1 2013 year in review IN 2013, RESTART PROVIDED: PERMANENT HOUSING placement for 675 individuals and 97 families (341 individuals, including 334 children and youth) in scattered sites placement at 'A New Start' for 25 chronically homeless adults with a severe and persistent mental illness placement at the 'Vocational Living Center' for 18 chronically homeless adults with mental illness and co-occurring disorders TRANSITIONAL HOUSING to 11 boys and 7 girls for 1,709 bed nights in our Youth Transitional Living program to 54 families (73 adults, including 103 children and youth) to 104 single adults RAPID RE-HOUSING to 122 individuals, including 33 families (40 adults and 61 children and youth) and 21 unaccompanied youth EMERGENCY SHELTER to 99 boys and 72 girls (172 youth total) in our Youth Emergency Shelter to 40 families (59 adults and 64 children/youth) to 1,253 single adults OUTREACH SUPPORT to 21,592 individuals, including 10,709 youth through street outreach to 4,815 individuals through our 24-hour hotline In total, restart served 28,133 persons in families and 11,174 children and youth for a total of 164,441 bed nights.
2 youth services Based on 2013 statistics 11,174 total children & youth served in ,709 youth contacted through street outreach YOUTH EMERGENCY SHELTER In 2013, restart provided emergency shelter and supportive services for 172 youth (72 girls, 99 boys and 1 unspecified) ages Youth are able to remain in their school Transportation provided to and from their schools and jobs Services include: Employment assistance and on-site employment opportunities Housing assistance Life skills and financial literacy classes Mental health screenings and individual therapy Substance abuse treatment and recovery groups Health and nutrition education and screening Art activities and literacy program for children Field trips and educational activities 95% of youth improved the stability of their lifestyle 96% of enrolled in school or maintained school attendance and performance 90% of youth strengthened their relationships with peers and adults 80% of youth were reunited with their families 50% of youth ages went to college or entered the work force YOUTH TRANSITIONAL HOUSING Young adults from the emergency shelter are able to apply to move into our Youth Transitional Living program Designed for youth that cannot be reunited with stable family or friends Provides housing for youth ages for up to 21 months Same access to supportive services and educational opportunities Currently offers 8 beds and served 11 boys and 7 girls in 2013 restart is developing a Maternity Group Home that will include 4 units for pregnant and parenting teens YOUTH PERMANENT HOUSING & RAPID REHOUSING In 2013, restart served 21 unaccompanied youth ages In 2013, restart 147 youth placed into permanent housing restart is developing 14 units for young adults with mental health disabilities that have aged out of foster care
3 family services Based on 2013 statistics 148 total families served in 2013 only agency in KC to accept non-traditional families FAMILY SHELTER Provided emergency shelter and supportive services for 40 familes, including 59 adults and 64 children Families are not required to vacate the building and re-enter daily, and parents are not required to be employed; we help them gain employment Case managers help each family develop individualized goals and action steps that will lead them to self-sufficiency Families are allowed to stay for up to 12 months FAMILY TRANSITIONAL HOUSING Provided transitional housing and supportive services for 54 familes, including 73 adults and 103 children Families are allowed to stay for up to 24 months FAMILY PERMANENT HOUSING Placed 97 families into permanent housing Assisted 33 families, including 40 adults and 61 children with rapid rehousing Our scattered-site permanent housing program provides 8 housing units for families SERVICES Employment assistance and on-site employment opportunities Housing assistance Life skills and financial literacy classes Mental health screenings and individual, family and child therapy Substance abuse treatment and recovery groups Health and nutrition education and screening Art activities and literacy program for children Family field trips and educational activities Monthly volunteer-led program which provides special support and fellowship for mothers We welcome all families, including those headed by single parents, gay and lesbian parents, unmarried parents and parents with HIV/AIDS.
4 single adult services Based on 2013 statistics LINE UP 1,726 total single adults served in 2013 restart officially ended the line-up November 18, 2013 ADULT EMERGENCY SHELTER From January to mid-november 2013, provided emergency overnight shelter for 1,153 single adults in our Overnight Emergency Shelter From mid-november to December of 2013, provided emergency shelter for 100 single adults in our newlyrenovated Adult Emergency Shelter In the new Adult Emergency Shelter, residents are provided with an assigned shared room, private locker, and key to come and go as they please Provide 24/7 access to shelter and supportive services to 54 men and 46 women ADULT TRANSITIONAL HOUSING Provided transitional housing and supportive services for 104 single adults, including 49 men and 54 women Longer-term housing for men and women with significant barriers to employment and permanent housing such as credit problems, criminal backgrounds, severe and persistent mental illness or chronic health conditions such as HIV/AIDS restart provides advocacy, guidance, and resources to stabilize these individuals, giving them the necessary tools to move towards self-sufficiency ADULT PERMANENT HOUSING Placed 341 single adults into permanent housing The scattered site permanent housing program provides 12 units for chronically homeless and disabled individuals 'A New Start' provides 19 units of permanent housing in a three-building apartment complex for adults with persistent mental illness. In 2013, we served 25 chronically homeless adults through this program. 'The Vocational Living Center' provides permanent housing and supportive services for 12 chronically homeless adults with mental illness and co-occuring disorders. In 2013, we served 18 chronically homeless adults with disabilities through this program. 5 permanent housing FACILITY-BASED PERMANENT HOUSING 'A New Start' provides 19 units of permanent supportive housing in a three-building apartment complex for adults with persistent mental illness. In 2013, restart served 25 chronically homeless adults through this program. 'Vocational Living Center' provides 12 units of permanent supportive housing for chronically homeless adults with mental illness and cooccuring disorders. In 2013, restart served 18 chronically homeless adults with disabilities through this program. Both programs offer educational assistance; case management; assistance accessing physical and mental health care; chemical dependency support groups; life skills classes; and other supports through our partners and our case management team. SCATTERED-SITE PERMANENT HOUSING Provides 8 units of housing for families and 12 units of permanent housing for single individuals who are chronically homeless and have a disability. In 2013, restart housed 18 single adults and 10 families, including 21 children and youth. restart is partnering with government and private partners to construct and operate 33 units of permanent housing for families transitioning out of homelessness at 8th and Troost. Ground breaking on the Rose Hill Townhomes development is scheduled for YOUTH PERMANENT HOUSING restart is breaking ground in spring of 2014 for our new HUD-funded housing that will consist of 14 one-bedroom units of permanent supportive housing for young adults with mental health disabilities that have aged out of foster care.
6 housing solutions center restart's Housing Solutions Center (HSC) is at the forefront of a new approach to working with the homeless in our community: preventing at-risk families and individuals from becoming homeless in the first place, or helping to rapidly find new housing for them if they do lose their homes. The HSC provides focused case management services for our clients to help them secure and sustain permanent housing. restart also provides case management and supportive servicesto 12 individuals an d 8 families who are disabled and chronically homeless through our scattered site permanent supportive housing program at the HSC. STREET OUTREACH In 2013, restart provided street outreach to 21,592 individuals, including 10,709 youth In 2013, restart fielded 4,815 hotline calls Outreach workers seek out vulnerable unsheltered individuals and families living on the streets, in parks, in vehicles, in abandoned buildings, under bridges, or in other locations unfit for human habitation. Assistance provided includes hygiene kits, first aid, transportation, food, clothing, and shelter references. COMMUNITY KITCHEN In September 2010, Episcopal Community Services opened the Kansas City Community Kitchen in the lower level of the HSC building serving up to 1,000 free meals each day to homeless persons. 100,000 HOMES CAMPAIGN A national movement of 235 communities working together to house 100,000 vulnerable and chronically homeless individuals and families by July 2014 restart is the lead agency in the Kansas City metro area Kansas City became the 131st participating community in the U.S. in June 2012 Our goal of housing 100 persons in our first year of leading this innovative new initiative has been a true success; to date we have housed 308 individuals, including 83 veterans through this program In 2013, we placed 97 individuals and 11 families, including 20 children and youth For more information go to
7 supportive services Clients in restart programs are served by therapists, substance abuse counselors, a housing and Employment Specialist, a Health/Nutrition Coordinator, a Hospitality Manager, and numerous case managers who assist them in developing individualized strengths-based goal plans. We provide supportive services in partnership with numerous community organizations as follows: EMPLOYMENT ASSISTANCE restart partners with the Full Employment Council (FEC), Helping Hand of Goodwill, the Women s Employment Network, Bishop Sullivan Center, the Turnaround Center (Catholic Charities), and Beyond the Conviction to place clients in permanent positions that pay above minimum wage. On-site technology center provides residents with access to computer-based job placement programs and career specialists. restart employs current and former clients on-site in food service, maintenance and security positions. At present 34% of all employees are currently or formally homeless persons. About 20 residents per year are hired to provide daily landscaping and trash removal services through a contract with the Missouri Department of Transportation (MoDOT). JOB SKILLS, LIFE SKILLS & FINANCIAL LITERACY CLASSES restart provides job search and placement workshops, life skills classes, monthly budgeting classes, and a new financial literacy program for youth and young adults ages SUBSTANCE ABUSE COUNSELING &TREATMENT On-site Substance Abuse Treatment Specialist to work with individuals and families battling drug or alcohol addiction On-site Substance Abuse Prevention Specialist educates children and youth in our youth and family programs Weekly recovery groups and peer support MENTAL HEALTH SERVICES restart's therapists work with the Truman Behavioral Network, Rediscover, Swope Health Services, Samuel U. Rodgers, and other community providers to provide clients with mental health screenings, assessments, therapy, and referrals. HEALTH NUTRITIAN & WELLNESS Through our Healthy Choices and Healthy Starts programs, restart partners with numerous agencies and health care providers to provide health education workshops, primary and preventative care, nutritional education, fitness/ wellness programs, and health benefits advocacy. FOOD Harvesters food bank provides the majority of food for restart s shelters and four of our transitional and permanent housing sites Harvesters Project Strength is offered on-site to teach homeless individuals and families to prepare nutritionally balanced meals with limited resources SEXUAL ASSAULT & DOMESTIC VIOLENCE PREVENTION & ASSISTANCE The Metropolitan Organization to Counter Sexual Assault (MOCSA) provides information about sexual assault and services to women in our programs. Rose Brooks, Hope House and Newhouse provide support for victims of domestic violence and training for our staff. SCHOOL DISTRICTS restart works with homeless service coordinators in all local school districts to enroll students and to accept referrals for the Family Shelter and the Youth Emergency Shelter. restart works actively with the Kansas City, Missouri School District to ensure that all children and youth in our youth and family programs are enrolled in school and have access to a tutor. CHILDREN S PROGRAMMING The HALO Foundation provides arts and life skills workshops. Arts Asylum provides a 'Kids with Crayons' program. Students from Rockhurst and UMKC provide a weekly Literacy Program for children and youth.
8 volunteer opportunities CLIENT-BASED VOLUNTEER ACTIVITIES Volunteers have direct contact with clients at restart. Examples include: Adopting families and singles for the holidays Painting, repairing or cleaning the facility Organizing donations Help restock the food pantry Organizing donation drives All volunteers working directly with clients will be required to complete a volunteer applications and background check
