1 DYERSBURG POLICE DEPARTMENT General Order Subject: Wellness and Fitness Incentive Program Authorizing Signature Steven Lynn Isbell Original with Authorizing Signature on File Number 2-2 Effective: September 9, 2015 Review Frequency Annually Document History: 11/13/ /18/ /01/ /08/2013 Policy: It shall be the policy of the Dyersburg Police Department to provide a law enforcement work force that meets adequate standards for physical agility and mental fitness that is demanded by the nature and legal requirements of the profession. These requirements are also noted in the Job Descriptions 1800, 1802, 1803, 1804, 1805, 1807, 1808, 1809, 1810, 1811, 1812, 1813, 1814, 1815, 1816, 1817, 1818, 1819, 1820, 1826, 1830, and For Non-Sworn Personnel the requirements are noted in the Job Descriptions 1821, 1824, 1825, 1827, 1828, and Purpose: The purpose of this policy is two fold. First, it establishes guidelines for the physical qualifications and standards within the Dyersburg Police Department. Second, this order encourages commissioned officers to maintain a level of physical agility that is necessary to successfully perform the duties of a Police Officer, and to set procedures for maintaining minimum standards for mental and physical fitness. This policy further establishes a physical fitness incentive program for all sworn law enforcement members of the Dyersburg Police Department. This directive also identifies the Dyersburg Police Department Wellness & Fitness Program that is available to all sworn employees of the Dyersburg Police Department and that the Dyersburg Police Department provides a physical fitness room for use by all employees. The Physical Fitness Room is maintained at the Training Center and is available to all employees 24 hours a day. Background: The functions of a law enforcement agency require a level of physical and mental wellness and fitness not demanded by many other occupations. This is so well recognized that Tennessee has mandated by law in Minimum Standards for Law Enforcement Officers that certain physical and mental standards must be certified by medical professionals for individuals hired as police officers in Tennessee. This policy outlines criteria for the encouragement of maintaining good physical agility and fitness, and the requirement to maintain mental fitness. These requirements are also noted in the Job Descriptions 1800, 1802, 1803, 1804, 1805, 1807, 1808, 1809, 1810, 1811, 1812, 1813, 1814, 1815, 1816, 1817, 1818, 1819, 1820, 1826, 1830, and
2 Definitions: 1. Physical Agility Assessment Test: The Physical Agility Assessment Test is a battery of tests designed to test the employee s aerobic ability, anaerobic ability, upper body strength & dynamics, flexibility, and lower body strength & dynamics. It consists of the following 4 events: 300 Meter Run One Minute Sit Up One Minute Push Up 1 Mile Run These four events have been adopted from the Cooper Institute of Fitness Unified Standards for Law Enforcement (for sworn personnel).. The Sworn standard combines a cross section of police officers from all age and sex groups into one fitness norm for all law enforcement personnel. 2. Incentive Incentive is defined as something that incites or tends to incite a person or persons to action or greater effort, as a reward offered for increased productivity. In this instance it refers to the Personal Time Off that is awarded to an employee for passing the Physical Agility Assessment Test and is used as a means to encourage officers to engage in a healthier lifestyle that promotes both physical and mental fitness. 3. Personal Time Off Personal Time Off (PTO) shall be defined as a form of leave used by the Dyersburg Police Department as an incentive for employees to engage in a healthier lifestyle that promotes both physical and mental fitness, and is not considered as any other form of leave established by the City of Dyersburg. PTO shall be accumulated in the amount of a 2/2.5, 4/5, 6/7.5, 8/10.25 hours through the employees voluntary participation and successful completion of all 4 (four) physical events of the Physical Agility Assessment in a satisfactory manner, passing at a Level 1, 2, 3, or 4. PTO is a benefit given to employees who are recognized based upon their performance in the Wellness and Fitness Incentive Program. This time shall not be cashed in quarterly, upon retirement, or termination. The PTO will be maintained by the person(s) tasked within the Dyersburg Police Department of maintaining the payroll. PTO may only be taken off with the written request and permission of the employees direct supervisor (See section 5b). 4. Active Participation Active Participation in the Physical Agility Assessment Test shall be defined as actively participating and completing all events, whether passing or not. The one mile run will require the full mile to be completed (walking or running), the pushups and sit-ups shall require the employee to at a minimum put forth a sustained effort to achieve/perform the exercise, and the 300 meter run shall require the completion of 300 meters. 2
3 Procedures: 1. General a. The Dyersburg Police Department encourages its officers to maintain a wellness and fitness program throughout their career and will reinforce that encouragement through incentives to its sworn members. Physical exercise is medically proven to be extremely beneficial for the human body and the mental/emotional stability of the individual, especially for one who is in a stressful occupation. Challenging physical exercise helps to alleviate the stress that builds up from the day's stressors and confrontations by venting off feelings of anxiety and frustrations. Exercise also fatigues the body so that sleep is easier and deeper, which helps relieve stress. Through exercise, stress is diminished and reduces the officer's chance of suffering from hypertension and other coronary diseases, and other disorders and diseases of the cardiopulmonary system. b. The City of Dyersburg will pay for the cost of an annual medical physical required by this General Order. The employee and their insurance provider are responsible for any cost above a required routine medical physical assessment, including any second opinions requested by the employee. c. The City of Dyersburg will pay for any cost of initial medical testing that is required by the Chief of Police in regards to mental fitness. Any second opinions, or additional testing requested by the employee is the financial responsibility of that employee and their medical insurance provider. d. All requests for second opinions initiated by the Chief of Police shall be at the expense of the City of Dyersburg. 2. Medical Assessment a. All sworn members of the Dyersburg Police Department are required to submit to a medical assessment every year. A general assessment will be conducted. The assessment will also include a certificate of medical fitness ensuring that the employee can participate in the Physical Agility Assessment Test. b. The employee must be medically cleared, annually, to participate in the bi-annual Physical Agility Assessment Tests. If the employee is denied medical clearance to participate in the bi-annual Physical Agility Assessment Test then that employee is highly encouraged to seek further medical care from their personal physician. The Department Wellness and Fitness Instructor will be available and may assist the employee in achieving their fitness goals. c. In the event that an employee is medically denied participation in the Physical Agility Assessment test then that employee shall not be allowed to participate in said test. d. The Commander of Patrol Services or their designee will be responsible for establishing a list of those employees who are and are not medically cleared to participate in the Physical Agility Assessment Test. This list shall then be provided to the Wellness and Fitness Instructor. 3
4 3. Physical Agility Assessment Test for New Applicants (Sworn Only) a. All potential Law Enforcement Applicants are required to pass the Physical Agility Assessment Test at a Level 1 prior to employment. This is to ensure that the applicant can meet the standards for the Physical Agility Assessment Test for Police Officers as required by the nature of the job, the Dyersburg Police Department Job Description, and meet the physical standards required by the P.O.S.T. Commission for academy training. b. Qualifying Physical Agility Assessment Test Standards can be found in Appendix D of this General Order. 4. Physical Agility Assessment Test for Sworn Personnel a. Bi-annually, each employee is encouraged to participate in a voluntary Physical Agility Assessment Test given by the Department Wellness and Fitness Instructor. b. Each employee will be given the opportunity to have a wellness program developed specifically to assist the employee in meeting the standards of the Physical Agility Assessment Test for Sworn personnel and may contact the Department Wellness and Fitness Instructor for updates and assistance. c. Participation in a wellness and fitness program designed to aid the employee in meeting the standards is strictly on a voluntary basis and at a time and place of the Wellness and Fitness Instructor s choosing. d. The Physical Agility Assessment Test for Sworn Personnel will be administered by the Dyersburg Police Department Training Section and overseen by the Department Wellness and Fitness Instructor. All employees will receive 2 hours of Personal Time Off for their attendance AND active participation in the Physical Agility Assessment Test. The Assessment Test is a voluntary program. The employee will complete and sign a memo of understanding that states they understand the test is voluntary, and that the employee understands what the definition of PTO is as it pertains to the Dyersburg Police Department General Order 2-2. e. The Physical Agility Assessment Test will consist of four (4) events: f. Test Scoring (1) 1mile run (2) Push-Ups (3) Sit-ups (4) 300 Meter Sprint. (1) The Physical Agility Assessment Test will consist of the four (4) physical events listed above. Each employee is expected to successfully complete each individual test within the same level to receive the incentive. (2) See Appendix B for Incentive Award levels. GO 2-2 Page 4
5 g. Each sworn member will have the opportunity to voluntarily participate in an individual physical fitness and incentive testing program. The program will be monitored by the Department Wellness and Fitness Instructor and will assist members in reaching & maintaining a level of fitness sufficient to pass the Physical Agility Assessment Test. 5. Physical Fitness Incentive Award a. The incentive to maintain a healthy lifestyle shall be in the form of Personal Time Off. b. Bi-annually the Dyersburg Police Department Wellness and Fitness Instructor (or their representative) will administer the Physical Agility Assessment Test. Any sworn member interested in voluntarily taking the test will be given the opportunity, except those on restricted duty status or those deemed physically unable to perform the skills as certified during the annual medical assessment. c. All Sworn Employees who attend the Physical Agility Assessment Test shall receive 2 hours of Personal Time Off in order to compensate and reward them for their attendance AND active participation in the Department Wellness and Fitness Program. 6. Personal Time Off Incentive a. In order to earn the Personal Time Off Incentive All Four (4) Events of the Physical Agility Assessment Test must be completed within the same level. For Example: If the individual performs at a Level 4 (see Appendix B or C) in 3 events, but at a Level 2 for the 4 th event, then that person shall only receive the Level 2 PTO incentive. b. PTO is not considered as any other form of leave established by the City of Dyersburg and once received, shall be maintained in records form by the Wellness and Fitness Instructor, the Commander of Patrol Services, the Shift Supervisor/CID Lieutenant / Supervisor to whom the employee is assigned as well as the Records Clerk charged with the payroll function of the Dyersburg Police Department. c. To utilize the PTO that has been earned, the employee must file a written request to the Shift Supervisor/CID Lieutenant/Supervisor, who will authorize the Personal Time Off and note such to the Payroll Clerk. d. PTO may be used, with supervisory approval, to aid employees who do not have enough sick time, compensatory time, or vacation time to complete their normal weekly pay period of 40/41 hours. e. PTO Time shall be taken off within one calendar year of the date it was earned/awarded. The time shall be configured based on the hours worked in your current assignment (41 hour shifts/40 hour shifts). There are four (4) levels of incentive time within this program. Time may be awarded in the following increments: GO 2-2 Page 5
6 41 hr schedule: 2.5, 5, 7.5, 10.25hours 40 hr schedule: 2, 4, 6, 8 hours Refer to the Chart in Appendix B for the qualifying factors. f. Upon successful completion of the Physical Agility Assessment Test the Wellness and Fitness Instructor will forward a letter stating the Level of the Incentive Award and the number of PTO hours received to the employee, to the Commander of Patrol Services, and to the officers' Shift Supervisor/CID Lieutenant/Supervisor so that the PTO can be credited to the officer. The successful completion of the Physical Agility Assessment Test should also be noted in the officers annual Performance Evaluation. g. A Physical Fitness Room is provided at the Training Center for the benefit of all employees to assist in their individual physical training programs. This facility is available to all employees 24 hours a day. 7. Mental Fitness a. All potential applicants are required to pass a psychological evaluation as required by State Law before being employed as a commissioned officer. b. Any officer who at the direction of the Chief of Police, for any justifiable reason, may be required to submit to a psychological evaluation. c. All officers are required to meet the standards as prescribed by State Law, regarding mental competency and must be free of any apparent mental disorders, as described in the Diagnostic and Statistical Manual of Mental Disorders, 3 rd Edition (DSM-II). 8. Medical Waiver a. Employees are excused if they have a medical waiver indicating that they cannot perform a certain test(s) due to a temporary medical condition. b. Medical waivers will be accepted in cases where the employee is recovering from an illness or injury that is projected as a short term recovery. c. Officers who have a medical condition or injury that is permanent or long term shall be required to: (1) Complete a medical evaluation that shall reflect the employee s ability to meet the requirements of the job description, whether with or without reasonable accommodation. d. Authorized short term medical waivers shall excuse the employee from 1 evaluation. e. Any employee who is not medically cleared during the annual physical, or any other necessary medical exams, prior to the testing date shall not be allowed to participate in the Physical Agility Assessment Test until they have provided a medical statement authorizing their participation. 7 9. Applicability This General Order shall apply to all sworn and non-sworn positions. 10. Appeals Any officer who has been suspended, reduced in rank, or terminated as a result of failing a psychological evaluation, may appeal. See Classified Services Manual for appeal procedures. GO 2-2 Page 7
8 Appendix A Entrance Physical Standards for New Recruit Applicants All potential applicants must possess a minimum physical ability to continue in the applicant evaluation process. The standards found in the attached Physical Agility Assessment Test for Police Officers shall also apply to the applicant/recruit officer. Applicants must pass the Physical Agility Assessment Test for Police Officers at the equivalent of Level 1 in order to qualify to proceed to the next step of the employment evaluation process. Any Recruit Applicants not achieving the stated goals in Appendix D will be disqualified. Dyersburg Police Department Physical Agility Assessment Test for Sworn Personnel The Dyersburg Police Department encourages commissioned officers to maintain a level of physical fitness and physical ability that is recognized as being necessary in order to perform the job of a Police Officer and to promote a healthier standard of living for all employees. Each sworn employee receives an opportunity to participate in a bi-annual physical fitness evaluation, which is a part of the officers job performance evaluation, and will be recognized through the Physical Agility Assessment Test for Sworn employees. All sworn members of the Dyersburg Police Department are encouraged and rewarded to maintain the standards set forth in the Physical Agility Assessment Test. These standards originated from review of the following sources: X Job Description for Sworn Positions within the Dyersburg Police Department. From national performance averages for Police Officers, based on a national test group, as obtained from the Cooper Institute. X Job Task Analysis completed in 2009, evaluating commonly performed physical tasks (ie running, using physical force, lifting, etc).for all employees. GO 2-2 Page 8

11 Appendix D Physical Agility Assessment Testing Procedures Purpose: Read to each member before the test. The purpose of The Dyersburg Police Department Physical Agility Assessment Test is to measure your muscular endurance and cardio-respiratory fitness. The results of this test will give you an indication of your state of fitness and will act as a guide in determining your physical training needs. Listen to instructions closely only exercises performed correctly will be counted, and do your very best on each event. Test Sequence: The test will be given in the following sequence: 300 meter run, Sit-ups, Push-ups, and the 1 mile run. The order of events cannot be changed. There are no exceptions to this sequence. 1. Warm up for Ten Minutes. 2. Perform the 300-meter run, then rest for 10 minutes. 3. Perform the one- minute Sit- up test, and then rest 10 minutes. 4. Perform the maximum Push-up test, then rest for 10 minutes. 5. Do cardio-warm up for 2-3 minutes, and then perform the 1mile run and cardio-cool down for five minutes. Test Instructions: 300 Meter Run This test is a measure of anaerobic power. 1. The student will complete the 300 meter run on the designated course as fast as possible. 2. Time used to complete course will be recorded in seconds. 3. Participant should walk for three to five minutes immediately following the test to cool down. This is an important safety concern. 12 One Minute Sit-up test: This test measures abdominal muscular endurance. 1. The subject starts by lying on their back, knees bent, heels flat on the floor, with their fingers interlaced and hands held behind the head. Note: Avoid pulling on the head with the hands. The buttocks must remain on the floor with no thrusting of the hips. 2. A partner holds the feet down firmly. 3. The subject then performs as many correct sit-ups as possible in one minute. 4. In the up position, the individual should touch elbows to the knees and then return until the shoulder blades touch the floor. 5. Score is the total number of correct sit-ups. Any resting should be done in the up position. 6. Breathing should be as normal as possible, making sure the subject does not hold their breath. 7. Neck remains in the neutral position. 8. Do not pull on the neck or head. Maximum Push-Up Test This test measures muscular endurance of the upper body (anterior deltoid, pectoralis major, and triceps). 1. The hands are placed slightly wider than shoulder width apart, with fingers pointing forward. The administrator will monitor the subject s form to ensure proper positioning during testing. 2. Starting from the up position (Elbows Extended), the subject must keep the back straight at all times and the lower body off the floor until the chest touches the counting device. Subject then returns to the up position. 3. Resting should be done only in the up position. Both hands must remain in contact with the floor at all times. 4. The total number of correct push-ups while maintaining proper positioning is the score. GO 2-2 Page 12
13 One Mile Run This test measures cardio-respiratory or aerobic fitness. 1. Subjects should not eat a heavy meal or smoke for at least 2-3 hours prior to the test. Participants should warm up and stretch thoroughly prior to the test. 2. The subject runs the designated 1 mile course as fast as possible. 3. During the administration of the test can be informed of lap times. Finish times will be called out and recorded. 4. Upon test completion, a mandatory cool down period is enforced. The participants should walk slowly for about 5 minutes immediately after the run to prevent venous pooling (i.e., pooling of the blood in the lower extremities which reduces the return of blood to the heart and may cause cardiac arrhythmias). Awards The Post Test reception of awarded times will be conducted On Site, or at the Training Center, at the conclusion of the Physical Fitness Assessment Test. For Recruit Applicants the Wellness & Fitness Instructor will notify the Recruit Applicant of their scores, then complete the form found in Appendix H of this General Order, and forward it directly to the Commander of Patrol Services. The Wellness & Fitness Instructor shall complete the form located in Appendix F of this General Order and notify the Attendees of their Level of Award. A copy of this form will be distributed to the Employee to turn in to their supervisor, to the Commander of Patrol Services, and to the Department Payroll Clerk. The Wellness & Fitness Instructor shall also maintain a copy of this form for their records. GO 2-2 Page 13

15 Appendix F Memorandum of Understanding I,, do hereby state that I understand that the definition of Personal Time Off, as stated in Dyersburg Police Department General Order 2-2, is a form of leave used by the Dyersburg Police Department as an incentive for employees to engage in a healthier lifestyle that promotes both physical and mental fitness, and is not considered as any other form of leave established by the City of Dyersburg. It is also understood that the Personal Time Off must be used within one year of the day it has been earned, and that Personal Time Off may only be earned by those employees of the Dyersburg Police Department that participate in the Wellness and Fitness Program and who successfully complete the Physical Fitness Agility Assessment Test at either a Level 1, 2, 3, or 4 in all four fitness events (see General Order 2-2 section 5b, and appendix B & C for explanation). In addition it is understood that I shall also abide by the rules established within General Order 2-2, and that this is a voluntary program; there shall be no compensation, of any kind, for the testing phase.
