3 Section 1 General Principles 1 The mission of the (the Order) is to maintain quality dental services by adhering to high standards of practice and ethical conduct, and to promote oral health among the people of Quebec. 2 Members are responsible for exercising their profession in accordance with generally accepted dentistry standards and for updating their clinical and scientific knowledge to keep pace with advances in the field. 3 The purpose of the (the Policy) is to provide a reference to support and guide members of the Order as they maintain and develop their knowledge and skills. The Order encourages its members to plan their Continuing Dental Education (CDE) activities based on their own needs, to remain abreast of advances in the profession and to broaden their knowledge. 4 The Order fosters the professional development of its members, helping them adapt to rapid changes in science and technology and apply this new knowledge to their daily practice. 5 CDE activities must be related to the exercise of the profession. 6 Regular participation in CDE activities helps members improve their professional practice. 7 The Order does not control the content of the CDE activities available to members; they are responsible for assessing the relevance and quality of these activities. Section 2 CDE Activities and Units 8 In order to determine which CDE activities will be most beneficial, members are encouraged to examine their areas of practice and identify their personal CDE needs. 9 As prescribed by the Code of Ethics of Dentists, the practice of dentistry requires competencies in the areas of diagnostics, surgery, radiology, pathology, prosthodontics, periodontics, orthodontics and endodontics, as well as in terms of leadership, management, communication skills and public health. 10 CDE encompasses a variety of activities. 11 CDE activities can take the form of classroom courses, workshops, conventions, symposiums, study clubs and seminars. 12 CDE activities can also be individual, for example online professional development programs, reading scientific and dental journals, publishing and reviewing scientific articles, and preparing presentations for CDE activities. A maximum of 10 hours per year may be devoted to personal reading related to professional activities. 13 In order to fulfill their CDE ethical obligations, members are encouraged to accumulate 90 units over a three (3) year period. 14 The calculation of the three (3) year period will begin on July 1, 2008, and the first annual CDE declaration will be included with the Notice of Assessment. Section 3 Calculating CDE Units 15 CDE unit is a quantitative measure assigned to a CDE activity related to the exercise of the profession. 16 Generally speaking, one (1) hour of CDE equals one (1) unit. Hands-on continuing education courses are worth two CDE units per course hour. 17 For the purpose of this calculation, an activity must be at least 30 minutes in length to qualify for a unit.

4 Section 4 Annual CDE Declaration 18 Members are responsible for managing their CDE and recording their CDE units. 19 To facilitate the task of recording CDE units, the Order will keep an online record of units accumulated from its preferred partners. 20 Members record the details of their CDE activities in a special file created for this purpose. 21 Except for activities where attendance is recorded with digital scanners provided by the Order, in accordance with section 31 of this Policy, members participating in CDE activities must: a obtain a certificate of attendance from the organization in charge of the activity indicating the name of the organization, the name of the presenter and the title, date and length of the activity; b obtain a description of the activity provided by the organization (e.g. brochure, pamphlet); c keep a record of self-study and self-evaluation activities; d keep written proof of activities involving publication (articles, etc.) and/or preparation of CDE activities. 22 On request, members must submit the documents mentioned in section 21 to a duly authorized representative of the Order. 23 Once a year, members must inform the Order, through the Notice of Assessment, of the number of CDE units accumulated during the previous year. Section 5 Professional Inspection File 27 The Order records the information collected from the Notice of Assessment in the member s professional inspection file. Members may consult their files at the Head Office of the Order by submitting a request to the Director of Professional Services (DPS). 28 The period indicated in the file of a member who is newly registered or re-registered with the Order begins on July 1 following the date his or her permit is issued or renewed. Section 6 Preferred Partners of the Order 29 The Order recognizes the preferred partners listed in Appendix I. 30 The preferred partners of the Order must submit their scientific activity program to the DPS each year for publication. 31 Quebec s dental schools and dental societies use digital scanners provided by the Order so their CDE activities and associated units can be recorded directly in members CDE records. These scanners are also used at the annual convention (Journées dentaires internationales du Québec) of the Order. Section 7 Repealed 24 No declaration other than the one enclosed with the Notice of Assessment shall be considered. 25 Members who did not participate in any activities related to the exercise of the profession during the year in question must state as much in their annual declaration and provide an explanation. 26 A false declaration constitutes a breach of ethics.

5 I Section 8 Policy Administration Director of Professional Services (DPS) 35 The DPS ensures that the Policy is implemented and advises members in this regard. The DPS is the secretary of the Continuing Dental Education Committee (the Committee). II Continuing Dental Education Committee 36 The Committee comprises five (5) members of the Order, including a Chair, appointed by the Order. 37 Each member serves a two (2) year renewable term. 38 The duties of the Committee are as follows: a On request from the Board of Directors, express an opinion on the general administration of the Policy and programs offered by the preferred partners; b Make recommendations to the Order concerning its conference programming in the various regions of Quebec; c Recognize new study clubs each year. 39 Each year, the Committee must submit an activity report to the Board of Directors. Section 9 Special Provisions 40 Use of the Order logo is prohibited in any advertising concerning CDE courses. 41 Use of statements such as Accredited/Approved/ Recognized by the or expressions with similar connotations is prohibited. 6 Frequently Asked Questions Why did the Ordre des dentistes du Québec introduce a Continuing Dental Education Policy in 2002? Under its mandate of public protection and in keeping with dentists ethical obligation to maintain their theoretical and practical knowledge up to date, the Ordre des dentistes du Québec introduced a Continuing Dental Education (CDE) Policy for its members, in order to enhance the quality of dental care provided for Quebecers. What is the objective of the CDE Policy? The objective of the CDE Policy is to serve as a reference, so as to support and guide dentists in maintaining and developing their knowledge and skills. What main changes have been made to the new edition of the Policy? Starting January 1, 2009, dentists will be entirely responsible for keeping track of their CDE units (previously called credits) and will have to report them in their Notices of Assessment. The information that dentists provide in their Notices of Assessment will be placed in their professional inspection files. With the exception of activities at which attendance is taken using digital scanners provided by the Order, dentists will have to retain proof of their CDE activities, i.e. a certificate of attendance (indicating the name of the organization, the name of the presenter and the title, date and length of the activity) and a description of the activity (brochure, pamphlet, Web page, etc.). Training organizations that do not use digital scanners provided by the Order to keep track of attendance will be responsible for providing dentists with a certificate of attendance and a description of the activity. Such organizations will no longer have to provide the Order with a synopsis of the training activity before it is held, since they will set the number of hours allotted to each activity themselves. What is a CDE unit? A CDE unit is the new term for the quantitative measurement of a CDE activity related to the practice of the profession. Each hour of training will be equivalent to one (1) CDE unit. How many units will dentists have to accumulate? To fulfil their ethical duty, dentists must respect the reference framework of 90 CDE units over a three (3) year period, as stipulated in the Policy. When will the three-year period start? For calculation purposes, the first three (3) year reference period under the new Policy will be retroactive to July 1, How will the annual CDE declaration work? Once a year, dentists will have to declare to the Order, on the Notice of Assessment form, the total CDE units they have accumulated over an annual period beginning on July 1 and ending on June 30. The first annual CDE declaration will be part of the Notice of Assessment. For purposes of this notice, all activities since July 1, 2008 will be included in calculating the number of units. Any declaration other than the one in the Notice of Assessment will be rejected. If dentists accumulate more than 90 units over a three-year period, can they apply the surplus number of units to subsequent years? No. Dentists must start a new cycle at the end of the three (3) year period. What happens if a dentist is not practising? Any dentist who is not engaging in any activity related to the practice of the profession, because of illness, pregnancy, a lengthy stay abroad, retirement or any other reason, must indicate this in his or her Notice of Assessment and explain. Is it still necessary to apply to the Order to be excused from this obligation? No. In future, dentists will have to declare their situations in their Notices of Assessment.

7 Frequently Asked Questions What CDE activities will be recorded with digital scanners? CDE activities offered by Quebec dental societies and Quebec dental schools and at the Journées dentaires internationales du Québec will be recorded using digital scanners provided by the Order. However, the Order will continue to accept attendance reports in Excel format used by specialists associations and study clubs. Only these activities will be listed in a record accessible on the Order s Website. Must dentists send the Order proof of attendance at activities after each activity? No. Dentists must keep the proof of their CDE activities that were not recorded with a digital scanner provided by the Order, though, since they could be asked at a later date to show them to a duly authorized representative of the Order.
