1 SYNOPSIS OF PROGRAMS OUR MISSION Cattaraugus Community Action, Inc. partners with the community to provide strengths-based opportunities for vulnerable people to achieve economic, physical, and emotional security. 2 Energy and Housing Services Weatherization Assistance Program (WAP)*: Serving low-income, elderly, and disabled homeowners and renters. Energy audits, health and safety measures, energy conservation, education, furnace replacements, and other minor repairs related to energy needs. Housing Rehabilitation and Home Repair Programs: CCA may serve qualifying owner-occupied homes addressing lead remediation, service upgrades, code compliance issues, structural deficiencies, accessibility issues, roofing, windows and doors. Manufactured Home Replacement: CCA operates Manufactured Home Replacement Programs in Allegany and Cattaraugus Counties. Serving low income families. * Serving Cattaraugus, Livingston, Allegany and Wyoming Counties.

3 Property Management 515 Senior and Disabled Housing Sites (5 locations): Provision and management of smoke-free, safe and affordable housing units for low-income, elderly, and/or disabled persons of any age. Such housing options are at the Delevan, Franklinville, Little Valley, and Randolph Terraces, as well as Willow Brook Manor. Academy Place Apartments (32 units): Single and double smoke-free, safe and affordable housing units for low-income elderly persons, located in Gowanda, New York. Derby Single Room Occupancy (22 units): Permanent living for single, homeless individuals or those at risk of homelessness. Residents receive extensive case management through CCA s Transitions Department. Jefferson House Apartments (8 units): Permanent housing for homeless persons with documentable disability. Residence in JHA includes the assistance of the Transitional Services Department s case management and skill-building. Apartments are co-located with CCA s program headquarters to facilitate accessibility of services. Kinley Hill Emergency Shelter & Single Room Occupancy (10 units/18 units): Emergency shelter for homeless, single adults. Stays of up to 14 days allow individuals to transition into permanent housing with the assistance of CCA s Transitional Services staff. The SRO provides permanent housing for single, homeless individuals or those at risk of homelessness. Residents receive case management services with the Transitional Services Department.

4 Transitional Services Department Homeless Prevention: Services are provided to eligible households through the Solutions to End Homelessness Program. CCA sub-contracts with the Council on Addiction Recovery Services (CAReS) to provide these services. Please contact CAReS at for additional information. Derby SRO Support Services: Site-based case management services are a requirement of tenancy at the Derby SRO (Single Room Occupancy) facility located in Olean, New York. On-site staff help individuals develop and implement long term plans for housing stability and increased self-efficacy. Increasing employment skills and service linkages are stressed. Jefferson House Apartments Support Services: Located in Salamanca, New York, JHA is a Permanent Supported Housing Program for homeless households having at least one member with a documented disabling condition. One, two, and three bedroom units are available. On-site case management services help tenants access services and supports needed to stabilize housing and address barriers to future successes. Kinley Hill Emergency Shelter: Located in Salamanca, New York, this facility provides emergency shelter services for homeless, single adults. On-site staff help individuals to find and maintain permanent housing. Kinley Hill SRO Support Services: Located in Salamanca, New York, this program offers 18 permanent supported SRO units for homeless, single adults. Onsite staff help residents develop and implement long term plans for housing stability and increases self-efficacy. Increasing employment skills and service linkages are stressed. Mental Health Services*: CCA staff provide assessment and therapeutic interventions at the Department of Community Services three clinic sites: Olean, Salamanca, and Machias; additional satellite offices are located in several local schools. *Mental health services are accessed through the Department of Community Services.

5 Nutrition Programs Nutrition Outreach and Education Program (NOEP): Primary focus is increasing participation in the Supplemental Nutrition Assistance Program (SNAP), formerly known as the Food Stamp Program, by providing outreach and application assistance. NOEP also works to increase participation in the School Breakfast Program and Summer Food Service Program, which provide healthy meals to schoolaged children. Food for Thought Program: This culinary arts training program is a 15-week study for low income youth and displaced adults. The program blends classroombased learning and on-the-job training experiences that prepare students to obtain and maintain employment in the Culinary Arts. Graduates may receive their ServSafe Certification, Work Readiness Credential, and a Culinary Arts Certificate. Emergency Food Pantry Network: Conduit of food from the Western New York Food Bank and other sources to over 20 locally operated pantries serving persons and families with emergency needs throughout Cattaraugus County. CCA s Salamanca pantry location is the largest in the service area. Lighthouse Community Kitchen: Nutritious meals for the needy, prepared by volunteers. Dinner hours are Monday Friday, 3:30 p.m. 4:45 p.m. Summer Food Service Program: Nutritious lunches to children in low income communities throughout the summer months. This program supports the nutritional needs of children, who may otherwise be receiving free and reduced priced breakfasts or lunches during the school year. Food Recovery, Seedling, and Gleaning Projects: Growing and gathering nutritious foods to be distributed to underprivileged persons through the pantry network and soup kitchen, includes community gardening, and partnerships with local prisons and grocery stores. Community Garden/Greenhouse: Vegetable seeds and seedlings are grown in the greenhouse beginning in March and are used in the community garden or given to customers to grow at home. Once the produce is harvested, it is used by the Lighthouse Community Kitchen, Food for Thought Program, or given out through our food pantry.

6 Victim Services Domestic Violence Residential Program: Emergency Safe Dwelling licensed by the State of New York to provide temporary housing for domestic violence victims and their children. Domestic Violence Non-Residential Program: 24-Hour Hotline, counseling, advocacy, court accompaniment, and other support services to victims. Support group counseling. Children s Program: Educational groups and individual counseling session with a Child Specialist to teach non-violent alternatives to children from violent homes. Rape Crisis Program*: 24-Hour Hotline, counseling, advocacy, court accompaniment, prevention education, partnerships with medical providers, support groups for adults and children. OVS Compensation Claims Assistance*: Provides an opportunity for crime victims to apply for reimbursement of out-of-pocket expenses as a result of a crime. This program offers compensation assistance to victims through NYS Office of Victim Services. Crime Victim Program*: Comprehensive crime victim and witness assistance program. Provides advocacy, counseling, and court accompaniment to any victim of a crime. Violence Prevention Initiative: Coordination of county-wide Violence Prevention Task Force, coordination of responses to crimes against women, preparation, dissemination, and training on protocol for responses for victims. OVW Program: Providing services to victims of domestic violence and sexual assault in Allegany County is the focus of this collaboration. Partners include ACCORD Corporation, the Probation Department, and Sheriff s Office. Outreach and education, as well as direct services, are emphasized in this rural approach. CPS/DV Collaboration: Works collaboratively with the local Department of Social Services on cases with domestic violence. This program provides immediate services to children and victim parents through collaborative safety planning, linkages to the rest of Victim Service programming and provides information and referrals to available resources for victims of domestic violence and their children. Prevention Education Program*: Provides awareness, education, and outreach activities to schools, organizations, and service providers in the community. Activities are designed to increase prevention and awareness for sexual assault, domestic violence, dating violence, stalking, and about healthy relationships. Resources are provided to victims of sexual assault, domestic violence, dating violence, and stalking on college campuses in Cattaraugus and Allegany Counties * Serves Allegany and Cattaraugus Counties ***24-Hour Crisis Hotline: ***

7 Youth & Family Services Families and Schools Together (FAST Program): School based and family based approach to preventing out-of-home placement of at-risk youth in all school districts throughout Cattaraugus County. Referrals are generated from the Juvenile Needs Task Force. Attendance Support Program (Truancy Prevention): CCA has partnered with Olean City Schools, Gowanda Central, Cattaraugus-Little Valley Schools, and the Cattaraugus County Department of Social Services to address the issues of truancy and tardiness by working with the students, educating parents and guardians, and assisting the school system in establishing Attendance Support Teams and guidelines. Family Group Conferencing: This program, currently offered by CCA and Parent Education Program, involves a strength-based approach for families and others to come together to make a plan for their child(ren) to keep them safe and provide permanency. It enables children to strengthen relationships and vital attachments with family, community, and culture. During the conference, an information sharing time is spent with the family and other key supports (either personal or professional), who review the family strengths and concerns, and to exchange information. The family then spends time to discuss and make a plan of their own. The plan is then discussed, and DSS agrees with the plan as long as it keeps the child(ren) and is in his/her (their) best interest. CPS Contract Cases: Referrals are received from Child Protective Services throughout the county. The program focuses on a family s strengths, rather than the CPS report. The goals of the program are to prevent the need for future CPS involvement, help families develop; neighborhood and community-based supports; and to engage the families who are experiencing challenges early and provide support to build family resiliency. 3rd Party Service Plan Reviews: Contracted by the Department of Social Services, CCA serves as an independent reviewer/facilitator for child welfare cases where service plans are required to assure the safety, permanency, and well-being of children. The 3rd Party Reviewer is responsible for scheduling, facilitating, and monitoring that plans and recommendations are being made and serves are being documented. School/Home/Community Liaison: Partnership between Olean City School District and the Community Schools Program with CCA. The Liaison is available, by referral, to provide specialized services for the Olean Community Schools programs in relation to parents, students, school staff, and the community at large. Primarily, referrals are made to assist families in a time of need by meeting with them and connecting them to services in the community. In addition, the Liaison plans and schedules family engagement activities, both large events and small group workshop-type classes for those within Olean City School District.

8 Youth & Family Services Cont d Home Visiting Program: An in-home parenting program that provides parenting skills and structure in a one-on-one setting. This program addresses safety and risk in the home and works on identifying goals within the family. Referrals for this program are made by the Cattaraugus County Department of Social Services and other agencies within the County of Cattaraugus. Parenting Workshop: A seven-week parenting class that uses the Active Parenting model. Parenting skills are taught in classroom/group settings. If interested in attending or learning more about the Parenting Workshop, you may contact Cattaraugus Community Action and ask for the Parent-Aide Programs. Pop-Ins: Assists Cattaraugus County caseworkers in addressing safety issues and concerns within the home setting. Pop-In visits are unannounced visits that occur at various times to ensure needs and goals of the family are being met. Supervised Visitation: Arranged and set up by Cattaraugus County, whereas non-custodial parents have access to their children in a safe environment. Supervised visits are utilized as a safety measure to ensure that children are safe, while also allowing parents to build relationships with their children. Parenting skills and support are provided to both the parents and the children during the visits. New Pathways to Responsible Fatherhood Initiative: This initiative is designed to help fathers or those in a father-like role improve their economic stability, develop and maintain healthy relationships, and develop/improve responsible parenting skills. The focus of the group is to promote fatherhood and the importance of being a positive male role model for children. The group is open to any male who plays a role in a child s life (Father, Step-Father, Grandfather, Uncle, Friend).
