4 Summary Notes April 5, 2018 Community Cannabis Workshop
5 Introduction The City of Brantford hosted a community workshop on April 5, 2018 to gather input for the City of Brantford Cannabis Task Force. The purpose of the workshop was to identify questions, comments, potential solutions/ideas, and other things to consider in three areas: 1. Health promotion and prevention of cannabis use among youth 2. Opportunities for economic development 3. Public use/enjoyment of public property In addition to the above three topics, a fourth topic was introduced at the workshop to capture other areas of interest to the participants. Over 40 individuals attended, representing a broad range of sectors and constituents, including health, education, real estate, social services, parks and recreation, police, by-law enforcement, licensing, economic development, older adults, licensed cannabis producers, and the Chamber of Commerce. For each of the four discussion topics the following process was followed: Individuals toured each of the discussion topics and posted their questions, comments, and ideas Small groups reviewed the posted questions, comments, and ideas, and sorted them into themes These small groups then identified potential solutions/ideas for the discussion topic and also identified areas for further exploration/information Small groups presented their ideas to the large group Individuals had an opportunity to provide further feedback on any of the topics through the use of post-it notes The results of this process are provided below. Health Promotion and Prevention of Cannabis Use among Youth The following table details the questions, comments, and ideas posted by individuals along with the themes identified by the small group working on the topic of health promotion and prevention of cannabis use among youth. CITY HALL, CHARLIE WARD ROOM Present: Regrets: Staff Present: Councillor Carpenter, Mayor Friel Councillor Kings Robin Matthews-Osmond, Julia Sippel, Tyler Sager, Heidi Devries, Aaron Wallace, Garry Anderson 2. DECLARATIONS OF CONFLICTS OF INTEREST There were no declarations of conflicts of interest. 3. DELEGATIONS (list, if any, available at meeting) None 4. ITEMS FOR CONSIDERATION 4.1 Planning for Cannabis Workshop Task Force members met with Staff to discuss concerns about the upcoming Cannabis legislation in Ontario. H. DeVries explained that the understanding is that the new legislation will be governed similar to alcohol and be prohibited in public places. However, the Province is exploring having designated areas for recreational cannabis use. The smoking of Cannabis will be under the Smoke Free Ontario Act. Councillor Carpenter asked if the City can control where designated smoking areas are located through zoning. H. DeVries stated that we cannot people zone particular to the type of activity. The Task Force discussed planning for the upcoming Cannabis Workshop. A. Wallace has been tasked with holding the Cannabis Workshop. Staff will forward the invitation list that was compiled at the previous meeting. The workshop is to be held at the end of March or beginning of April and will be invitation only. Staff holding the workshop will report back to the Cannabis Task Force thereafter.
13 CANNABIS TASK FORCE Page 2 MINUTES March 5, 2018 Mayor Friel stated that Denver expressed concerns that not having designated spaces for cannabis use became an issue because these places began to show up everywhere. H. DeVries stated that unless the Province creates a regime that gives municipalities the ability to control where cannabis is smoked or grown there is no ability for the City to control it. Councillor Carpenter asked if people are able to use heavy machinery having consumed or smoked cannabis. H. DeVries stated this would be just like alcohol and if you are on public property a person could be charged but on their own property they will not be charged. This brings up further concerns associated with persons smoking on their property and the smoke carrying onto another property. Can the second property complain? Who would they file a complaint with and what can anyone do about it? Without knowing what can be regulated through a municipality, the City does not know what to put in place for regulations. Councillor Carpenter asked that the municipality put by-laws in place to govern this and make changes after it is known what governing authority we have. G. Anderson stated that if the City loses at Provincial Offenses Court due to a by-law we do not have the authority to enforce it jeopardizes future court proceedings involving the City and is not recommended. Members discussed that they would like to know how the City would regulate marijuana use in a large event. Would it be similar to a liquor license? As well, if vape lounges begin to open, can we look at licensing them? The Task Force discussed the upcoming workshop. The purpose is to get ahead of educating the public on ways to protect themselves and their children. They would also like to see some education around what a person should consider before they try marijuana which can include information on what they might feel, what could happen, not driving while under the influence, length of time the drug is in their system and how to manage the effects of it on an individual basis. Councillor Carpenter expressed that the public should be educated about who they purchase their marijuana from as a non regulated facility or person can sell product that contains other drugs. At the workshop, those invited should discuss an inventory of what they believe the public should be educated on, any questions that the community has for the Ministry and any by-laws or policies that need to change. The Task Force members stated that public education and consistency is important in ensuring that this new legislation is handled properly. Staff, the Task Force and agencies must figure out how the City wants to educate the public about everything we don t know and what we do know (health categories) and explicitly express that this is an evolutionary process.
