1 PRINCE GEORGES COUNTY VETERANS TREATMENT COURT
2 Ten Key Components of Veterans Treatment Court Integrate alcohol, drug treatment, mental health treatment, medical services with justice system case processing. Using a non-adversarial approach, prosecution and defense promote public safety while protecting participants due process rights. Eligible participants are identified early and promptly placed. Access to a continuum of alcohol, drug, mental health and rehabilitation services. Abstinence is monitored by frequent alcohol and drug testing. Coordinated strategy governs Court s responses to participants compliance. Ongoing judicial interaction with each Veteran is essential. Monitoring and evaluation measures the achievement of program goals and gauge effectiveness. Continuing interdisciplinary education promotes effective Court planning, implementation, and operations. Forging partnerships among the Veterans Administration, public agencies, and community based organization generates local support and enhances Court effectiveness.
3 What is a Veterans Treatment Court? Veterans Treatment Courts use a hybrid integration of Drug Court and Mental Health Court principles to serve military veterans, and sometimes active-duty personnel. They promote sobriety, recovery, and stability through a coordinated response that involves collaboration with the traditional partners found in Drug Courts and Mental Health Courts, as well as the Department of Veterans Affairs healthcare networks, Veterans Benefits Administration, State Departments of Veterans Affairs, volunteer veteran mentors, and organizations that support veterans and veterans families (Office of National Drug Control Policy, 2010).
4 STATISTICS 2/3rds of all adult arrestees, and ½ of juvenile arrestees test positive for illicit drugs at the time of their arrest The National recidivism rate for drug offenses is nearly 67% Bureau of Justice Statistics in 2008 found 229,000 veterans in local jails and state and federal prisons, with 400,000 on probation and 75,000 on parole.

6 The mission of the Prince George's County Veterans Treatment Court is to enhance public safety through a judicially supervised regimen of substance abuse and mental health services with the assistance of interagency collaborative efforts for Veterans.

8 Veterans Treatment Court Goal The initial goal of the Veterans Treatment Court is to reduce substance abuse among Veteran drug offenders by significantly increasing the number of veterans engaged in substance abuse education and treatment within one year.

Assessment Veterans Treatment Team verifies defendant s residence Defendant is sentenced to Veterans Treatment Court Defendant attends regular status hearings Defendant participates in required services and monitoring Defendant graduates from program receives PBJ Defendant is discharged from Veterans Treatment Court
12 PROGRAM SERVICES and REQUIREMENTS Drug Testing > 2x per week Participation in Substance Abuse Treatment Daily Curfew Monitoring Regular Court Hearings Individualized Case Management Obtain Gainful Employment Provide Verification of High School Diploma or GED Completion of Four Phases Minimum Length of Stay is 12 months
13 PHASES Phase I 30 Days Drug Testing at least 2x per week 10 pm Curfew Daily Bi-Weekly Court Appearances Attend Substance Abuse Treatment Attend weekly case management meeting Attend weekly NA/AA or Support Group Meeting 8 consecutive clean urine screens Begin referral process for identified needs through the Veterans Administration and/or County Agencies Complete Phase I Journal
14 PHASES Phase II 60 Day Phase Random drug testing at least 2x a week 16 consecutive clean urine screens 10 pm curfew daily Bi-weekly court appearances Attend Substance Abuse Treatment Weekly case management meeting Weekly NA/AA or Support Group meeting Enroll in GED and/or other mandated courses as required (i.e. Anger Management, Individual Counseling, Family Counseling, Veterans Administration resources) Complete Phase II Journal
15 PHASES Phase III 90 Day Phase Random drug testing at least 2x a week 22 consecutive clean urine screens 12 am curfew daily Monthly court appearances Attend Substance Abuse Treatment as directed Bi-weekly case management meeting Weekly NA/AA or Support Group meeting Participating in GED and/or other mandated courses as required (i.e. Anger Management, Individual Counseling, Family Counseling, Veterans Administration resources) Job Training, Employment or attending school/college Complete Phase III Journal
16 PHASES Phase IV 180 Day Phase Random drug testing at least 2x a week 44 consecutive clean urine screens 12 am curfew daily Monthly court appearances Attend Substance Abuse Treatment as directed Bi-weekly case management meeting Weekly NA/AA or Support Group meeting (24 total) Provide verification of GED Provide verification for 3 consecutive months of job training, employment or attending school/college fulltime Complete Phase IV Journal Complete Graduation Questionnaire and Exit Interview
17 COURT S INTERVENTION Under the Judge s leadership, the Veterans Treatment Court Team decides on a response to clients compliance/non compliance. Court can provide intensive supervision. Court can motivate and encourage participant. Court can employ sanctions/incentives. Court develops relationships with participants and therefore has increased knowledge in all aspects of participant s life. Court process is seen as more fair and allows participants to partake in recommendations.
