2 A MESSAGE FROM THE PRESIDENT Alastair McEwin President For over 100 years, the Deaf Society has been the leading provider of specialist services for deaf, deafblind and hard of hearing people and their families in New South Wales. In that time we have seen great changes from the welfare model to the community service model with each change improving the lives of deaf people. The next exciting change is the National Disability Insurance Scheme (NDIS). The NDIS is a new government system for disability services. It is all about making sure each individual gets the right support for their needs. We believe that this will bring more equity for deaf people by improving their quality of life and by opening up opportunities for employment. This system is more flexible than the old system and the Deaf Society will be able to offer a range of different support services to deaf people, deafblind and hard of hearing as well as deaf people with additional disabilities. We will also continue to support those parts of our community that are sometimes overlooked including seniors and migrants. We will provide services that support deaf people in the language of their choice, whether that is Auslan, English, tactile communication or another language. We have an opportunity to do something amazing by acting now, and enthusiastically taking advantage of changes that are coming, to ensure deaf, deafblind and hard of hearing people have the right supports for their needs. The Strategic Plan reflects this, preparing us for the full rollout of the NDIS and continuing to bring us closer to our vision of equity for deaf people.

4 EXCITING CHANGE AHEAD - NDIS The NDIS is all about supports and funding tailored to individual needs. It will give individuals control and choice of supports, and more equity in everyday life. From To $8 billion disability market Region based Group funding Tight staffing Controlled services Limited choices $20 billion market by 2020 Single national system Individual funding Critical staff shortages Flexible services Greater choices THE PLAN We are looking forward to working with deaf, deafblind and hard of hearing people, their families and carers, the Deaf Community and partners as we seek to fulfil our vision of equity for deaf people. For the Strategic Plan, we are committed to; Providing the services our clients need in their preferred language. Supporting our clients to get and keep a job. Helping our clients get the services and programs they are entitled to receive. Creating an organisation that puts our clients in the centre. Joining a network of services so that our clients can get the best wherever they choose to go.
5 DIRECTION 1: IMPROVE & EXPAND SERVICES FOR DEAF, DEAFBLIND & HARD OF HEARING PEOPLE DIRECTION 2: CREATE OPPORTUNITIES IN THE WORKFORCE Deliver deaf friendly, creative and innovative disability and home care supports in Auslan and in English. Create regional hubs so that deaf people can access Deaf Society supports as the NDIS rolls out. Retain a small program to support deaf people that do not have access to individual packages, such as new migrants. Welcome all clients with packages, regardless of their disability. Promote our amazing work so that we are provider of choice to the Deaf Communities where we operate. Develop a permanent team and casual pool of deaf and/or Auslan using staff to provide direct client support. Create pathways to employment through volunteering and training programs. Support placement of job seekers to positions that use their skills and increase their participation. Build and support a sign-language workforce across all sectors of the economy. Increase accessibility for deaf people in the wider workforce.
6 DIRECTION 3: BUILD COMMUNITY CAPACITY DIRECTION 4: BUILD A CLIENT-CENTRED DEAF SOCIETY Inform the Deaf Community about the opportunities available to them through individual funding packages. Offer pre-package and post-package support to assist individuals to develop the skills and knowledge to negotiate packages that meet their needs. Invest in community events that provide an opportunity for skills and information sharing. Promote and encourage leadership, individual empowerment and peer education. Ensure organisational readiness for individualised funding, including product and costing models. Restructure the organisation and re-align staff to allow focus on each client s needs. Carefully manage the change so as to support skilled and qualified staff who share our commitment to service delivery. Develop cutting edge systems to support client access, staff bookings, reporting and invoicing and to increase efficiency. Develop Human Resource systems that motivate and support casual and permanent staff. Use some of the organisation s reserves to ensure stability in the transition period.
7 DIRECTION 5: STRENGTHEN PARTNERSHIPS & SUPPORT OTHER AGENCIES We will support the National Disability Insurance Agency to ensure they are deaf friendly and are aware of the most appropriate service and supports for deaf, deafblind and hard of hearing people. We will work with pastoral care and community groups so that community support needs are addressed. We will develop strategic agreements with professionals and other service providers that can offer supports that we are unable to offer. We will develop strategic alliances with Peak Bodies such as Deaf Australia, People with Disability, National Disability Services to undertake national strategic advocacy programs. Build loyalty by continuing to be at the heart of Deaf Community activities.
