Cannabis 101
Introduction to Cannabis Plant Cannabis is a genus of flowering plants within the family Cannabaceae, which also includes hops Cannabis includes commercial Hemp and drug cultivar Marijuana Cannabis is dioecious with male and female plants Female plants make seeds Female plants produce more cannabinoids
What are Trichomes? Cannabis plants contain resin glands (trichomes) that sit on the surface of cannabis flower bracts & leaves. Once the plant is fully mature, the trichome-rich areas, including the bracts and leaves are collected and further processed. Trichomes contain cannabinoids and terpenes.
Trichomes are where cannabinoids and terpenes are produced/synthesized.
Cannabinoids Cannabinoid synthesis happens inside the trichome Decarboxylation
Δ 9 Tetrahydrocannabinol (THC) Psychoactive compound Can improve appetite, may improve body weight Stops nausea and vomiting Muscle relaxant Prevents muscle spasms Pain relief
Cannabidiol (CBD) Psychoactive, non-intoxicating- does not get you high Protects the brain, anti-seizure, anti-psychotic Pain-relief Can be stimulating (vs. sedating) Improves THC-associated adverse effects
Terpenes
How does Cannabis work? Endocannabinoid system is how our body interacts with THC in the cannabis plant. CB1 receptor brain and central nervous system CB2 receptor immune cells
Oral Cannabis Cannabis Oil, Gel Caps, Edibles Tolerance to edibles is different than inhaled! Beware 11-hydroxy-THC Pros: Long Duration 6-8 hours Cons: Delayed Onset 1-2 hours
Cannabis Dosing Start low and go slow. Cannabis dosing is highly individual and relies to a great extent on self-titration. For smoked/inhaled, wait between puffs for a few minutes (up to an hour) is recommended. For oral cannabis, wait 1 to 2 hours or longer between doses.
Medical vs. Rec Authorized by physician Patients buy cannabis online Carry limits (depends) Can grow multiple plants (depends) Claim on taxes Provincial rules- age of access, online or physical retail Carry limits- (30 g in BC) Grow 4 plants CBD products may be available health stores
Karen Parent Chief Quality & Compliance Officer, Zenabis

ACMPR Guidelines Licensed producers (LPs) produce and distribute dried cannabis / cannabis oil or starting materials (seeds and plants) in secure and sanitary conditions. Individuals can produce a limited amount of cannabis for their own medical purposes or designate someone to produce it for them.
ACMPR Cannabis is tested for: 1. Cannabinoid Profiling and Potency Determination 2. Pesticides 110 different 3. Microbial Testing Bacteria, Mold, Yeast 4. Aflatoxin Analysis 5. Residual Solvents 6. Heavy Metal Analysis
How Patients can access ACMPR 1. Consult with Health Care Practitioner Physician, Nurse Practitioner 2. Obtain Medical Document Physician, Nurse Practitioner 3. Register and order online with Licensed Producer (LP) 4. Medical Cannabis delivered by Canada Post/Courier
Becoming a Licensed Producer Not for the Faint of Heart (CBC News, April 29, 2017)
104 Licensed Producers in Canada
Steps to becoming a LP 6-Stage Application Process Extremely difficult regulatory submission due to the complexity and the amount of information required 1. Intake and Initial Screening 2. Detailed Review and Initiation of Security Clearance Process 3. Issuance of License to Produce 4. Introductory Inspection (as cultivation begins) 5. Pre-Sales Inspection 6. Issuance of License to Sell
Refused Cultivation Applicants by Province
Status of LP Applications in Canada (February 1, 2018)
Bill C-45 (Cannabis Act) The current Access to Cannabis for Medical Purposes regulations (ACMPR) under the CDSA will become regulations under the new Cannabis Act, subject to a review after five years. In late November, the Canadian Government released a Consultation Paper detailing the Government s position on many of these issues such as: The proposed new licensing regime for cannabis producers and sellers Requirements for packaging and labeling of cannabis products, and; Regulation relating to the different classes of products that will be permitted to be sold (dried, seeds, oils, topicals, roll-ups etc.).
New License Opportunities Standard Cultivation Licence Micro-Cultivation Licence Nursery Licence Industrial Hemp Licence Standard Processing Licence Micro-Processing Licence
Proposed Federal Cannabis Act Bill C-45 Federal Cannabis Act (intro April 2017) Federal Role Provincial Role Criminal Prohibitions Bill C-46 (intro April 2017) The Act proposes: Many rules that would protect youth from accessing cannabis Offences targeting those acting outside the legal framework Authority to license production, distribution, retail Authority to regulate the sale of cannabis, subject to minimum federal conditions Criminal prohibitions would remain or be created for: Adult (18 +) and youth possession and sharing above certain limits Selling to a young person Possession for purpose of distribution outside of regulated framework Importing and exporting Production outside a federally licensed facility Personal cultivation of more than 4 plants, or plants higher than 100 cm Companion bill would create new offences for drug impaired driving and modernize impaired driving regime
Next Steps Federal Next Steps Bill C-45 and Bill C-46 at Parliamentary Committee, then to House of Commons and Senate Federal regulations to be developed Public education and awareness activities underway Provinces See Legalization Highlights by Province and Territory prepared by Brazeau, Seller Law for current status.
