1 SUM SCIENCE, POLICY AND BEST PRACTICES August 28-30, 2017 Denver, CO PRELIMINARY PROGRAM
2 ABOUT THE Few legislative and regulatory issues in the United States are as polarizing as marijuana. Twenty-four states and the District of Columbia have legalized the medical use of marijuana. In 2016, 20 states had marijuana-related questions on their ballots. Currently, eight states and the District of Columbia have legalized the drug for recreational use. State and local governments, advocacy groups, medical professionals and consumers are vigorously engaged in conversation on the topic. The National Cannabis Summit provides an objective national platform for these stakeholders to come together to discuss policies, enhance public health and safety, advance research and improve treatment. 24 STATES & the District of Columbia legalized the medical use of marijuana 20 STATES had marijuana-related questions on the ballot in 2016 As use of marijuana and its constituent components and derivatives becomes more widely accepted, it is critical to strengthen understanding of the effects and consequences for individual users and for public health and safety. Conducting such research can be complex as laws and policies vary significantly from state to state. Facing Addiction in America: The Surgeon General s Report on Alcohol, Drugs, and Health 2
3 PARTNER ORGANIZATIONS Advocates for Human Potential, Inc. (AHP), in collaboration with the Addiction Technology Transfer Center (ATTC) Network and the National Council for Behavioral Health (National Council) are convening the National Cannabis Summit to address the science, policy and best practices on public health and governance in an age of cannabis legalization and decriminalization. ABOUT AHP For more than 30 years, AHP has focused its people, passion and expertise on creating practical solutions to improve health and human services systems of care and business operations. Every day, AHP works to develop real-world solutions for systems change through its areas of expertise, including substance use disorders, mental health and behavioral health policy. ABOUT ATTC The ATTC Network promotes adoption and implementation of evidence-based, recovery-oriented, culturally appropriate practices for people who have, or who are at risk of developing, substance use disorders. Established in 1993 by the Substance Abuse and Mental Health Services Administration (SAMHSA), the ATTC Network is comprised of 10 Regional Centers, four National Focus Area Centers and a Network Coordinating Offi ce dedicated to unifying science, education and service to transform lives in a recovery-oriented system of care. ABOUT THE COUNCIL The National Council for Behavioral Health is the unifying voice of America s mental health and addictions treatment organizations. Together with more than 2,800 member organizations, serving 10 million adults, children and families living with mental illnesses and addictions, the National Council is committed to all Americans having access to comprehensive, high-quality care that affords every opportunity for recovery. HILTON FOUNDATION S SUPPORT AHP, the National Council and ATTC would like to thank the Conrad N. Hilton Foundation for their generous support of the Prevention Workshops for the National Cannabis Summit. 3
4 TOPICS The National Cannabis Summit will focus on six key topics: the science of cannabis; emerging research and epidemiological data on the impact of legalization; public health and public safety; prevention; governance, federal law and emerging best policy practices and regulatory issues. Workshops will offer insight into everything from cannabis use disorder among older adults and the impact of medical marijuana dispensaries to youth prevention and implications of legalized marijuana for drugged driving. The National Cannabis Summit will provide the opportunity for attendees to hear successes and challenges fi rsthand from those who are on the front lines of change. Attendees will benefi t from lessons learned and walk away with a toolbox of emerging best practices. WHO SHOULD ATTEND Addiction treatment and recovery specialists Community-based leaders Criminal justice professionals Health care providers Leading researchers and academics Prevention professionals Public Health Professionals Public policymakers and elected offi cials Youth-serving organizations As more and more states approve legislation and referendums, there is a need for a neutral forum in which stakeholders can engage with the very real, very practical questions of marijuana legalization. The Summit aims to put data and experience front and center, invite dialogue and provide vital information to those on the forefront of implementation. Neal Shifman, President and CEO, Advocates for Human Potential, Inc. 4
