5 OSH Act 1970 Created Occupational Safety and Health Administration (OSHA) Wisconsin covered by Federal OSHA WI has 4 Federal OSHA offices (Madison, Milwaukee, Eau Claire, Appleton) Some states have State Plans (ex. Minnesota) Responsibility of the head of each Federal agency to establish and maintain an effective and comprehensive OSH program OSHA inspects, but doesn t fine Federal agencies WI State and local government agencies covered by Department of Safety and Professional Services (DSPS)

7 Common Myth Hearing loss affects only old people and is merely a sign of aging. The majority (65%) of people with hearing loss are younger than age 65. 10 OSHA Overall Requirement Monitor in a way that determines if employees are exposed to noise at a level at or above an 8 hour average of 85 db during the workday Employers must repeat monitoring whenever changes in production, process, or controls increase noise exposure. Add or remove employees from program? Is hearing protection still adequate?

21 All hearing protection must have a Noise Reduction Rating or it is NOT hearing protection! Noise Reduction Rating (NRR) Describes effectiveness of hearing protection Larger number = greater protection potential as long as worn properly Noise cancelling headphones are not hearing protection! 21

22 Status of USDA Program USDA would need to assess noise levels to determine if hearing conservation applies If hearing conservation applies: Arrange for audiogram provider (offer testing) Annual training Offer or mandate hearing protection depending on levels Re-evaluate if there are new sources or changes that could affect noise levels Written program is not required (but recommended) UW cannot provide USDA employee audiograms
