1 Chairman s Report January 2016 year and set ourselves future goals. I want to start by wishing you all a Happy New Year. January is a great opportunity to reflect on what we have achieved, look at what we have to do in the remaining three months of the financial Once again it feels like we've had an amazing year as a CCG. During 2015 we tackled some big issues, including holding our infant mortality summit in October and hosting our first ever Equality Awards in March. It's also been a big year for primary care. We shouldn't underestimate how big a step it was taking on commissioning responsibility and already we're starting to see some benefits with our Commissioning Framework in place and us becoming a national centre of excellence supporting primary care workforce development. Importantly as a membership organisation we've helped drive some real improvements for our patients, through our clinical leads and in our individual practices. We've seen some fantastic results in improving prescribing, helping vulnerable patients to register with practices and commissioning new services such as end of life care. The HSJ judges could see the difference we re making to patients, which is why we were once again recognised as the best CCG in the country. Already 2016 is shaping up to be a busy year with a number of big transformation programmes underway, including urgent care. Primary care is going to continue to be an important focus for us, with the Primary Care Commissioning Framework at the heart of our plans. Bringing all of this together across partners will be our Right Care Right Here partnership, which is developing at a real pace now. All in all, I think there s a lot for us to be excited about. Midland Met Hospital Announcement Last month was a real landmark for local people as the Trust signed the contract for the building of the new Midland Met Hospital, which is the final hurdle. There s no turning back now, and building work will start in January. Sandwell and West Birmingham Hospitals NHS Trust is organising an official stakeholder launch in January to mark 1,000 days to go until our new hospital opens, which is a great start to the New Year. As the Trust has been able to sign the contract some four months earlier than first thought, it means the Midland Met can be handed over in July 2018 and open in October This is good news for our patients, with their state of the art hospital opening earlier than predicted. 1
2 The developer has produced a virtual 'fly-through' of the hospital on You Tube. The film lasts six minutes, and will give you a real idea of what the hospital will be like. Right Care Right Here It s great to see the Right Care Right Here partnership building up a real momentum. There s some great work happening, with partners having open and frank conversations around financial challenges, in the spirit of collaborating. All the workstreams are starting to make progress, with individual programme plans being developed. We ve also refreshed the Right Care Right Here website, to bring it back up-to-date. So if you want to know more about the programme please take a look at As a partnership we ve purposefully set our vision for 2025, because we recognise the new hospital is only one part of our vision. To deliver the sustainable system we ve all been working towards, we know there s a lot of work that needs to happen before and beyond the hospital opening. Primary care is going to play a vital role in shaping this, and it s been great to be able to share with partners that over 97% of us are taking part in the Primary Care Commissioning Framework. This framework is as big a deal as the new hospital, as it will help us ensure that patients are being seen in the community wherever possible. Commissioning Intentions On the 21 January we are holding our annual commissioning intentions stakeholder event. This is a chance for us to listen to your comments and suggestions, as we plan our future priorities. In we worked with stakeholders to develop our ambitious two year priorities, and we have already seen clinicians, staff and patients working together to improve services including diabetes care, respiratory and end of life care. Over the next few months, we will need to decide on our priorities for and our longer term five year Sustainability and Transformation Plan. This is our opportunity to review data and listen to local people s views on where we should focus our efforts. We still need to deliver the day job, but these are the priorities where we think we can make the biggest difference for Sandwell and West Birmingham. We ve had a fantastic response and it s great to hear of the work happening across 2
3 our area to support some of our most vulnerable people. New for this year s awards, we have launched a public vote. This will give everyone the chance to vote for the organisation or group that they think has achieved something special. It's great to see a buzz developing around our People's Choice Award and we have already seen a fantastic response. To take part in the People s Choice Award visit our website at or phone Sandwell MASH Last month I was invited to visit the Multi-agency Safeguarding Hub (MASH) in Sandwell. I had the opportunity to go see the amazing work they re doing to integrate health and social care, prevention and education in a joined up way. What struck me most was that we re the first area to set up such a hub and really do it well. You'll have seen the recent media coverage around children s services in the Sandwell area and despite these difficult challenges the team is delivering some of the best work in the country. It was great to see how passionate the team is, and how much they genuinely care about ensuring that every vulnerable child is dealt with quickly and appropriately. 1m Funding to Support Local People with Learning Disabilities We re really excited to be part of a group that has been awarded 1million, to improve the care of people with learning disabilities. This is a national pilot led by Technology SME v-connect, and our area has been chosen to pilot the scheme. The project aims to connect patients with their primary, secondary or social care professionals, as well as family members, through their TV, tablet or mobile device. We're hoping this will help people with learning disabilities remain in their community, increase their independence and improve their health and wellbeing, as well as supporting them to be more engaged in community activities. Once again we're putting Sandwell and West Birmingham on the map for innovation, but most of all for me I'm really excited about the opportunity we have to improve care for some of our most vulnerable patients. Health Harmonie Minor Surgery Contract to Start on the 4 January As mentioned in last month s update, Health Harmonie became the new provider for Community Extended Minor Surgery Services on the 4 January Minor surgery includes services such as carpal tunnel syndrome release or excision of ganglions of foot, hand and wrist and much more. 3
4 We hope that this new service will help ensure care that is consistent, high quality and closer to home. Commissioning Support Unit Procurement In December we also announced the outcome of our procurement for Commissioning Support Unit services. Many CCGs across the country are now going through this process, as the initial contracts are due to end in March In summary, from the 1 April 2016 we will be commissioning: Midlands and Lancashire CSU to continue to provide business intelligence and information technology services NHS Arden and Greater East Midlands (GEM) CSU to provide our other commissioning support services (end to end services), including communications, HR, procurement, contracts and individual funding requests etc. This follows a thorough procurement exercise that was carried out across the seven CCGs in Birmingham, Solihull and the Black Country. There s a lot for us to do now to arrange the handover of certain services from Midlands and Lancashire CSU to Arden and GEM CSU, and we ll keep you updated on how this goes. New Dementia Resource Alzheimer's Research UK has recently launched a new website to help children and teens understand dementia. To find out more take a look at their website Get Involved The CCG and a number of our partners are currently seeking views on a range of services, which I have summarised below: Caring for Children and Young People with Palliative Care Needs Working with the other CCGs across Birmingham, we are seeking your thoughts on how palliative and end of life care services for children and young people can be improved. Palliative care means services that support patients and their families with an illness which can t be cured, to improve their quality of life. End of life care means services that support children and young people and their families who are in the final 12 months of their lives. We want to improve paediatric palliative and end of life care services so that wherever people live in Birmingham, they will receive high quality, consistent care when and where it s needed, which is sensitive to all the needs of patients and their families. An event for stakeholders and clinicians has been organised for the 14 January from 5pm to 7pm at the Tally Ho Conference and Banqueting Centre, Pershore Rd, Birmingham. 5 To find out more visit our website to complete the online survey or our Engagement Team at NHS 111 procurement Following a national directive that out of hours services and NHS 111 need to be integrated, we re working with clinicians and patients to look at how this can work in reality. There s a short timeline for us to develop the new integrated specification, with potential procurement starting as early as March Our Engagement Team is working with local patient groups to find out what is working well and what could be improved. To find out more contact our Engagement Team at swbccg.engagement@nhs.net or phone Help Shape the Future of Health and Adult Social care Regulation The Care Quality Commission (CQC) is now carrying out the final stage of consultation on its strategy for The strategy will set out proposals for developing the way they work to make sure they are flexible and responsive to the changing health and social care landscape, and continue to serve the interests of people who use those services. Following the publication of the strategy consultation document on the 11 January, the CQC will be seeking the views of members of the public and representatives from public organisations at a number of events, including on Friday 22 January (1-4pm) in Birmingham. To book a place visit their website at Early Years Redesign Consultation Exercise Birmingham Council s Early Years Services provide support to around 100,000 parents and 80,000 children at any one time. To enable them to deliver the results they want for children and parents the council will need to radically rethink how it will work in the future. The plans are ambitious and include creating a new integrated Health and Wellbeing Offer for parents. The council is consulting on how you want services delivered in the future. The consultation runs from Monday 30 November 2015 to 28 February 2016 on their website Alternatively, paper copies of the consultation questions are at the children s centres and health centres.
