NOTES OF PREVIOUS MEETING TUESDAY 22 ND MARCH NOTES OF PREVIOUS MEETING MATTERS ARISING Agreed as correct A discussion was held and the partnership agreed that the next meeting would be as agreed with a view to reviewing the position from September 2011 when the membership may change. It was noted that several members had commitments on a Tuesday morning and therefore their organisation could not be represented on a Tuesday morning. It was noted that feedback was awaited from Andy Squires further to liaising with secondary year heads through the District 14 Secondary Head Teachers Group re a Health Promotion Event in Schools: Would this be of benefit and be supported by schools. The most appropriate age group to target. The most appropriate location Action: Trish Brindle be asked to report back and provide a draft report at the next meeting further to an allocation of prevention funding last year Action: Liz Sandiford would provide the latest performance report from Early Break and Inspire which would be circulated with the minutes.
3 5. Outcomes of Wider Trust Meeting The Partnership reviewed the feedback from the Wider Trust partnership meeting. The priorities were confirmed; it was recognised that a number of groups existed which were focused on the priorities but there was a need to: Focus that activity to ensure clear outcomes being achieved and a link to the Children s Trust partnership to ensure that barriers being overcome and the agencies were being used to add value and build capacity. Domestic Violence - Kaela Francioli has consulted with Melanie Kendall from Balladen Children s Centre & Tracy Johnson from Whitworth Children s Centre would pull together a small group to review existing provision and identify gaps and if the partnership could add value. Liz Sandiford requested that Cathy Lord Homeless lead and Trish Ellins Community Safety lead be invited from the Borough Council. Promote healthy choices relating to eating amongst young people - Carol Kay informed the group that this is an area of focus for the Health Improvement Team. Healthy Heroes is to be rolled out, which is to be delivered to children of all ages and parents throughout Rossendale. It covers issues such as Healthy Eating & Weight Management. Ready Steady Cook is also to be rolled out to schools throughout Rossendale which will cover Healthy Eating with a view to changes for life. Julie Burnside informed the group of the Cooking Van that recently visited Belmont School. Which had been successful but not all schools had participated. Christine Blythe informed the group the Volunteer Champion's were in place until December 2011 and they had secured future funding for a couple of years at least. Action: Carole Kay to pull together a group of those agencies working on this priority to understand the range of activities ongoing across the Valley with a view to avoiding duplication and complimenting existing practice. Action: Nicola Murphy to link into the Parenting Forum to look how they can support this agenda in relation to supporting parents to eat healthily and engage CYP and their families in physical exercise plus reviewing information currently provided to families.

Reduce the number of young people who drink/take drugs and are involved in risk taking behaviour Noted that a Rossendale issues Group (Sub Group of the Rossendale Forum) had been established to look at the issue of alcohol. Liz Sandiford had attended one meeting. The partnership agreed to wait to consider how this could be taken forward within the RIG Increase training and work opportunities for year olds: Sue Taylor explained there were a number of groups taking this priority forward and agreed to raise this through the Partnership which is lead by the Youth Service. Promote communities that get on well together: Alison Wilkins and Catherine Price leading a programme of activity and consultation with young people. Action: Liz to feed into the Trust progress via the action plan. Improve outcomes for year old who need to move towards independent living: Cathy Lord already leads the Young People s Accommodation Group which focuses on this area of priority. Action: Liz to feed into the Trust progress via the action plan. Reducing the gap in educational attainment amongst different communities: No action reported Reduce Infant Mortality: Cathy Lord and Liz Sandiford lead the Infant Mortality Sub-Group which focuses on this area of priority. Action: Liz to feed into the Trust progress via updating the action plan. 6. Peer Review It was noted that the Safeguarding and Looked After Children Peer Review will take place 11 th July to 15 th July 2011.
5 7. Performance Plan The Partnership reviewed the Performance Plan. The following update was noted: RBC, other Districts and LCC successfully bid for 180,000 funding monies from DCLG to assist Housing Departments and Children s Social Care in relation to homeless year olds for 2010/11. RBC successfully secured funding to provide 14 self contained units for homeless young people. RBC secured external funding to refurbish an existing unit which will provide crash pad accommodation where young people will be able to stay short-term. Accrington and Rossendale College had developed for Hyndburn Passport to Housing in relation to supporting Young People who are homeless. This will be sent to Liz Sandiford. 8. Safeguarding The Partnership reviewed the responsibilities of the Trust in relation to Safeguarding. It was agreed that the Partnership would find it useful for an overview of safeguarding and a review of the trends in relation to cases in Rossendale. In relation to the documentation in relation to Working together Local Safeguarding Groups and District Children s Trusts. It was agreed that clarification was needed in relation to the link person. Liz Sandiford queries if the voluntary sector would be able to access the E-learning packages in relation to safeguarding and CAF on the LCC website. Action: Diane Booth (Lancashire County Council Social Care) is to be invited to the next meeting to discuss Working together Local Safeguarding Groups and District Children s Trusts Advise on the Safeguarding Board An overview of Safeguarding A review of the trends in relation to cases in Rossendale Stasia Osiowy to clarify the link person as identified in the documentation. Stasia Osiowy to confirm if the E-learning packages on safeguarding and CAF level 1 can be circulated to the voluntary and faith sector.
6 9. Lancashire DAAT The partnership noted that 30,000 has been allocated to Rossendale Children s Trust by LDATT to support roll out of National Drugs Strategy. In addition, 1 school in Rossendale to be offered additional support through Substance Misuse Teacher Advisor. The partnership agreed to nominate St Marys RC Bacup Primary School based on deprivation and known issues in the locality. Liz Sandiford to approach Head Teacher. Action: Nominate St Marys RC Bacup Primary School, Liz Sandiford to approach Head Teacher and feedback to LDATT. Mohammed Sarfraz reported 30,000 for 2011/2012 has been allocated to Rossendale Children s Trust to support roll out of National Drugs Strategy. The Trust needs to determine how it would like to allocate this resource. It must be used to support projects tackling Substance Misuse, to provide Positive Activities for Children & Young People at risk of Substance Misuse. Sue Harvey advised that Mark Limer had completed some successful work and it may be worth the Children s Trust considering this. It was noted that Lee Cirvan has requested Nicola Murphy report back on what the money is allocated to. A nomination/application form is to be completed to show what we have used the monies for. Action: Nicola Murphy will send nomination form to Jackie Cain to circulate
7 10. Early Intervention & Prevention It was confirmed that the contract for the Family Support Early Intervention and Prevention Project had been awarded to the Maden Centre Early Years to deliver in partnership with other Children Centres a family support programme to schools. It was noted that implementation of the Lancashire Strategy for Prevention and Early Strategy was underway, it was anticipated that this would deliver: Anticipated a reduction in other multi agency meetings Integrated approach Use of CAF as a tool to identify unmet need Embed a whole family approach Establish Resource Panel and Sub Group accountable to Children s Trust. Use the Children s Trust Board as a mechanism for identifying barriers and issues. Further information in relation to the family support project to be circulated to schools in due course. Action: Stasia Osiowy to obtain further information re the TYS 11. Membership The following was noted: Further to Borough Council elections Councillor Sean Serridge was Rossendale Borough Council s representative. Councillor Brian Essex was thanked for his contribution to previous meetings. This was Jerry Smiths last meeting and he would be leaving Lancashire County Council. Jerry was thanked for his contribution to previous meetings. Eve Challinger would be leaving. Action: Liz Sandiford to liaise with Eve to determine a representative of Secondary Head Teachers.
8 12. Summer Fun The partnership noted that despite no additional funding the Summer Fun will be going ahead through some fabulous partnership working. It was noted that the Maden Centre had applied to Spurgeon for a grant of 30,000-20,000 for Summer Fun activities and 10,000 for the Theatre Group to increase the opportunity of activities across Rossendale. Gill Hoyle from Rossendale Borough Council is arranging for Summer Fun to be circulated to all Primary Schools in the bags. Summer Fun posters relevant to the age groups and area will be sent to High Schools, Libraries and High Street Stores. All activities will be promoted through the LCC Go For It web site, Rossendale Borough Council web site and twitter. Action: Jackie Cain to send to Rebecca Kirsch at the PCT, will display in Doctors Surgeries, Health Visitors and Nursing Teams. 13. ANY OTHER BUSINESS Sue Harvey reported that she had attended Hyndburn Children s Trust Working Group and had agreed to pull together a small group together including Early Break and Inspire, she explained there may be an opportunity for learning across the Districts. Christine Blythe reported that the voluntary/community sector forum was now established and could be used as a consultee and mechanism for circulating information. Two meetings had taken place and the group had been given the opportunity to feed into the action plan. It was noted that a Community Event was taking place Thursday, 16 th June 2011 at 6pm, Council Chamber, Future Park, Rawtenstall. The event was looking to build capacity within the voluntary sector. An audit of co-locations in Rossendale will be circulated. Action: Once form finalised to be returned to Liz Sandiford 14.
