1 Issam Najm, President Susan Gorman-Chang, Vice President Andrew Krowne, Treasurer Gabriel Khanlian, Secretary David Balen, Signer Cheri Derohanian Jason Hector Alex Kim Becky Leveque Jennifer Milbauer Motion: Motion for Board Approval January 11, 2017 Discussion and possible action to appoint Susan Gorman-Chang and another PRNC Board member or stakeholder to the position of Homeless Advocate Liaison with the City Proposed by: Jennifer Milbauer Description: The city of Los Angeles has begun the implementation of the historic Comprehensive Homeless Strategy. Neighborhood Councils are called upon to take an important role in this by appointing a Homelessness Liaison. The Liaison will represent PRNC and connect with the City on the Homeless Strategy, engage our community in Town Halls that give stakeholders an opportunity to speak up on local issues and solutions, & connect with the City Departments that are a part of the City s Homeless Strategy. See the attached information sheet on Homeless Liaison responsibilities. The Liaison does not need to be a Board Member, just someone with a passion for helping the homeless. Benefits to PR: In the past year and a half, homeless numbers have increased by 13% and the San Fernando Valley has seen the largest spike. Approximately 85% of homeless reside outside of Skid Row. While Porter Ranch does not have the sheer numbers of homeless that other areas experience, the campers and cars parked on Tampa were inhabited by homeless individuals, and simply having the police move them into another neighborhood is not a sustainable solution. Our city s Comprehensive Homeless Strategy will work best if all NC work together and collaborate, rather than face this issue as individual, isolated neighborhoods. A PRNC Homeless Liaison will be an active participant in this process and a voice for our community on this issue.
2 I WAS ELECTED AS MY NEIGHBORHOOD COUNCIL S HOMELESSNESS LIAISON, NOW WHAT? 1) Read the City s Comprehensive Neighborhood Strategy Report adopted by Council and approved by the Mayor on February 9, ) Understand the City s Approved Homelessness Budget and the housing resources and services funded through the Los Angeles Homelessness Services Authority (LAHSA) and other City agencies. *Budget line-items are different than unplanned expenditures on homelessness activities 3) Get to know your homeless community within your services area. Neighborhood level Homeless Count Data: Your local Coordinated Entry System Leader: Sign up for the 2017 Homeless Count: 4) Host a community forum with the Housing Authority City of Los Angeles (HACLA) to educate landlords on incentives available to house local residents exiting homelessness. On any given night across the City of Los Angeles, at least 28,000 Angelenos including children and youth - call our shelters, streets, alleyways, ravines, and riverbeds home. It is time to end this human tragedy. Partner with us and together we can develop a prosperous city for all. WHAT CAN FAITH-LEADERS DO? Repurpose underutilized real estate and assess the feasibility of conversion to shelter beds (Crisis Housing), Winter Shelter, storage facilities, case management offices, and/or affordable housing development sites. Become a Hospitality HUB. Offer safe spaces where people experiencing homelessness can find respite during their homeless journeys. Spaces can offer meals, showers, daystorage, mailboxes, blanket exchanges, visiting medical programs, recreational classes, art workshops, case management services and more. Transform street feeding programs to service-enriched family-style meals in partnership with services providers and community volunteers. Host a conversation about homelessness and create Welcome Home Baskets for newly housed persons through the Mayor s Welcome Home Project. Mentor a recently housed family through Imagine L.A. s program. Invite a member of SpeakUp! an advocacy program composed of persons with livedexperience to give remarks during a weekly service. GUIDING PRINCIPLES FOR FAITH-BASED HOMELESS SERVICE PROGRAMS Housing-first: Programs should have a linkage to permanent housing options, including family reunification. This may require a partnership with local housing providers. Trauma-Informed: Programs should provide sanctuary and be non-judgmental. Prayer or other religious obligations should not be required to receive homeless services. Harm-Reduction: Many people experiencing homelessness self-medicate. Programs should focus on increasing access to alternative treatment options, not program exclusion through mandatory drug-testing requirements. 11 City of Los Angeles Comprehensive Homeless Strategy City Effort and Results Over Time FY17 Q1: Scale of City effort focused on enhancing facilities and programs available to meet immediate needs, while laying the foundation for increased permanent supportive housing production and building systems to provide ongoing support. Over Time: As housing unit production ramps up and more units become available to persons experiencing homelessness, the need for emergency solutions will decrease. Supports will remain in place to prevent people from becoming homeless or returning to homelessness. 11/3/2016
