1 Developing Partnerships with Federal, State, and Local Government
2 The role of Community Mental Health Center s (CMHCs) in addressing many of the challenging societal issues facing the State of Indiana continues to increase. For CMHC to be an effective partner with all branches of government, it becomes critical resources and public policy priorities are focused on the effective delivery of mental health and addiction treatment. These changes won t occur overnight, rather they will take a dedicated effort by all branches of government and the CMHC system to shift from the previous approach to treatment and identify improved processes to ensure the effective delivery of community based behavioral health services. To that end, this conference will focus on the importance of partnerships with all branches of government to determine what lies ahead for community mental health and how a paradigm shift from our previous practices is required to move forward. At this conference we will spend significant time focused on federal opportunities, including the CCBHC program, SUD grants, the Affordable Care Act, Medicaid policy, and other proposed initiatives at the federal level impacting the CMHC system and our ability to provide effective treatment. We will also focus time on the important issue of local government partnerships through the funding process used by county government to support CMHC services in local communities. We will also focus time on new opportunities to partner with county government through the development of residential treatment facilities. Finally, partnering with state government on the delivery of services between the CMHC system and State Operating Facilities will be an important focus of the meeting. At the member-only business meeting, plan to get an update on important legislation working through the Indiana General Assembly! 3 Federal Policy Update The Latest from Washington, D.C. Hear from the Senior Vice President of Public Policy for the National Council of Behavioral Health who will update the membership on a myriad of federal issues impacting the community mental health center (CMHC) system in Indiana. Whether it s the development of the CCBHC program, SUD grants, SAMHSA policy initiatives, the future of the Affordable Care Act, or proposed CMS changes to the Medicaid and Medicare programs, this morning session will provide the federal overview you need. The National Council does an excellent job representing the interests of community mental health providers at the federal level and we are fortunate to have them available to provide an important update on federal initiatives. Take the opportunity to understand what s happening at the federal level and provide input to a critical federal policy advocate as we shape the future of the partnership between the federal government and community mental health providers. Luncheon Keynote Address Our luncheon address will be from Representative Steve Davisson (R-73, Salem) who has been a tireless advocate for improving addiction services. Rep. Davisson, who is a licensed Pharmacist, has a deep understanding of the health challenges facing Hoosiers and serves on the House Public Health Committee. Rep. Davisson has worked diligently to pursue the concepts of addiction treatment teams, including the development of mobile-based addiction treatment access. Attend this session and hear from Rep. Davisson as he provides his thoughts on the 2019 Indiana General Assembly and legislation impacting the health of all Hoosiers, including mental health and addiction treatment. Understanding Local Government Finance and County Funds from CMHCs The Department of Local Government Finance (DLGF) is the state agency responsible for overseeing local government budgets, including county budgets in support of CMHC operations and the Medicaid program. Hear from two leaders at the DLGF as they describe the county budgeting process and the establishment of required county funding in support of mental health and addiction treatment in local communities. Following the changes in HEA related to county funding for CMHCs, it becomes important our members are fully apprised of the responsibilities and requirements in establishing the statutory amount due to the designated CMHC serving the county. In addition, it becomes important for CMHCs to better understand the county budgeting process, including the proper inclusion of CMHC funding into their budgets following the changes to the statute in the last legislative session. Attend this workshop and develop a better understanding of local budgets and county funding support for CMHCs. Understanding the NeuroDiagnostic Institute and the Impact on the CMHC System As the NeuroDiagnostic Institute (NDI) moves toward completion it becomes vitally important for CMHCs to fully understand the impact of this project on the delivery of mental health services for those being served through this state-of-theart facility. The NDI will change the way CMHCs interact with SOFs and it becomes important to fully understand the breadth of the project and the referral of consumers into the NDI and the role of the CMHC Gatekeeper. Hear from the person who has been working diligently on the development of the NDI, Dr. Jerry Sheward, as he describes this important state project and how CMHCs and the State will work collaboratively to ensure a successful implementation of this important state project serving Indiana s most vulnerable Hoosiers. Partnering to Develop County or Regional Rehabilitation Facilities Following the passage of HEA , county government has the ability to develop a local option income tax in support of rehabilitation facilities. This provides an important option for local governments instead of building costly new jails, that often don t address the underlying mental health and addiction challenges facing local communities. FSSA has provided support for CMHCs to work in partnership with county government to present concepts for a county-based or regional rehabilitation facility, however, it s up to CMHCs and county government to develop the concepts and present ideas to FSSA in support of such an approach. Further, the State Board of Accounts has determined monies generated through the local option income tax may be used to support operating expenses, which opens the door to leverage local monies toward Medicaid based services in the rehabilitation facility as the required match. Further, Marion county has already moved forward with a project designed to provide an alternative to incarceration through the Reuben Engagement Center. Attend this panel discussion to learn how rehabilitation facilities could be a solution for CMHCs and county governments in addressing the mental health and addiction crisis facing local communities.
