sure that everyone involved knows what they are doing. The trainee can then get underway. The assessor will give the observer the Workplace Observations and will be available to assist with any queries either the trainee or the observer has. These discussions can be via a tele or video conference. Evaluation and review Careerforce evaluates all programmes to both understand the difference they make and to enable continuous improvement. Careerforce also participates in independent NZQA consistency reviews which support the credibility of our programmes by providing assurance that all graduates meet the outcomes to an equivalent, national standard no matter where they complete their learning and assessment. Trainees and employers are asked to provide feedback to inform evaluation and review. 4

5 Programme details The Newborn Hearing Screening programme is made up of three sections, the compulsory units, the UNHSEIP units and the culture elective. The UNHSEIP units Demonstrate knowledge of causes of hearing loss in babies and risk factors for congenital and delayed hearing loss Demonstrate knowledge of the Universal Newborn Hearing Screening and Early Intervention Programme (UNHSEIP) Demonstrate knowledge of the use and maintenance of hearing screening equipment for the UNHSEIP Carry out newborn hearing screening for the Universal Newborn Hearing Screening and Early Intervention Programme Demonstrate knowledge of referral and habilitation for the UNHSEIP The supporting compulsory units Recognise and describe responses to vulnerability and abuse in a health or wellbeing setting Demonstrate and apply knowledge of professional and ethical behaviour in a health or wellbeing setting 9681 Contribute within a team or group which has an objective Listen actively to gain information in an interactive situation Describe community values and attitudes and their impact on people with disabilities The elective units Trainees must select one of the following three units to complete Describe culturally safe principles and Pacific values for people in a health or wellbeing setting Describe culturally safe Māori operating principles and values, and their application in a health or wellbeing setting Provide support to people from different cultures in a health or wellbeing setting 5 Programme Guide for Newborn Hearing Screening Level 3_09 Feb 2018
