Introductions and Purpose Young Meeting called to order at 10:07AM II. Selection of Chairperson Committee Dan Marsee was selected as the chairperson UN III. Review 2016 Weightlifting State Championships Committee Would like to commend the efforts of the civic center and the Seminole county schools. Blood on the platform would request that a sanitation station be added near the competition floor Girls Did not like the allowing of the competitors to lift early. They should not be allowed to compete outside of the normal competition. Pre weigh-in should use the scales that they will use for weigh-in (increase the number of scales to use) There was a suggestion of the FHSAA purchasing scales to use during championships The committee would like to see a sponsor to supply the weights Mr. Johns would like to sit down with the Marketing Department to discuss sponsors for next year The committee would like to see a budget for the next meeting IV. USA Weightlifting Presentation Phil Andrews Phil Andrews, Chief Executive Officer, USA Weightlifting and Guest. Would like to start a process of bridge the gap between FHSAA weightlifting and USA Weightlifting. Would like to discuss adding the snatch to the girls meet. This can be done a few different ways i.e. optional event, pilot program. They are very open to ideas to get this done. - Sponsorship possibilities - Coaches and Judges education - Etc. Comments on Presentation: Mr. Lansky would like to see an actual sport (or pilot program) added to the FHSAA. It would take place in the fall. With its own season of 6-8 weeks. Mr. Marsee could see an issue with conflict of athlete s in Mr. Lansky option, and they don t want to see the current sport change into

2 Powerlifting or Olympic Lifting. A few of the committee members spoke of adding it in the spring. USAW: They stated that they are not here to change the sport. They are looking to add another option. Mr. Johns Stated that the summer may be a good time to have it. Suggested that the FACA sponsors the Club Project. USAW: Can provide the information once they have a contact to start a club program. Mr. Marsee suggested that USAW can start with the FACA meeting (1/6/2017) to get the information disseminated to everyone. Mr. Aun Would like a survey to be conducted on the coaches feel about both powerlifting and USAW. They would like to be seen the survey sent to the Principals, AD s, both weightlifting coaches and the football coach. VI. Old Business a. Eliminate thumb-less grip i. Background Information: Plaster could be a confusing term for some judges and technical controllers. Background Information: Give the lifter the benefit of the doubt if the lifter misses their call at their desired weight. Recommendation: Add or the lifter must increase the weight on the barbell or accept a no-lift. Amendment: A lifter s first attempt must precede another lifter s second attempt at the same weight on the bar. This order must be followed continuously. If a lifter did not attempt the current called weight the lifter must increase the weight on the bar, or declare a no lift. Rationale: This is a clarification and extrapolation of an existing rule. Prevent lifters from altering the lifting order at local meets; allow lifters another attempt instead of accepting a no-lift for missing their desired weight. Background Information: The current rule allows a material of sufficiently contrasting color not to exceed 1-1/2 inches in thickness. Recommendation: Change to not exceed ¼ inch in thickness. Rationale: This rule could be abused if discovered in masse to elevate the buttocks allowing for a potential mechanical advantage. Hughes FHSAA Building, Gainesville Date: 5/27/2015 Rule Reference(s): (b)(2) Action: X Discussion: Item: Disqualification or no-lift criteria on the bench press with regards to the head, buttocks, and feet. Background Information: The ability of the judge to properly determine if the buttocks separated from the bench press surface is diminished due to the focus on the movement of the feet. Separation of the buttocks from the bench press surface offers a greater mechanical advantage than movement of the feet. Recommendation: If at any point the buttocks lose contact with the flat bench surface, the attempt would be rendered no-lift. However, the committee needs to discuss lifting of the head and any movement (sliding or lifting) of the feet and what is to be allowed: Examples: All movement of the feet are allowed except for separation from the floor (i.e. bridging, sliding, toe movement, etc.). feet are allowed to slide, but no part of the foot can separate from the floor (reverting back to the previous rule); any motion or lifting of the feet is allowed. Amendment: Movement of the feet is allowed except for complete separation from the floor (i.e. bridging, sliding, toe movement, etc.). Rationale: Improve judging of the lifter by removing an irrelevant aspect of the bench press disqualification or no-lift criteria. Alternative to Recommendation: No change. Background Information: If during the state meet there is a tie where lifters are forced to split place and points, This could ultimately determine the team champion. Recommendation: Change the criteria for determining a winner when there is a tie during the State Meet. Amendment: Lippo, McDonald if a tie exits after the weigh in, all points would be combined and divided equally. UN Rationale: When there is a re-weigh and the lifters are still tied. Instead of splitting place and points, the winner will be determined by who scored the highest total during the District meet. This can possibly reduce sandbagging and give competitors a better idea of their seeding during the Florida Finals. After this measure if there is still a tie then split place and points. Alternative to Recommendation: Open for discussion. Hughes FHSAA Building, Gainesville Date: 5/27/2015 Rule Reference(s): Action: X Discussion: Item: For qualifying meets, either one judge or light system with three judges Background Information: With the lack of judges, it is better to have one qualified judge making the final decision than, one qualified judge and two unqualified judges. The light system would prevent biasedness when judging because the lights would not illuminate until all judges have voted. Recommendation: Amendment: Lippo, Baur Either one judge or light system with three judges will be used for all regular season and qualifying meets Rationale: See Background Information above. In addition the host school should be able to decide how many qualified judges their event can support. Alternative to Recommendation: No change. A certification program would allow the sport to draw from a list of judges that knows the sport and can provide the students quality competition. Hughes FHSAA Building, Gainesville Date: 5/25/2016 Rule Reference(s): Action: X Discussion: Item: Minimum number of warm-up and competition platforms at districts, regionals, and the state finals. Background Information: Previously the minimum number of warm-up platforms at the state finals was two. There are no established minimums currently for the state series for competition or warm-up platforms. Recommendation: All state series events (districts, regionals, and the state finals) must have a minimum number of FIVE warm-up platforms and a minimum of FIVE competition platforms. Rationale: Some districts and regions could theoretically have 200+ lifters competing. The state finals would have 100 lifters per flight and five warm-up platforms would allow more room for lifters to properly and safely warm-up. This would result 1:20 ratio of platforms to lifters in the warm-up area. Additional warm-up platforms (over five) would be preferable Alternative to Recommendation: Make the minimum number of warm-up and competition platforms just for the state finals and leave the minimum number of warm-up platforms for the individual districts and regions to their discretion. Hughes FHSAA Building, Gainesville Date: 5/25/2016 Rule Reference(s): General Provisions Action: X Discussion: Item: Define Equipment Violation Penalties Background Information: Disqualification of a lifter for wearing or using illegal equipment/gear. Recommendation: Instead of disqualification from the meet, if a lifter that completes a lift using bandages, gloves, belts, braces, etc. that violate the established rules, that attempt will be disallowed instead of disqualification from the meet. Rationale: Disqualification from a meet is too stiff a penalty for something the coach, technical controller, and referee should consider before a lifter makes an attempt. Background Information: Lifters must give their 1st attempts during weigh-ins and can change them at any time prior to and during the meet. This has now resulted in lifters giving false opening attempts resulting in severe delays during competitions as each attempt must be called, especially at the state series. Recommendation: A lifter has 30 seconds to change an attempt once it has been called if it has been declared on the score sheet. Failure to change after the 30 seconds necessitates the lifter taking the attempt initially declared or receiving if the clock has expired. Hughes FHSAA Building, Gainesville Date: 5/25/2016 Rule Reference(s): (c) 6 Action: Discussion: Item: I recommend that we put in language that specifies during regional and State Championship meets a minimum requirement for opening attempst. Background Information: The current procedure allows lifters to give any opening attempt that they choose which causes a score keeping issue and starting weight issue if the numbers are not accurate. Recommendation: A lifter who has qualified for a regional or state championship meet must report opening attempts that are greater than or equal to 90% of their qualifying totals. Rationale: There were several incidents that could have been avoided just this year alone if we had this in place. As an example, at the state meet in the 169 lb class lifters reported opening bench attempts of 200 lbs. When the head referee started calling for 200 1st attempt there were no lifters at that weight or the next 15 called attempts. The actual starting weight on the platform was 270 lbs. This created unnecessary score keeping changes as well as extending the start time of the competition on that platform for several minutes. Hughes FHSAA Building, Gainesville Date: 5/25/2016 Rule Reference(s): (c) 6 Action: Discussion: Item: Minimum for opening attempts Background Information: Currently an athlete can give any weight as an opening attempt because the rule allows him/her to change the attemept at any time. Recommendation: For Region and State Meets, the first called weight will be 10lbs less than the lowest quailifing weight succesuly lifted at the proceeding level. Rationale: This will not only allow the athletes to get through weigh-ins quicker, it will give coaches the chance to train their athletes better because they would know the come-in weight before they arrive at the meet. Alternative to Recommendation: Allow first attempts to be change only up until the time the competition begins (must establish a time per meet). RESULT: If a weight is called and no attempt is made, that athlete is given a no-lift at that attempt because that is the weight they gave at weigh-ins. Background Information: It doesnt say anywhere that all lifts must stop while a record breaking attempt is being made. One of my lifters was preparing for his clean & jerk and right before he pulled the bar he was instructed to stop. Recommendation: It should be left up to the lifter and his/her coach to decide if they want to observe the state record attempt that is being attempted while the lifter is beginning to attempt their own lift. Rationale: A lifter that is in the process of attempting a lift whether the lift has started or not should not be interrupted during or before their attempt if they are on the clock. Alternative to Recommendation: If it is going to be a requirement then an announcement should be made for all competitors to stop during the record breaking attempt in a manner that does not disrupt a lifters prelift routine of the lift itself. Background Information: Clarification of an existing rule to no-lift a lifter when the spotter s hands are touching the barbell while it is descending. Recommendation: The spotter must remove their hands from the barbell prior to the descent of the barbell. Failure to do so will result in a no lift. Rationale: Clarification of an existing rule. Hughes FHSAA Building, Gainesville Date: 5/25/2016 Rule Reference(s): General Provisions & (b) Disqualification of a Bench Press Action: Discussion: Item: The bench press must be performed with the hands in a pronated (palms down) position. Background Information: Lifters performing the bench press with a reverse (supinated) grip increase the probability of injury to the neck and face. Recommendation: The bench press must be performed with a palms down (pronated) grip with the thumb wrapping around the barbell (no false or suicide grip allowed). Failure to follow these general provisions will result in a no-lift. Rationale: Safety of the lifter, especially in the bench press due to the lifter being in a supine position with a weighted barbell over their upper torso. Also, what are the duties of the meet director and the technical coordinator. Background Information: It is unclear as to not only who is considered the meet director, but what their role is in a meet as well as the technical coordinator. Who has the authority to disqualify a lifter for unsportsmanlike conduct or rules violations. Recommendation: It is recommended that how these positions are chosen and what their roles and responsibilities are during a meet. Rationale: It has been unclear at district, regional, and the state meet as to not only who the meet director and technical coordinator are but what their responsibilities are. Alternative to Recommendation: WKAC 1 st Rdg: Tabled FHSAA will get a definition of the meet director and add information to the jury of appeals ADAC 1 st Rdg: WKAC 2 nd Rdg: Duane Hagstrom

Hughes FHSAA Building, Gainesville Date: 5/25/2016 Rule Reference(s): Action: Discussion: Item: Address the lack of consistent qualified judges which I believe will continue to be a problem that will only grow with the rigorous certification program. Background Information: There has been an ongoing shortage of available "qualified" judges for years before the certification process has been implemented. It has always been a challenge for the tournament host and a point of contention at these larger meets that there are enough qualified judges available. Recommendation: To utilize our current state officials Associations to provide judges for our district, regional, and State Meets, and have them required to use our incoming certification test for certification standards. We do this by charging each team that participates in a district a $50-75 judges fee as part of their participation. $25 of that fee will go to the District Meet, $25 to the Regional, and $25 to the State. Rationale: This will eliminate the Host School's need to have to find judges, eliminate judge bias, and scale down the scrutiny of qualifications and backgrounds and experience of judges by coaches. Alternative to Recommendation: The fee, is probably recommended on the high side, and the cost to each team may in fact be half of that. WKAC 1 st Rdg: Tabled for more information. Hughes FHSAA Building, Gainesville Date: 5/25/2016 Rule Reference(s): Action: Discussion :X Item: Procedure when the FHSAA makes a mistake in awarding champions or runners -up Background Information: In both the 1A and 2A meets at this years boys meet they awarded a team champion to 2 teams and also recognized, announced and awarded trophy and medals to the the runners up as the team with the next highest point totals. After the fact the title of runner up was stripped from both of these teams. Recommendation: In the case that the FHSAA makes this mistake in the future, they should follow whats in the best interest of the kids involved and recognize them in the record book as the team runners up. Rationale: The FHSAA is an organization that is supposed to be looking out for the best interest of the children involved and always has the approach that they will not punish a kid for the mistake that an adult makes. If the FHSAA makes a mistake then they should follow this policy themselves. Alternative to Recommendation: As an alternative we should come up with a tie breaking procedure so that this situation doesnt happen in the future. Background Information: Duane Hagstrom as the meet director disqualified a lifter during the region 2A-2 boys meet for unsportsmanlike conduct during the weigh-ins. A lifter was using profanity towards me and threatened me. The coach called the FHSAA and they overturned my disqualification on the gound that there was not another adult present at the time of the incident and it was my word against the kid. Recommendation: The meet director shall be given final authority on enforcing all rules and disqualifying any lifter that breaks any listed rule, violates equipment specifications or demonstrates unsportsmanlike conduct. Rationale: A meet director should feel secure in knowing that they are being trusted in performing their duties without fear that a coach can call the FHSAA and complain in order to have have rules or disqualifications overruled.
