1 BALTIMORE CITY HEALTH DEPARTMENT Substance Abuse Initiatives with a Mental Health Component 24/7 Stabilization Center (in process; funding secured) Urgent Care for behavioral health that will divert intoxicated patients from emergency rooms, offering mental health services and referrals to further treatment to address underlying problems. School-Based Treatment Educational services for staff and direct services for students at high risk of substance abuse and violence. Five providers offer support to twenty-four schools. Community-based Peer Recovery Specialists Trained as overdose interrupters, they also work to connect patients to treatment and other needed mental health services. Maryland SBIRT (Screening, Brief Intervention, and Referral to Treatment) Three hospitals and several health centers in Baltimore City participate in this system of early interventions for those at risk of substance abuse and/or mental health disorders, connecting them with treatment services when necessary. 2 Mental Health Initiatives ReCAST West Baltimore A five-year, $5 million grant from the Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services for the Resiliency in Communities After Stress and Trauma (ReCAST) program. ReCAST West Baltimore serves three communities adversely affected by the April 2015 unrest: Sandtown- Winchester, Penn North, and Upton/Druid Heights. Services are trauma-informed and community-based; they include youth and community organizing, mentoring programs, youth development programs, yoga/mindfulness activities, and healing circles. Black Mental Health Alliance C&C Advocacy Communities United Elev8 Baltimore, a Division of Humanim Holistic Life Foundation Leaders of a Beautiful Struggle New Lens Youth Media No Boundaries Coalition Office of the State s Attorney Roberta s House Seeds of Promise University of Maryland, School of Social Work 24/7 Crisis, Information, and Referral hotline Offers a single entry point for anyone with mental health and/or addiction concerns; receives more than 1,000 calls per week for crisis services and referrals to appointments. HealthCare Access Maryland Baltimore Crisis Response, Inc. City-wide Trauma Initiative Trauma-informed care training for City residents, frontline workers, and educators, with a plan to add community-based trauma interruption and art therapy programs.

3 City Partner: Promoting Student Resilience Federal grant that supports both a telehealth program and the hiring full-time mental health clinicians at the 13 schools in West Baltimore neighborhoods where the unrest after Freddie Gray s death was concentrated. The grant also includes funding for a trauma coordinator at BCHD s Office of Youth Violence Prevention, who works to oversee trauma-informed care training for school staff. Behavioral Health System Baltimore Expanded School Mental Health services Provides half- or full-time private clinicians to offer mental health and substance use prevention services to students at select City schools. (This program relies on a hybrid funding model: there is a base level of funding from BHSB for non-billable services, but the providers also engage in fee-for-service work.) Included within this project is the Sixth-Grade Health Initiative, which provides targeted services to sixthgraders who are at particular risk of dropping out of school. City Partner: B.E.S.T. (Behavioral Emergency Services Team) trainings Certification course that helps police officers interact with individuals with mental health disorders in a safe and mutually beneficial way. Includes resources for linking individuals with treatment. Baltimore Child and Adolescent Response System HOPE (Healing Ourselves through Peer Empowerment) Project The HOPE Project a part of B More for Healthy Babies works to educate, empower, and support mothers who have had a fetal or infant loss by providing resources and comfort care that will help them cope and plan for a healthy future. 4 PSEP (Preventing Substance Exposed Pregnancies) Collaborative Another component of B More for Healthy Babies, PSEP works to reduce exposure to tobacco, alcohol, and other substances during pregnancy and an infant s first year. Family Planning & Reproductive Health Services Provides a similar slate of services, but to individuals 25 years of age to menopause. Safe Streets Built on the evidence-based Cure Violence model, Safe Streets employs outreach workers who are familiar with the community in which they work and often have a history of involvement with life on the streets to canvas neighborhoods, connecting with high-risk youth and young adults to diffuse potentially violent situations and link individuals to services. Safe Streets serves a mental health role both through this linking of individuals with services and through a significant reduction in violence and so violence-associated trauma in target neighborhoods.

With support from the CDC, a curriculum that combines Safe Dates a Dating Matters program and tools from Baltimore Safe Streets is being implemented in five high schools over the next four years.
