5 President s Report The College of Dental Surgeons of Hong Kong was incorporated in February Our objectives are: (1) to promote for the public benefit the advancement of knowledge in the field of Dental Surgery and its associated subjects (Dental Surgery); (2) to act as an authoritative body for the purpose of consultation on matters of educational or public interest concerning Dental Surgery; and (3) to promote training and research in Dental Surgery. The College of Dental Surgeons charts our course by these objectives. Our College bears the social responsibility to promote public benefits by advancing the knowledge in the field of Dental Surgery. Standards are set, maintained and updated to meeting the present and future challenges. There are two clear directions of our work: (1) the training of young dental professionals up to a prescribed standard and within a prescribed period; and (2) the life-long mandatory updating of the standard thus acquired. All these require the altruistic dedication from all members of the Council, members of the Specialty Boards and various committees. To our colleagues, I must express my sincere gratitude and appreciation. The training of our young dental specialists requires the hard work of our eight Specialty Boards to monitor various training programmes and to conduct the examinations. Under the able chairmanship of Dr Robert NG, the Education and Examination Committee had enabled our College to conduct Conjoint Intermediate Examinations with the Royal College of Surgeons of Edinburgh in the specialties of Endodontics, Oral and Maxillofacial Surgery,,, and Prosthodontics. Partnering with the Royal Australasian College of Dental Surgeons (RACDS), the first conjoint examination which awards to successful candidates the Membership of the RACDS in Dental Public Health (MRACDS(DPH)) and the CDSHK in Community Dentistry was also held in early Exit Examinations were conducted in the specialties of Community Dentistry, Endodontics, Oral and Maxillofacial Surgery,,, and Prosthodontics. Seventeen new College Fellows were admitted by the Academy this year as FHKAM (Dental Surgery). In collaboration with the RACDS, a programme of Conjoint MGD and MRACDS (GDP) Examination enlisting 46 trainees is on-going and the next examination will be held in early The Conjoint Part II Examination would be conducted in August We are now in the third year of the CME/CPD 3-year cycle. The CME Subcommittee, chaired by Dr Edmond POW, had been working diligently to facilitate the acquisition of CME/CPD credits for our fellows, members and trainees. The attainment of the CME/CPD requirement is one way of showing the public and our peer that our expertise and standard are being updated. Under the guidance from the Council of the Hong Kong Academy of Medicine, our College is studying the concept of credentialing and review our present training curriculum. The next CME/CPD cycle will be in A new Principles & Guidelines on CME/CPD is being drafted. 3

6 On 15 May 2016 the College held our Spring Scientific Meeting. The topic was Every Practice with Special Needs. There were around 240 participants. Co-organising with the Faculty of Dentistry, University of Hong Kong and the Hong Kong Dental Association, a Joint Scientific Meeting will be held from 20 to 21 November Dr Stanley LAI and his committee members of our Scientific Committee must be given the credit for these successful events. On an international level, our collaborations with the Royal College of Surgeons of Edinburgh and the Royal Australasian College of Dental Surgeons continue with mutual benefits. On 19 to 21 August 2016, I joined the delegation of the HKAM to attend the 3 rd Academy of Medicine of Malaysia-Academy of Medicine, Singapore-Hong Kong Academy of Medicine Tripartite Congress in Kuala Lumpur, Malaysia. A fruitful Joint Councils Meeting was conducted. I have had very good opportunities to share with our presidents of our sister colleges from many countries on continuing education and credentialing. Finally, I must address our own dedicated management team. Under the supervision of our Senior Executive Officer, Ms Rose CHOW, each of our secretariat staff members, Lilian CHEUNG, Julia LAU and Sharon TAM, must be thanked for their consistently devoted working performance. The supervisors of the respective training centre are Prof Edward LO and Dr Wendy CHAM. - In last year, we had admitted three higher trainees while one basic trainee had withdrawn. - There are currently three basic trainees and five higher trainees in Community Dentistry. - Regular assessments of the trainees were conducted and all the current trainees had been progressing satisfactorily. - Under the MOU between our College and the Royal Australasian College of Dental Surgeons (RACDS), a conjoint MRACDS (Dental Public Health) and Intermediate Examination in Community Dentistry (CDSHK) was held in January Prof Clive WRIGHT was the examiner from the RACDS. One basic trainee sat for the conjoint examination and he passed. - Two basic trainees chose to sit for the Intermediate Examination held in January 2016 with Prof Clive WRIGHT being the external examiner. Both trainees passed the examination. - An Exit Examination was held on January 23, 2016 with Prof Clive WRIGHT from Sydney, Australia as our external examiner. Two higher trainees, Dr Chun Hung CHU and Dr Sharon Siu Man LEE, sat for this examination and both of them passed. They will be conferred with the Fellowship of CDSHK in Community Dentistry and the Fellowship of HKAM later this year. Prof Edward C M LO Chairman 7

One trainee from private sector is trained in United Christian Hospital under the supervision of Dr C S KUM. The other two trainees are from Government Dental Service. They are currently trained in the accredited Family Dentistry training centres of Government Dental Services under the guidance of Dr Norman C M LAW and other approved trainers. Higher Training Two higher trainees are trained in accredited centre of Government Dental Services under the supervision of approved trainers. Intermediate Examination of Family Dentistry The intermediate examination will be held in December of 2016 with one candidate. Exit Examination of Family Dentistry The first ever exit examination of Family Dentistry will also be held in December of 2016, and two candidates will take the examination. A total of seven candidates enrolled for this diet and six of them passed the examination. - An Exit Examination was held on 15 (written) and 19 January 2016 (clinical and viva). The examination was chaired by Prof Nabil SAMMAN. Prof Alexis OLSSON of Northwestern University, Feinberg School of Medicine was the external examiner. Five higher trainees took part and four passed the examination. - The SB OMS will conjoint with RCSEd for the intermediate examination to be held in October Dr Antonio TONG will be the Chief Examiner. The next diet of Exit Examination will be conducted in November Prof Nabil SAMMAN will be the Chief Examiner. - At the close of August 2016, there are a total of eight higher trainees and eight basic trainees registering with the College. The 2016 diet for the 20 th Conjoint MOrth RCSEd Examination is scheduled for November. Three CDSHK Basic Trainees will be taking the Intermediate examination and seven other overseas candidates enrolled for this examination. Three diets of Exit Examination were held in 2015 and Currently, there are three basic trainees and ten higher trainees registered with the College in the Specialty of. The written paper was held on 29 September 2015 and the remaining parts were held on 30 September and 2 October There were six candidates sitting the examination. Prof Barbara CHADWICK and Prof Ferranti WONG were examiners from the Royal College of Surgeons of Edinburgh. - An Exit Examination was held in July One candidate sat and passed the examination. - The 15 th Membership Examination in (Conjoint Examination) was held in September The examination was in the Tri-collegiate format. In December 2015, three higher trainees had passed the Exit Examination. The Specialty Board together with the Royal College of Surgeons of Edinburgh will conduct the Conjoint CDSHK/MPerio (RCSEd) Intermediate Examination in in Hong Kong. At present, there are three basic trainees and nine higher trainees in the pathway. Last year, four basic and four higher trainees passed the intermediate and exit examination respectively. A total of five higher trainees will take the Exit Examination and one basic trainee will take the Intermediate Examination in November Dr Edmond H N POW is currently the Supervisor of the training centre in the Faculty of Dentistry, The University of Hong Kong. In addition, there are nine trainers, namely Dr Michael G BOTELHO, Dr Robin W C CHUNG, Dr Daniel T S FANG, Dr Edward H T HO, Dr L H KEI, Dr Katherine C M LEUNG, Dr Edmond H N POW, Dr K C YEUNG and Dr William C W YUNG. 3. The Board had reviewed the application of two training centres for higher training and submitted to the College Council for further assessment. Meanwhile, three fellows have completed the two-year train-the-trainer programme. 4. There are two newly approved centres for higher training in Prosthodontics, i.e., Cheung Sha Wan Government Offices Dental Clinic and Western Dental Clinic. Dr C H CHAN is currently the Supervisor and Dr Jason T L WONG and Dr Elaine Y L YIU are the trainers of the centres. 5. 17 Continuing Medical Education Sub-committee 1. Introduction It is the objective of the Hong Kong Academy of Medicine to promote the advancement of the art and science of medicine, foster the development of postgraduate medical education and continuing medical education as well as promoting the improvement of health care for Hong Kong citizens. The purpose of Continuing Medical Education and Continuous Professional Development (CME/CPD) is to meet these objectives. In the pursuit of lifelong learning with a view to protect our own patients, CME is now required not only from fellows, but also from our members and trainees as well. The CME Sub-committee follows the policy that accredited CME activities should be educational with an objective to enhance our competence and improve outcome of patient care. Such CME activities must be based upon the best scientific evidence available and free from any undue or biased commercial influence. The CME Sub-committee has been working hard on revising the Principle and Guidelines for the cycle and recently streamlined the application and administration of CME activities and the pre-approved CME/CPD providers. In response to the Academy s trend of promoting more variety of CME activities, the maximum number of CME points for passive participation per cycle will be slightly reduced, however, new categories of CME activities will be added. 2. HKAM Programme (CME/CPD Cycle from 1 January 2014 to 31 December 2016) for Fellows: At present, the College of Dental Surgeons of Hong Kong (CDSHK) has a total of 280 Fellows, in which 20 of them were new Fellows joining our college during the current CME/CPD cycle commencing 1 January 2014, with the following breakdown: No. of Fellows brought forward from the previous CME/CPD cycle 1 :

18 No. of new Fellows starting the CME/CPD cycle at 1 January 2016: 6 No. of new Fellows starting the CME/CPD cycle at 1 July 2016: 14 Fellows who started their CME cycle later than 1 January 2014 will have the CME requirements on a pro rata basis. All Fellows, Non-FHKAM Specialists, MGD Holders and Higher Trainees should take the time and effort in submitting all their unclaimed CME/CPD activities to the Secretariat within two weeks after the CME/CPD activities, to ensure their inclusion in the cycle. 8. Applications for accreditation of CME/CPD activities for the first 8 months in 2016 of the current CME/CPD cycle: From 1 January 2016 and up to the 31 August 2016, our CME Subcommittee has vetted, approved, and accredited a total of 453 (447 approved / 6 rejected) scientific meetings or training courses held locally and overseas. 9. Future development The CME sub-committee is actively exploring different alternatives for recording attendance of CME activities. Any constructive recommendations will be mostly welcome. One Fellow was admitted as Honorary Fellow in recognition of his long term contribution to the College. Seventeen higher trainees passed the Exit Examinations of their respective Specialty, and completed their specialist training pathways. They were admitted as Fellows in the Specialties of Community Dentistry (two Fellows), Endodontics (one Fellow), Oral & Maxillofacial Surgery (four Fellows), (one Fellow), (one Fellow), (three Fellows) and Prosthodontics (five Fellows). Nineteen basic trainees, who passed the Intermediate Examinations in their respective specialties, were admitted as Members of the College of Dental Surgeons of Hong Kong and became higher trainees. Three candidates passed the Membership in General Dentistry examination and were recognized as Members in General Dentistry (MGD). Last but not least, I would like to express my sincere gratitude to the members of the Membership Committee for their contributions. Digital Dentistry relates to dental technologies or devices that incorporate digital or computerized components for controlling workflow in dental practice. At this meeting, a total of seven local experts from diverse dental backgrounds shared their experience on aspects of digital dentistry in the Hong Kong context, the process and outcomes of digital dentistry, communications with dental manufacturers and dental suppliers, and the research in this newly-emerged field. Topics include: Endodontic Applications of Cone-Beam Computed Tomography (CBCT) by Dr Alex CHAN; Orthodontic Diagnosis and Treatment Planning with Digital Technology by Dr John WU; 3D Printing Is It a Revolution or a White Elephant in Dentistry by Dr James CHOW; Why Use Digital Clinic Management System by Dr Johnny WONG; Inside a Digital Dental Lab by Mr Alwin NGAI; Digital Workflow in Restorative Dentistry Are You Ready for the Change by Dr Daniel FANG and Myths and Facts of Invisible Orthodontic Appliance by Dr Wilson LEE. Digital Dentistry inspires us on how we can adopt digital concept in our daily work which can predictably improve our service to the patients. We are well aware that Digital Dentistry is the way forward in modern dentistry and with its fast-changing nature, we may need to prepare ourselves to take steps out of our comfort zone. Every Practice with Special Needs is the theme of our Spring Scientific Meeting held on 15 May 2016, highlighting the importance of every practice being able to meet the needs of people requiring Special Care Dentistry (SCD), given the rapidly changing demography of the Hong Kong population. The keynote speaker was Dr Alison DOUGALL, Associate Professor and Consultant in Special Care Dentistry, Trinity College Dublin, Ireland as well as the Editor and Chair of the Education Committee for the International Association for Disability and Oral Health (iadh). She presented guidelines for core competencies in undergraduate and postgraduate SCD curricula and the role of conscious sedation in managing patients with disabilities who 19

22 cannot cope with prolonged dental treatment or exhibit persistent care resistant behaviours. Three local academics from the Faculty of Dentistry presented their topics, with Dr Gillian LEE on Oral Health Care for People with Learning Disabilities, Dr Justin CURTIN, Medically Compromised and Special Care Dentistry and Professor Colman McGRATH on Developing Evidence Based Approaches for Special Care Dentistry. A wider perspective on the theme was covered, with Dr Eilly LAU sharing on Clinical Case Reports on Children with Special Needs, Dr Robin CHUNG giving his Presentation of Adult/Geriatric Patients with Special Needs and Professor W K LEUNG presenting on the Periodontal Management of Individuals with Systemic Disorders. The meeting was well received by more than 240 participants and there was a lot to learn and ponder upon in response to the profession s role for SCD. It is also with much enthusiasm to report that The 2016 Hong Kong International Symposium in Peri-implantitis, a one-day symposium and half-day hands-on masterclass course, will be held in late November, with three prominent scholars and experts in periodontology and implant dentistry, Prof Joerg MEYLE (Germany), Prof Stefan RENVERT (Sweden) and Dr Jean-Louis GIOVANNOLI (France). The event is jointly organized by the Faculty of Dentistry, University of Hong Kong, the College of Dental Surgeons of Hong Kong and the Hong Kong Dental Association. Being in my second year as Chairman of the Scientific Meetings Committee, I would like to express my sincere thanks to the committee members who helped tremendously in making every scientific meeting a success. Dr Bun Ka YIU It was a busy and fruitful year for General Dentistry Training and I would like to report the progress in various aspects MGD Training Programme (Third Diet) Clinical Modules (CP) modules will be completed by early October In the December 2015 and July 2016 lectures, we were very pleased to have invited Dr Brent WELLER to deliver topics on Dental Practice Inspections Training, and RACDS speaker, Prof Michael BURROW to deliver topics on Dental Material Science, Rehabilitative Therapy and Aesthetic Therapy. Their valuable experience had tremendously benefited our Trainees and, more importantly, their contribution serves as a benchmark to the high standard of our MGD Training Programme. The rest of the Essential of Dental Practice Modules (EDP), Supervised Dental Practice Programme Modules (SDP) including one supplementary workshop will be completed in December We will also invite RACDS speaker, Prof Laurence WALSH, who will share with us two topics on Caries Management and Infection Control in the October lecture MGD/MRACDS Conjoint Part II Examination By Full Exam (For Re-sit Candidates) The MGD Part II Examination (Clinic Visitation) and MGD/MRACDS (GDP) Conjoint Viva Examination were held on 4 and 6 March 2016 respectively. Five candidates were eligible to sit for the examination with three candidates passed and two failed. The passing rate was 60%. A total of 50 participants, including MGD Mentors, Examiners, CGD Members, CDSHK Councilors, HKDA representatives and RACDS Representatives, attended the workshop. The main purpose of the workshop is to provide information and guidelines to new Mentors on their duties to the assigned MGD Trainees as required by the CGD Committee. Responses to the workshop had been very positive. MGD Holders Currently, there are 139 MGD holders and we would anticipate a rapid expansion in the coming years MGD/MRACDS Conjoint Part I Examination (By Full Exam) and 2017 Part II Examination (By CAT Diet) A total of 50 applications have been received for the MGD/MRACDS Conjoint Part I Examination, 45 out of 46 trainees by full exam and 5 out of 11 re-sit trainees have been admitted to sit for the examination which will take place on 8 January 2017 (Sunday) at the Prince Philip Dental Hospital. 24

27 In addition, there are 6 potential candidates participating in the CAT Part II Examination (Clinic Visitation) on 1-2 March It has been a great pleasure for me to be given the chance of serving the CGD Committee and I would like to take this opportunity to express my sincere gratitude to our Examination Team, CGD Members, Education & Examinations Committee (E&EC) and the Council members who have assisted me throughout these years and the past and present for their valuable advice and support. 28 Scholarship Committee Chairman : Ex-officio Members : Dr Yiu Kai WONG Dr Katherine Chiu Man LEUNG Dr Robert Pong Yin NG The Scholarship Committee was established under the auspices of the Council of the College of Dental Surgeons of Hong Kong after the decision was made to launch a Scholarship scheme to support our higher Trainees and Fellows (those who are admitted within the previous 5 years) to obtain advanced overseas training for their continuous professional development. The training may include attachments, workshops, short training courses or study tours. The Committee was chaired by me with Dr Katherine CM LEUNG and Dr Robert P Y NG as members. The tenure of the award is for duration of 2 to 8 weeks. A maximum of two awards would be granted to suitable applicants each year. The maximum amount of each award is HK$50,000. Successful applicants will be required to participate in some College activities in the subsequent year as, for example, writing reflections about their training to be published in the College Newsletter, representing the College in some promotion functions, etc., as invited by the College Council. During the year , two applications for the Scholarship scheme were received. Awards were given to Dr LO Ching Man and Dr LAI Ian Albert respectively. The Committee was chaired by me with the Honorary Treasurer, Dr Katherine CM LEUNG, as the ex-officio member and Dr C K LEE and Dr K Y HO as members. Renovation of the College Chamber was accomplished at the end of August The College Chamber now bears a new and elegant look, with plenty of filing and storage space and improvement of the working environment for the staff. In response to the suggestion in the last AGM, College pins were prepared and distributed to Fellows and Members as a token of College membership. The policies and arrangements on annual leave and overtime work were revised and updated to comply with the spirit of the Employment Ordinance (EO). The changes were to avoid over-accumulation of annual leave and overtime work hours of the staff. Special thanks should be given to Mr Maurice CHAN, our Honorary Legal Advisor, who had given invaluable advice and guidance to us throughout the process. The Secretariat consists of four members, namely Executive Officers Ms Lilian CHEUNG, Ms Julia LAU and Ms Sharon TAM, led by our Senior Executive Officer Ms Rose CHOW. After serving for a period of seven years, Ms Sharon Tam left us in August 2016 and we wish her the very best in her future career. The Newsletter acts as a bridge between the College and the Fellows/Members and serves an important function to inform our Fellows/Members of the activities and latest development of the College. To be environment friendly, the Newsletter is sent to Fellows/Members through electronic mail and posted in the College website If Fellows or Members have updated the address, please contact the College Secretariat. Another important task of the Publication Committee is to prepare the Annual Report at the Annual General Meeting which provides a summary of the financial status, the activities of different Committees and Specialty Boards, and a full list of the Fellows/Members. 31 Treasurer s Report The College recorded a surplus of HK$638,332 for the financial year ended 31 st March The accumulated fund of the College has reached HK$6,403,847. The incomes of the College were mainly derived from membership and subscription fees, examination fees as well as the MGD program. Staff salaries and allowances, depreciation, repairs and maintenance and management fee were our major expenses. For the year , we received two applications for the College Scholarship. Comparing to last year, this year s surplus has reduced by HK$829,974. This is mainly due to the smaller surplus generated from the MGD program. The Council s new initiative to encourage education and training activities within specialties, including the Committee of General Dentistry, was well received. Two specialties have successfully organized activities for their trainees, fellows, members and trainers. Subscription fees were revised in order to combat inflation since the last revision. The new subscription fee schedule has been effective since 1 January The Council has resolved to maintain a conservative approach to our investment. The College has no intention to invest in local properties, shares or foreign exchange up to the present. On behalf of the College, I would like to express our sincere gratitude to our Auditor, Dr Eric Li Ka Cheung of Messrs. Li, Tang, Chen & Co., for his professional advice and dedicated service in the past year. Dr Li has kindly accepted our reappointment for the coming year.
