3 The Delaware Cannabis Voter Guide We delivered a five question survey on cannabis policy to Delaware General Assembly candidates on July 20, The Delaware Cannabis Voter Guide is comprised of candidate responses, along with the cannabis bill voting history of incumbents. The key below includes the survey questioins, available responses, and a key for interpreting the survey summary. Question 1 Do you support legislation that would legalize cannabis for adults 21+, and replace the current criminal market for cannabis with a safe, legal, taxed and regulated market? Support Phone: (302) Explanation: A 2016 poll conducted by the University of Delaware concluded that 61 percent of Delawareans are in favor of the state legalizing marijuana. In that same year Colorado (which, in 2012, became the first state to legalize) an election poll revealed that 61 percent of residents thought legalization had a positive effect on the state s economy. In addition to creating new jobs, estimates suggest we could bring in $22 million in tax income in the first year alone. That number would likely increase: The total revenue Colorado received from taxes, licenses, and fees increased from $76 million in 2014 to more than $200 million in As for the impact on our children, interestingly enough, marijuana use among teens has gone down in Colorado since legalization. Washington has seen similar decreases. According to the American Journal of Public Health, Colorado has also seen a 6.5% reduction in deaths resulting from opioid abuse since legalization. 21

Support Explanation: I support legalizing marijuana. However, I know that in supporting such a shift, there must be a shift in so many other institutions to make this work and to ensure that citizens are not negatively impacted by its legalization. The safety of our residents is the highest priority. I view the legalization of marijuana as a possible new funding stream that could help the economy. Additionally, the legalization of marijuana should be accompanied by a reevaluation of our criminal justice system. 25

We can learn from Colorado and other states who have already legalized marijuana how best to legislate this to avoid the problems that they went through. A Pew Research Center survey indicated that 61% of Americans support the legalization of marijuana. Other recent reports show that marijuana does not contribute to medical diseases such as cancer, heart disease, or pulmonary disease. 30

Any law legalizing marijuana needs to address the rights of employers to insist on a drug free environment as in some cases the safety of the employee and the public depend on it. I will acknowledge that too many people have arrest records stemming from clearly personal use arrests. In some cases these arrest records have prevented individuals from gaining meaningful employment and this has to change. Each situation needs to be judged on its own merits. As your legislator, I would be open to hearing all sides of this issue and consider solutions that balances the interests of all. 43
